VIRGIN AIRWAYS is showing "Loose Change 2" in-flight... (it might also be shown in US theaters this year!) A huge sex scandal is about to break in Washington DC thanks to DC Madam who vowed thousands names would be revealed unless charges of running a 300-dollar-an-hour prostitution service against her were dropped. Karl Rove e-mails are sought by House investigators and there is no telling what they will uncover in this treasure trove... Israeli PM Olmert is shown the door...

And it goes on and on and on... and the naked king cannot veto the truth juggernaut engulfing his administration.

None of this is coming too soon as the Bush cabal has been working nonstop to set up a fascist hell in America.

Sparked by an insurgency among delegates, the California Democratic Party has taken an historic step forward on the issue of impeachment. In a resolution affirmed by the full state party convention Sunday, the Democrats called on the US Congress to use its subpoena power to investigate misdeeds of President Bush and Vice President Cheney — and to hold the administration accountable "with appropriate remedies and punishment, including impeachment." Pilots and aircraft passengers have confirmed sightings of two large Unidentified Flying Objects off the coast of Guernsey. Families and survivors of the dead were duly notified and the bodies were shipped back to the States for private burial but the numbers of the dead, and the wounded, were deliberately kept as low as possible for political reasons. For internal use only, a realistic, and accurate, monthly report was issued for those concerned but it was not made public. When this private report was located by outside sources and sent around the Internet, the site was immediately shut down. This original listing showed that as of mid-2005, the death count in both Iraq and Afghanistan topped 10,000 with 20,000 seriously wounded.  By 2007, the death toll has risen to over 15,000 (and rising daily) with officially reported serious woundings (required out of theater hospitalization) at 50,508 as per a report published in the New York Times of January 30, 2007. Also not discussed are the over 10,000 desertions (from March, 2003 to date) The Bush-Cheney Butchers’ Bill - Officially 96 military deaths in Afghanistan and Iraq from 1 April to 26 April, 2007, with a total of 4,252 total official casualties to date. “Six days ago, I was in an armed convoy driving through the McCain-safe streets of Baghdad when a non-existent rocket, made right here and not in Tehran, blasted into a truck carrying fifteen GIs. We had to stop, could not turn around because there were vehicles behind us, frantically trying to flee in all directions, and so I saw what were the shredded remains of all fifteen soldiers littering the street and smoldering. Not the sort of thing to look at, or smell, after breakfast or before lunch. There was not a word of this in our media at home and the official casualty lists, posted on the net didn’t mention any of them. There are fifteen that never got reported. Fellow in the next building from me does the casualty reports for transmitting back to the States and he says they publish the names of one in ten. This has been a very bad month with over 300 known dead! That doesn’t cover those with faces missing or legs up on a local roof, feeding the birds. This place has become a living hell, what with occasional snipers shooting our men inside the “really safe” Green Zone, setting off bombs in the “heavily guarded” Iraqi government compound and blowing up the hand puppet legislators at lunch, mortar rounds from the “defeated insurgents’” slamming down at all times of the day and night, and so on. This crazy Bush ‘surge ‘is not working because we have had to withdraw all our troops from outlying provinces and they have been replaced with local religious crazies who shoot anything that moves. The insurgents have virtually destroyed the power grids so Baghdad gets electric power a few hours a day (at the very best); the water supply has been “interfered with” so the locals get shit-infested water from the river but we, who are Bringing Bush Democracy to the benighted heathens have our own generators and our own water, carefully filtered of shit and body parts, so we can cheerfully, and proudly, show the world how better the locals are off with our brand of vicious tyranny as opposed to Saddam’s. They ought to bring Bush and Cheney over here, strip them buck naked and use them as decoys and then we’d see a rapid withdrawal for certain! And hear loud cheers as the GIs would be struggling with the locals to pick up presidential and vice presidential body parts as souvenirs.”

A British soldier who was in Iraq on his third tour could understand how badly matters had deteriorated. "Of the 40 tents in the base, just five remained unscathed by the end of the tour, he said. 'We were just sitting ducks ... On the last tour we were not mortared very often. This tour, it was two to three times a day. Fifteen mortars and three rockets were fired at us in the first hour we were there.""He added: 'Towards the end of January to March, it was like a siege mentality. We were getting mortared every hour of the day. We were constantly being fired at. We basically didn't sleep for six months. You couldn't rest. Psychologically, it wore you down. Every patrol we went on we were either shot at or blown up by roadside bombs. It was crazy." "He insisted that the insurgents appeared to be considerably better trained, funded and equipped than had been the case during their first tour of duty. 'Last tour, I never fired my rifle once. This time, I fired 127 rounds on five different occasions. And, in my role [providing medical support], I shouldn't have to fire'. He added: 'We have overstayed our welcome now. Army chiefs fear that a fatal attack on two British soldiers in Iraq last week was a dry run for an attempt on Prince Harry’s life, The Times has learnt. The attack was made on a type of vehicle that the Prince will use, and took place in a part of the country where he is due to be deployed as early as next month. The two died when their Scimitar reconnaissance vehicle was hit by a roadside bomb – the first time that British soldiers had been killed in a Scimitar as a result of enemy action. The Army fears that extremists deliberately chose the vehicle knowing that the Prince is a troop leader for a Scimitar-equipped unit. Prince Harry faces a kidnap threat from insurgents, who have become active this month even within bases used by the British Army in southern Iraq. "We will no longer have to go to Washington, neither to the IMF, nor the World Bank, not to anyone,'' said Chavez who has already canceled Venezuela's debts to the Washington-based international lending organizations. Chavez said he wanted to formalize Venezuela's exit from the lending institutions which he said are to blame for continued poverty throughout Latin America. He reportedly plans to create a lending bank run by nations in the region. Venezuela has recently repaid its debts to the World Bank five years ahead of schedule, which saved the country eight million dollars. The OPEC country also paid off all its debts to the IMF shortly after Chavez first took office in 1999. IMF closed its offices in the country last year.

Carbon dioxide released by fossil fuel combustion has increased acidity levels of the ocean by 30 percent, and in the decades ahead will create new risks for coral, zooplankton and other creatures that help support North Pacific fisheries, according to researchers who gathered Monday at the University of Washington.In a two-day workshop that ends today, these scientists are reviewing what is known about this grim corner of climate change and brainstorming ways to measure and assess the threats to a marine ecosystem that yields North America's largest seafood harvests. The acidification is caused by the ocean's absorption of carbon dioxide produced by fossil-fuel combustion. Currently, this is about 2 billion tons of the gas each year. As this gas dissolves, it sets off a chemical reaction that produces carbonic acid, which in high-enough concentrations can erode protective shells and other structures of some sea creatures. "We have significant changes in chemistry," said Richard Feely, a Seattle-based National Oceanic and Atmospheric Administration oceanographer who helped to organize the conference. "And if we project over time ... we are talking about massive changes that will take place." Some of the most acidic waters are found in the North Pacific, which has absorbed more carbon dioxide than tropical oceans. The North Pacific appears to be more acidic because it is colder than tropical oceans, which enables it to absorb more carbon, and because it has older, more carbon-rich water than the North Atlantic. In some areas of the North Pacific — at depths ranging from about 300 to more than 1,000 feet — researchers already have detected a kind of saturation point where acidity causes shells to disintegrate faster than they can grow. This contrasts to the North Atlantic, where the saturation point typically is at depths that exceed 7,500 feet, according to Feely. By the end of the century, these North Pacific saturation zones are expected to expand and extend into much shallower waters. Celebrities including Elton John, Mick Jagger, Bob Geldof, George Clooney and Mia Farrow have appealed to the international community to do more to protect the civilians of Darfur, the province of Sudan where 200,000 have died in four years of war, and millions have lost their homes. This appeal comes from these celebrities to mark the fourth anniversary of the start of the conflict, and coincides with the Global Day of Darfur being observed by Britain and 33 other countries. “Though thousands of people across five continents will today urge their leaders to ‘do something’ about Darfur, few leaders can agree on what that ’something’ is,” reports The Independent.“The US, which is alone in labelling the conflict ‘genocide’, is preparing to increase its sanctions on Sudan. Britain is talking up the idea of a no-fly zone, but one non-British Western diplomat in Khartoum was quick to point out that this was being suggested only by Mr Blair. “So far, though, the outside world is just talking - not acting. Numerous UN resolutions urging action remain unenforced. A no-fly zone was even agreed in 2005, but was never implemented.” More here… Another report states: “What began as a rebellion by three non-Arab tribes against perceived marginalisation by the Arab-dominated Khartoum government has escalated into a complex multi-layered conflict.“There are Arabs fighting alongside the rebels and Africans siding with the government. Desertification has increased tensions, between everybody, as tribes fight to gain control over precious water points. “If it was ever as simple to describe the conflict as a ‘genocide’ of black Africans by an Arab government - and few analysts in Sudan believe it was - it certainly is not now. “Sudan’s government is arming any group that is prepared to attack anyone connected with the rebels, be they African or Arab. In some cases they have even armed both sides of the same mini-conflict. It is less about ethnic cleansing and more about power. Khartoum, argue some analysts, may not even want the war to end.” ‘This government has always had a crisis,’ said Dr Madawi Ibrahim, a Darfurian expert with close ties to the rebel movement. ‘You keep people busy with a crisis’.”

The legend of Atlantis, the country that disappeared under the sea, may be more than just a myth. Research on the Greek island of Crete suggests Europe's earliest civilisation was destroyed by a giant tsunami. Until about 3,500 years ago, a spectacular ancient civilisation was flourishing in the Eastern Mediterranean. The ancient Minoans were building palaces, paved streets and sewers, while most Europeans were still living in primitive huts. But around 1500BC the people who spawned the myths of the Minotaur and the Labyrinth abruptly disappeared. Now the mystery of their cataclysmic end may finally have been solved. A group of scientists have uncovered new evidence that the island of Crete was hit by a massive tsunami at the same time that Minoan culture disappeared. "The geo-archaeological deposits contain a number of distinct tsunami signatures," says Dutch-born geologist Professor Hendrik Bruins of the Ben-Gurion University of the Negev in Israel. "Minoan building material, pottery and cups along with food residue such as isolated animal bones were mixed up with rounded beach pebbles and sea shells and microscopic marine fauna. "The latter can only have been scooped up from the sea-bed by one mechanism - a powerful tsunami, dumping all these materials together in a destructive swoop," says Professor Bruins. The deposits are up to seven metres above sea level, well above the normal reach of storm waves. "An event of ferocious force hit the coast of Crete and this wasn't just a Mediterranean storm," says Professor Bruins. (...) But what caused the tsunami? The scientists have obtained radiocarbon dates for the deposits that show the tsunami could have hit the coast at exactly the same time as an eruption of the Santorini volcano, 70 km north of Crete, in the middle of the second millennium BC. Recent scientific work has established that the Santorini eruption was up to 10 times more powerful than the eruption of Krakatoa in 1883. It caused massive climatic disruption and the blast was heard over 3000 miles away. Costas Synolakis thinks that the collapse of Santorini's giant volcanic cone into the sea during the eruption was the mechanism that generated a wave large enough to destroy the Minoan coastal towns. It is not clear if the tsunami could have reached inland to the Minoan capital at Knossos, but the fallout from the volcano would have carried other consequences - massive ash falls and crop failure. With their ports, trading fleet and navy destroyed, the Minoans would never have fully recovered. The myth of Atlantis, the city state that was lost beneath the sea, was first mentioned by Plato over 2000 years ago. It has had a hold on the popular imagination for centuries. Perhaps we now have an explanation of its origin - a folk memory of a real ancient civilisation swallowed by the sea.

I am particularly overwhelmed by all of the articles on cell phone and wireless usage and dangers. Overwhelmed, not only because my husband and I are somewhat dependent on it, but because it resonates within me as the truth, and I know my family must make radical changes, the way we were able to change our diet many years ago.

I have a question for you and all of the other lightworkers out there, especially those with “connections” :) I have read many times about the incredible technologies of Star Visitors and others; does “safe” wireless technology exist, or is the technology simply “within” us (i.e., through telepathy)? There are so many cases of the Illuminati et al hiding better technologies for their own financial gain. Is this just one of them?

Thanks for your comment and question. I'm not aware of what other safe ET communication technology might exist, but I'm quite sure we will find out about this in the coming decade. However, I know from an excellent documentary with Dr. Carlo I saw on TV here in Quebec (you may view a trailer of "Cell Phone War" at http://www.emf-health.com/dr-george-carlo.htm) that the Pentagon has invested millions to pay scientists to devise a means to make safe the use of a cell phone. In the documentary, the researcher explains they have first proven that the current cell phone technology is indeed dangerous for human beings, but also that they have devised a tiny electronic component that, once installed in a cell phone, scrambles the cell phone signal in a way that is makes it (apparently!) harmless for humans. So the Pentagon is now using this technology to protect their officers and soldiers against the harmful effects of cell phone technology -- at least it protects the individual user, but the base station signal is not rendered harmless through this method. The documentary also explains that the cell phone industry has refused to use this component because it would implicitly be an admission that their current technology is dangerous and thus expose them to huge liabilities. They prefer to protect their bottom line rather than protect their billions of clients...

Now if enough people would wake up to this lethal and stealthy threat to their health, perhaps enough pressure can be exerted upon politicians and regulatory agencies to actually force the industry to quickly resolve this problem and implement safeguards against excessive electrosmog from all sources. Asbestos and tobacco were proven unsafe for humans and regulated accordingly. Now it is time to do the same with all sources of electromagnetic pollution.

Kucinich's Impeachment Proposal Takes Antiwar Stand to New Lengths

Ohio Democratic Rep. Dennis J. Kucinich on Tuesday introduced articles of impeachment against Vice President Dick Cheney for "high crimes and misdemeanors" related to his participation in the buildup for the war in Iraq - and what the longshot Democratic presidential contender said was belligerent rhetoric toward Iran.

In an 18-page draft resolution, Kucinich outlined three charges against Cheney: that he "manipulated the intelligence process ... by fabricating the threat of Iraqi weapons of mass destruction" to justify the war in Iraq; that he deceived citizens and Congress "about an alleged relationship between Iraq and al Qaeda" to justify the war; and that he has "openly threatened aggression against the Republic of Iran, absent any real threat to the United States, and has done so with the United States' proven capability to carry out such threats."

"In all this, Vice President Richard B. Cheney has acted in a manner contrary to his trust as vice president, and subversive to constitutional government, to the prejudice of the cause of law and justice and the manifest injury of the people of the United States ... [and] by such conduct, warrants impeachment and trial, and removal from office," the resolution concluded.

Kucinich introduced the articles at a news conference held at 5 p.m. Tuesday on Capitol Hill, which was delayed for several hours. The event was originally planned for noon, but Kucinich initially postponed it based on news reports Cheney was undergoing emergency medical treatment for a chronic blood clot condition in his leg. When subsequent news reports indicated the tests were more routine, Kucinich rescheduled the event.

Kucinich - who opposed military intervention in Iraq from the start and voiced strong criticism of the Bush administration's policy during a quixotic run for the 2004 Democratic presidential nomination - again has made his antiwar stance a main issue of his bid for the White House.

Democratic leaders, who have stated repeatedly they have no intentions of pursuing the impeachment of either President Bush or Cheney, do not support the impeachment effort. Kucinich said Tuesday that he did not have any co-sponsors for the resolution. But he proclaimed that he had the support of "millions of Americans."

Speaking at the news conference, Kucinich said he was pursuing impeachment of Cheney, and not Bush, for practical reasons. "It's significant and responsible to start in this way, because if the same charges would relate to the president as relate to the vice president, you would then have to go through the constitutional agony of impeaching two presidents consecutively," he said.

REP. DENNIS J. KUCINICH, D-OHIO: Thank you very much for being here.

We hold these truths to be self-evident: That all men are created equal; that they are endowed by their creator with certain unalienable rights; that, among these, are life, liberty and the pursuit of happiness; that, to secure these rights, governments are instituted among men, deriving their just powers from the consent of the government; and, whenever any form of government becomes destructive of these ends, it is the right of the people to alter or to abolish it.

These words from the Declaration of Independence are instructive at this moment. Because not only whenever any form of government, but whenever any government official becomes destructive of the founding purposes, that official or those officials must be held accountable.

Because I believe the vice president's conduct of office has been destructive to the founding purposes of our nation. Today, I have introduced House Resolution 333, Articles of Impeachment Relating to Vice President Richard B. Cheney. I do so in defense of the rights of the American people to have a government that is honest and peaceful.

It became obvious to me that this vice president, who was a driving force for taking the United States into a war against Iraq under false pretenses, is once again rattling the sabers of war against Iran with the same intent to drive America into another war, again based on false pretenses.

Let me cite from the articles of impeachment that were introduced this afternoon, Article I, that Richard Cheney had purposely manipulated the intelligence process to deceive the citizens and the Congress of the United States by fabricating a threat of Iraqi weapons of mass destruction to justify the use of the United States armed forces against the nation of Iraq in a manner damaging to our national security.

That despite all evidence to the contrary, the vice president actively and systematically sought to deceive the citizens and the Congress of the United States about an alleged threat of Iraqi weapons of mass destruction.

That preceding the March 2003 invasion of Iraq, the vice president was fully informed that no legitimate evidence existed of weapons of mass destruction in Iraq. The vice president pressured the intelligence community to change their findings to enable the deception of the citizens and the Congress of the United States.

That in this the vice president subverted the national security interests of the United States by setting the stage for the loss of more than 3,300 United States service members and the loss of 650,000 Iraqi citizens since the United States invasion; the loss of approximately $500 billion in war costs, which has increased our federal debt; the loss of military readiness within the United States armed services, through an overextension and lack of training and lack of equipment; and the loss of United States credibility in the world affairs and decades of likely blowback created by the invasion of Iraq.

That with respect to Article II, that Richard Cheney manipulated the intelligence process to deceive the citizens and the Congress of the United States about an alleged relationship between Iraq and Al Qaida in order to justify the use of United States armed forces against the nation of Iraq in a manner damaging to our national security.

And that, despite all evidence to the contrary, the vice president actively and systematically sought to deceive the citizens and Congress of the United States about an alleged relationship between Iraq and Al Qaida.

That preceding to the March 2003 invasion of Iraq, the vice president was fully informed that no credible evidence existed of a working relationship between Iraq and Al Qaida, a fact articulated in several official documents.

With respect to Article III, that in his conduct while vice president of the United States, Richard Cheney openly threatened aggression against the Republic of Iran, absent any real threat to the United States, and has done so with the United States's proven capability to carry out such threats, thus undermining the national security interests of the United States.

That despite no evidence that Iran has the intention or the capability of attacking the United States, and despite the turmoil created by the United States's invasion of Iraq, the vice president has openly threatened aggression against Iran.

Furthermore, I point out in the articles that Article VI of the United States Constitution states, and I quote, "This Constitution and the laws of the United States shall be made in pursuance thereof and all treaties made or which shall be made under the authority of the United States shall be the supreme law of the land. Any provision of an international treaty ratified by the United States becomes the law of the United States."

The United States is signatory to the U.N. Charter, a treaty among the nations of the world. Article II, Section 4 of the United Nations Charter states, and I quote, "All members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any manner inconsistent with the purposes of the United Nations."

The articles conclude by pointing out that the vice president's deception upon the citizens and the Congress of the United States that enabled the failed United States invasion of Iraq forcibly altered the rules of diplomacy so that the vice president recent belligerent actions toward Iran are destabilizing and counterproductive to the national security of the United States of America.

These articles of impeachment are not brought forth lightly. I've carefully weighed the options available to members of Congress and found this path the path that is the most important to take.

The justifications used to lead our nation to war have unquestionably been disproved. Brave soldiers and innocent civilians have lost their lives in a war the United States should never have initiated. The weight of the lies used to lead us into war has grown heavier with each death. Now is the time for Congress to examine the actions that led us into this war, just as we must work to bring the troops home. This resolution is a very serious matter, and I will urge the Committee on Judiciary to investigate and carefully consider this resolution.

At this time, I'm happy to take any of your questions.

QUESTION: Congressman, at this point do you have any other -- any fellow members support this?

KUCINICH: At this very moment, the resolution is being transmitted to members of Congress. Because this resolution is so weighty in its import, it's going to be important for members of Congress to have sufficient time to study the articles. This is unlike any other type of legislation or resolution. This is not something that you can ask anyone to make a snap judgment on. It took me a while to come to this point. And I would expect that members of Congress, given the opportunity to review these articles, will be able to come to a conclusion consistent with their own concerns and the concerns of their constituents.

QUESTION: But at this point, you stand alone, at this point?

KUCINICH: At this point, I believe that I stand with millions of Americans who have expressed concern through their state legislatures, through petitions to Congress, through contact with their members of Congress, that something has to be done to reclaim our country's goodness, to reclaim a government which the American people want to be honest, want to be just.

And so I do not stand alone. I have multitudes of people backing this.

Fascist America, in 10 Easy Steps

From Hitler to Pinochet and beyond, history shows there are certain steps that any would-be dictator must take to destroy constitutional freedoms. And, argues Naomi Wolf, George Bush and his administration seem to be taking them all

Last autumn, there was a military coup in Thailand. The leaders of the coup took a number of steps, rather systematically, as if they had a shopping list. In a sense, they did. Within a matter of days, democracy had been closed down: the coup leaders declared martial law, sent armed soldiers into residential areas, took over radio and TV stations, issued restrictions on the press, tightened some limits on travel, and took certain activists into custody.

They were not figuring these things out as they went along. If you look at history, you can see that there is essentially a blueprint for turning an open society into a dictatorship. That blueprint has been used again and again in more and less bloody, more and less terrifying ways. But it is always effective. It is very difficult and arduous to create and sustain a democracy -- but history shows that closing one down is much simpler. You simply have to be willing to take the 10 steps.  

As difficult as this is to contemplate, it is clear, if you are willing to look, that each of these 10 steps HAS ALREADY BEEN INITIATED TODAY in the United States by the Bush administration.  

Because Americans like me were born in freedom, we have a hard time even considering that it is possible for us to become as unfree -- domestically -- as many other nations. Because we no longer learn much about our rights or our system of government -- the task of being aware of the constitution has been outsourced from citizens' ownership to being the domain of professionals such as lawyers and professors -- we scarcely recognise the checks and balances that the founders put in place, even as they are being systematically dismantled.

Because we don't learn much about European history, the setting up of a department of "homeland" security -- remember who else was keen on the word "homeland" -- didn't raise the alarm bells it might have. It is my argument that, beneath our very noses, George Bush and his administration are using time-tested tactics to close down an open society.

It is time for us to be willing to think the unthinkable -- as the author and political journalist Joe Conason, has put it, that it can happen here. And that we are further along than we realise. Conason eloquently warned of the danger of American authoritarianism. I am arguing that we need also to look at the lessons of European and other kinds of fascism to understand the potential seriousness of the events we see unfolding in the U.S.

1) INVOKE A TERRIFYING INTERNAL and EXTERNAL "ENEMY" 

After we were hit on September 11 2001, we were in a state of national shock. Less than six weeks later, on October 26 2001, the USA Patriot Act was passed by a Congress that had little chance to debate it; many said that they scarcely had time to read it. We were told we were now on a "war footing"; we were in a "global war" against a "global caliphate" intending to "wipe out civilization." 

There have been other times of crisis in which the U.S. accepted limits on civil liberties, such as during the civil war, when Lincoln declared martial law, and the second world war, when thousands of Japanese-American citizens were interned.    

But this situation, as Bruce Fein of the American Freedom Agenda notes, is unprecedented: all our other wars had an endpoint, so the pendulum was able to swing back toward freedom; this war is defined as open-ended in time and without national boundaries in space -- the globe itself is the battlefield.

"This time," Fein says, "there will be no defined end."

Creating a terrifying threat -- hydra-like, secretive, evil -- is an old trick. It can, like Hitler's invocation of a communist threat to the nation's security, be based on actual events

(One Wisconsin academic has faced calls for his dismissal because he noted, among other things, that the alleged communist arson, the Reichstag fire of February 1933, was swiftly followed in Nazi Germany by passage of the Enabling Act, which replaced constitutional law with an open-ended state of emergency.)   

Or the terrifying threat can be based, like the National Socialist evocation of the "global conspiracy of world Jewry," on myth. It is not that global Islamist terrorism is not a severe danger; of course it is. I am arguing rather that the language used to convey the nature of the threat is different in a country such as Spain -- which has also suffered violent terrorist attacks -- than it is in America.

Spanish citizens know that they face a grave security threat; what we as American citizens believe is that we are potentially threatened with the end of civilisation as we know it. Of course, this makes us more willing to ACCEPT RESTRICTIONS ON OUR FREEDOMS.

2) CREATE A GULAG  

Once you have got everyone scared, the next step is to create a prison system outside the rule of law (as Bush put it, he wanted the American detention centre at Guantánamo Bay to be situated in legal "outer space") -- where torture takes place. 

At first, the people who are sent there are seen by citizens as outsiders: troublemakers, spies, "enemies of the people" or "criminals." Initially, citizens tend to support the secret prison system; it makes them feel safer and they do not identify with the prisoners. But soon enough, civil society leaders -- opposition members, labour activists, clergy and journalists -- are arrested and sent there as well.  

This process took place in fascist shifts or anti-democracy crackdowns ranging from Italy and Germany in the 1920s and 1930s to the Latin American coups of the 1970s and beyond. It is standard practice for closing down an open society or crushing a pro-democracy uprising. 

With its jails in Iraq and Afghanistan and, of course, Guantanamo in Cuba, where detainees are abused, and kept indefinitely without trial and without access to the due process of the law, America certainly has its gulag now. Bush and his allies in Congress recently announced they would issue no information about the secret CIA "black site" prisons throughout the world, which are used to incarcerate people who have been seized off the street.    

Gulags in history tend to metastasise, becoming ever larger and more secretive, ever more deadly and formalised. We know from first-hand accounts, photographs, videos and government documents that people, innocent and guilty, have been tortured in the U.S.-run prisons we are aware of and those we can't investigate adequately.

But Americans still assume this system and detainee abuses involve only scary brown people with whom they don't generally identify. It was brave of the conservative pundit William Safire to quote the anti-Nazi pastor Martin Niemöller, who had been seized as a political prisoner: "First they came for the Jews."

Most Americans don't understand yet that the destruction of the rule of law at Guantánamo set a dangerous precedent for them, too. By the way, the establishment of military tribunals that deny prisoners due process tends to come early on in a fascist shift. Mussolini and Stalin set up such tribunals.

On April 24 1934, the Nazis, too, set up the People's Court, which also bypassed the judicial system: prisoners were held indefinitely, often in isolation, and tortured, without being charged with offences, and were subjected to show trials. Eventually, the Special Courts became a parallel system that put pressure on the regular courts to abandon the rule of law in favour of Nazi ideology when making decisions.

3) DEVELOP A THUG CASTE  

When leaders who seek what I call a "fascist shift" want to close down an open society, they send paramilitary groups of scary young men out to terrorise citizens. The Blackshirts roamed the Italian countryside beating up communists; the Brownshirts staged violent rallies throughout Germany.

This paramilitary force is especially important in a democracy: you need citizens to fear thug violence and so you need thugs who are free from prosecution.

The years following 9/11 have proved a bonanza for America's security contractors, with the Bush administration outsourcing areas of work that traditionally fell to the U.S. military. In the process, contracts worth hundreds of millions of dollars have been issued for security work by mercenaries at home and abroad.

In Iraq, some of these contract operatives have been accused of involvement in torturing prisoners, harassing journalists and firing on Iraqi civilians. Under Order 17, issued to regulate contractors in Iraq by the one-time U.S. administrator in Baghdad, Paul Bremer, these contractors are immune from prosecution. 

Yes, but that is in Iraq, you could argue; however, after Hurricane Katrina, the Department of Homeland Security hired and deployed hundreds of armed private security guards in New Orleans.

The investigative journalist Jeremy Scahill interviewed one unnamed guard who reported having fired on unarmed civilians in the city. It was a natural disaster that underlay that episode -- but the administration's endless war on terror means ongoing scope for what are in effect privately contracted armies to take on crisis and emergency management at home in U.S. cities.

Thugs in America? Groups of angry young Republican men, dressed in identical shirts and trousers, menaced poll workers counting the votes in Florida in 2000. If you are reading history, you can imagine that there can be a need for "public order" on the next election day. Say there are protests, or a threat, on the day of an election; history would not rule out the presence of a private security firm at a polling station "to res
