Hello everyone
Originally, as you all know by now, the focus of my next email was supposed to be
on the coming Y2K crisis. But there is a more urgent crisis requiring our immediate
attention. If you have been watching the news you know by now that the hopeful situation
of a people democratically voting for its independence and freedom from its tormentors,
namely the Indonesian government (responsible for the death of well over 200,000
people in East Timor since it overtook the island following the end of the Portuguese
colonialist domination), is now turning into a bloodbath.
And you also know that US Secretary Madeleine Albright, who so adamantly wanted NATO
to "protect" Kosovo from Serbian domination, has stated yesterday that Indonesia
is the sole force that should tackle this situation and bring back order on the island
with the martial law now instituted at the behest of the international community. According
to the U.S. Administration, no need to send in G.I.s or any foreign troops to protect
these hundreds of thousands of innocent children, women and men faced with an overwhelmingly powerful militia force armed and openly supported and encouraged - as
seen tonight on TV - by the Indonesian military forces on patrol to "reinstate law
and order".
Asking Indonesia to protect the people of East Timor is tantamount to asking the fox
to protect the hens.... and smacks of a monstrous disregard for human life.
It seems that the only option now at our disposal is the tool of focussed, combined
global meditation to imprint on the minds and souls of those led to perpetrate murderous
deeds to immediately stop their fury and see through compassionate eyes the defenseless human beings they are ordered to slaughter for purely political aims and gains.
We can once again bring back love and peace to this land by holding in our minds and
hearts the vision of compassion, peace and loving kindness prevailing over hatred,
war and destructive behaviours.
The matter cannot be disregarded because tomorrow the entire world risks being engulfed
into a flood of violence and vengeful wars if we allow the powers of darkness to
prevail for lack of simply shining the inner Light and invincible power of Love we
all hold within our souls.
So please take a moment *and more* today and in the following days until we can rest
assured that Peace has indeed prevailed...
May the Light of God reach out and obliterate darkness by its Luminous Presence in
our midst

Subject: East Timor update
The unrest in East Timor has reached crisis point. People are being
evacuated. The first plane load of evacuees has landed in Darwin. There
are no photographers or cameramen left in East Timor - only journalists
from the print media remain.
According to the latest reports 2,000 refugees where herded at gunpoint
from the Red Cross building in Dili, together with 11 Red cross workers, to
a beach where they are being held against their will. There are reports
that some of them are being tortured. Violence in the villages continues
and people are fleeing, and looking for safe refuge in churches and missions.
Australia is helpless to do anything, as if it sends in a peace keeping
force without being invited by Indonesia to do so, it is considered an
invasion. So this violence continues unimpeded.
The people of East Timor need our help. Please include them in your daily
prayers and meditations and ask that the energy there may return to balance
so that peace in an independent East Timor can prevail.
I will be meditating at 10 am and 10 pm daily - please join me if you feel
drawn to do so...

There are the makings of a bloodbath here. Many have fled. Many have died.
I can see smoke of fires of homes set ablaze in the distance. I have heard
gunfire in the distance. The Indonesian military and its creation the
militias have refused to accept the democratically expressed wish of the
East Timorese to move towards independence.
I have seen East Timorese defy militia and military violence to go vote on
August 30 and I have seen their fearful faces. Several days ago, the women
hosting us in Becora (just outside Dili) received an early morning phone
call and woke us at 4:30 am to tell us we had to move out of where were
staying for our own safety. I have since heard reports of many houses
burned and people killed in that neighborhood. Another Dili neighborhood I
spent time in, Balide, next to the U.N.'s East Timor headquarters is
ablaze. Timor Aid, the organization which provided assistance to the
parliamentary delegation I worked with to monitor the ballot has been
looted of its rice and ransacked. There have also been many reports of
people being forced onto vehicles and taken to West Timor, perhaps to
bolster an argument for East Timor's partition or worse.
There have been many calls for U.N. or other peacekeepers. These may arrive
too late. More guns aren't necessarily what East Timor needs. What is very
clear is that the military could shut down the violence relatively quickly.
The military is in control. It is they that can stop the killing.
The U.S. and other governments still have tremendous leverage with
Indonesia. They must use it all. Statements of serious "consequences." I
saw President Clinton's mealy-mouthed statement and it doesn't go nearly
far enough. The global community - governments, others, you - must be clear
about what these consequences are to let the Indonesian military know that
continued violence in East Timor is unacceptable.
Please contact President Clinton and members of Congress now. Urge them to
immediately
a) suspend all military shipments to Indonesia, including spare parts and
ammunition
b) suspend all non-humanitarian bi-lateral aid and loans to Indonesia
c) work to suspend all multi-lateral loans and aid, including form the IMF and
World Bank.
Call the White House comment line at 202-456-1414. Urge President Clinton
to immediately suspend all further military and financial aid to Indonesia
until the military and paramilitary violence is stopped. The U.S. must show
strong support for East Timor's democratic decision to break away from
Indonesia.

Both Russia and China are considered at high risk for serious Y2K disruptions, according
to the U.S. State Department, CIA and other sources.
Quote:
Let's stop pretending that Y2K isn't a major threat to our way of life. There is too
much at stake for such uninformed wishful thinking. The time has come to prepare
for plausible worst-case Y2K scenarios. -- Dr. Edward Yardeni, Deutsche Bank Securities
Y2K Looms as Serious Problem for Many Nations "The global picture that is slowly emerging
is cause for concern... Our assessments suggest that the global community is likely
to experience varying degrees of Y2K-related failures in every sector, in every region and at every economic level."--Jacquelyn Williams-Bridgers, the State Department's
inspector general.
By GSReport
In testimony before the U.S. Senate's special Y2K study committee on July 22, a top
U.S. State Department official presented new data assessing the potential impacts
of Y2K in 161 nations of the world. Overall, about half of those nations are judged
to be at medium to high risk of Y2K-related failures in their telecommunications, energy
and/or transportation sectors, said Jacquelyn Williams-Bridgers, the State Department's
inspector general.
According to Williams-Bridgers, risk of infrastructure failure is relatively low in
the 39 leading industrialized nations, particularly in the finance sector. However,
11 of those nations were said to be at "medium risk" for transportation failures,
and 9 were judged to be at "medium to high risk" for failures in telecommunications, energy
or water services.
Of 98 developing countries surveyed, between 52 and 68 were considered at "medium
to high risk" of Y2K-related failures in the telecommunications, transportation and/or
energy sectors, she said.
Williams-Bridgers also emphasized the likelihood of Y2K-related disruptions in the
international flow of goods and services, noting that "a breakdown in any part of
the supply chain would have a serious impact on the U.S. and world economies."
A similar warning was sounded in a July 12 report in PC Week.
"Many U.S. companies that have been busily exploiting electronic commerce to expand
their global reach are now realizing that the international partners, suppliers and
government agencies on which they rely may quickly become unreliable after the year
2000 date change," wrote PC Week's Lisa Vaas.
The magazine surveyed a number of U.S. technology companies over the past few months
to assess not only their internal preparedness for Y2K but their overall confidence
level regarding the global marketplace. A typical mixed response came from Pamela
Wegner, executive vice president at Alliant Energy, in Madison, Wisconsin. "We're not worried
about short-term failures," Wegner said. Of far greater concern to her is "a slow
grinding to a halt of the supply chain."
PC Week warned that U.S. companies must consider the possibility of supply disruptions
lasting weeks or months.
By almost all accounts, China and Russia remain exceptionally vulnerable to Y2K disruptions,
with possibly large implications for the rest of the world. London's Robert Fleming
investment bank on July 23 issued a statement saying that China could suffer "severe disruption in its power and water infrastructure, and less serious problems
in telecoms, banking, public health and transport." Russia's ponderous government
services sector was judged far behind in Y2K remediation.
An article in the July 1999 edition of Air Force Magazine also emphasized the U.S.
military's concerns over potential disruptions in China and Russia. Author James
Kitfield wrote that "officials are concerned by the fact that 90 percent of the software
in use on Chinese computers is pirated, meaning Chinese technicians are unable to call
manufacturers for help and have not received software updates from producers on how
to address the Y2K problem." Kitfield noted that Chinese military officials are cooperating with the Pentagon to reduce the risk of possible nuclear-related errors during
the Y2K transition. "US officials are relatively confident that no major incident
involving China's nuclear weapons will actually occur."
But that confidence does not extend to Russia, Kitfield says. Part of the problem
is that Russian officials broke off cooperative Y2K contingency efforts with the
Pentagon in protest over NATO's bombing of Kosovo. Just this week, for the first
time since April, Russian officials have indicated a willingness to re-establish some cooperative
ties, but there is much to be done and very little time remaining.
The potential risks of Y2K disruption in Russia are truly daunting. Despite strong
assurances from Russian military spokesmen as recently as this week, Western observers
believe that Russia's nuclear command and control systems are dangerously deteriorated, and its 65 nuclear powerplants represent a potentially devastating accident -- or
series of accidents -- just waiting to happen.
"By far the greatest concern is that Y2K could cause a malfunction in Russia's already
dangerously eroded early warning network and command-and-control system," Kitfield
writes. But U.S. authorities note that the default response for failure in the Russian command-and-control system is not to launch but to freeze up the system -- a point
loudly emphasized by Russian officials as well. "For that reason, officials say they
are not overly anxious about the danger of a Y2K-induced inadvertent missile launch,"
says Kitfield.
But Russia's refusal to allow on-site inspection of its nuclear facilities by Western
observers as part of a cooperative Y2K preparedness plan may be motivated by more
than anger over the Balkan bombing. As reported by the BBC in April, "The Russian
Federation Defense Ministry has abandoned cooperation with military personnel from the United
States and other NATO countries in resolving the Y2K problem. The Russian military
are evidently not very keen on showing how outdated their computer systems are."
Kitfield concurs. "Many U.S. officials suspect the Russians are simply too concerned about
the shoddy state of their nuclear command-and-control system to allow U.S. officers
to view it up close," he says.
Of equal or greater concern, however, is the state of Russia's electrical power grid
and the threat Y2K poses to its aging nuclear reactors. One big problem: workers
at some nuclear plants have not been paid in months. Some have even staged walkouts
in protest. It seems hardly likely that successful remediation of Y2K problems can be accomplished
at the nuclear plants in such stressful circumstances.
Like U.S. nuclear plants, Russia's plants require a steady flow of electricity to
maintain cooling and plant control. A breakdown anywhere in the grid can threaten
the functioning of a nuclear plant. According to a recent intelligence estimate published
in the Times of London, "Russia's nuclear industry is in desperate straits. Throw in
Y2K and you could have a giant Chernobyl on your hands."
Even in the United States -- arguably the best-prepared nation on Earth in terms of
Y2K remediation -- there are new warnings of possible electrical utility failures
ahead. Bloomberg News on June 30 quoted Cameron Daley, chief operating officer of
Tava/R.W. Beck, which tested and upgraded systems for more than 100 U.S. utilities: "Utilities
are scared,"Daley said. "The whole grid won't collapse, but there will be outages
that could last up to several weeks." Daley said that the generally confident reports
on Y2K remediation being issued by utility companies across the nation were based on
incomplete analysis. Part of the problem is deregulation. "The utilities most distracted
by deregulation aren't doing enough to identify and prevent problems," Daley said.
"There are a number of instances where utilities didn't go deep enough into their
systems -- they accepted vendors' words that parts of a system were compliant." Independent
audits often find problems that were missed by internal testing, he said.
Despite a continuing atmosphere of denial and overly optimistic assessments in the
United States, a recent survey by the Associated Press, reported on July 24, found
that about one-third of Americans are already planning to stock extra food, water
and emergency supplies because of possible Y2K disruptions.
At present, about two-thirds of those surveyed expect Y2K to be mostly an annoyance,
not a serious problem, the AP said. Woman were far more likely than men -- by a margin
of 38 to 23 percent -- to take Y2K seriously. And black people take it far more seriously than whites, by a margin of 42 to 29 percent, the AP said. People under age
35 were twice as likely to expect Y2K problems as people over age 65.
Overall, 66 percent of those surveyed believe Y2K problems will be minor and will
last one to several weeks, while 11 percent think Y2K problems will be more severe
and long-lasting. Eighteen percent think there will be no problems at all. But, despite
repeated official assurances, about 30 percent think U.S. banks could be at risk of Y2K
failures, and nearly as many expect problems with the power grid.

Without sounding like Oliver Stone, doesn't anyone see the fingerprints of
The White House on this?
Jim Lord is "given" a Top Secret Navy Report, that had been on public view
on Internet until a few days earlier. (Had the report in fact been secret
Lord and his navy contact would have been immediately arrested by the FBI.)
It seems to be compiled from data only collected in June/July 1999, and had
so many glaring flaws that no self respecting military man would dare put
his name to it.
Municipal authorities who had been slow at responding to Koskinen's
requests, and lukewarm to his national tour, are now clamoring for his
attention. Disinterested reporters are smelling a Pentagon coverup. They
are demanding statements from Koskinen, and government agencies, a welcome end
to the summer media drought.
Koskinen immediately responds and goes public within minutes of the Lord
revelations, with a carefully crafted response, copied to all and sundry.
Every news agency carries the statements of a relatively unknown Y2K
activist, as an Earth-shaking revelation, on par with Deep Throat of
Watergate fame. Lord is discredited and Koskinen gains national media
exposure, as does the "All is OK" statement. Carefully prepared statements
are made from the cities named in the report. Surprise! They all announce
that water and sewerage will be fine, as will power and telecommunications.
I know the statement, that the Navy Base in Orlando believes that Orlando
will have severe problems with water and sewerage, is suspect. It was
closed last year!

Subject: Electric Grid Y2K test 9-9-99 Please read Jean it's short!!!
Hi Jean,
In reading Y2k stuff that comes into my email I remember reading that 9-9-99 was a
critical date because of the 9999. I remember that the 9999 is something that
programmers used in writing their programs. The date was supposed to be a prelim to
give us an idea of how bad Y2K will be. Now I get this in my email in a Drudge Report.
Makes me suspicious that maybe there is going to be a man made explanation if things
go haywire on Sept 9th. May be some of these conspiricy theories are more that I earlier
thought. I guess in a little over a month we will find out. Read below,....
Y2K GRID TEST SET FOR NEXT MONTH
Not that anyone would have reason to doubt anything that comes out of the
mouth of Energy Secretary Bill Richardson, but the real test of the
nation's electric utility systems and their Y2K compatibility should come
during a scheduled massive "grid test" next month.
The U.S. and Canadian power systems are ready for the year 2000 with more
than 99 percent of all their critical systems repaired and tested, the
North American Electric Reliability Council announced on Tuesday.
"I can't declare total victory yet," Energy Secretary Bill Richardson told
reporters, "but we are quite optimistic."
The NERC reported that 99 percent of all "critical elements'' in electric
supply systems have been tested -- and have passed.
All sockets now turn to a giant nationwide test of America's electrical
grids, now scheduled for 9/9/99.
A successful simultaneous test of all regional power grids may convince
hardcore Y2K watchers that the lights may stay on when the clock strikes
and the calendar flips.
But if the electricity does go out that day, you may want to ask Bill
Richardson if there are plans to offer tax credits on generators.

MELTDOWN COULD COME IN SEPT. ALL PERSONNEL IN ALL JURISDICTIONS SHOULD BE READY FOR
THE WORSE BY 9/9/99. THIS COMPUTER DATE HAS MUCH MORE POTENTIAL FOR CHAOS THEN THE
GPS ROLL OVER DID, BY FAR.
In what could be an initial shocker before the y2k meltdown, the date 9999 could be
the date that breaks the camel's back. Various sources trickling in seems to point
toward that date as the beginning of our battle with the socialist FEDs and the other
alphabet soups.
That date is when some Cobol Programs will see it as the end of time! 9999 was encoded
as an end of program marker. We have no idea how many programs could be affected
by this date anymore that we know how many chips, computers and programs will be
effected by 00. But it appears that the MIB's are gearing up for the worse.
Rumors are also circulating about the pre-printing of ration cards (that post follows).
There is no question that America's militia, Revolution Armies, and just plain good
folk must be ready for 9999 just like they need to be ready for Jan 1st. The problems
are also trickle down in nature in that they cause more goofy data to go out through
the system causing other failures later.

Subject: September 9th alert
(From another list) I got this from a friend, who has never lied to me before. (So,
for what it is worth, I cannot prove it.) He is a Graphic Artist who went to a New
Jersey Printer Shop twice last week to get some work done for a client.
The shop owner said they were too busy doing 'Government work'. He noticed pallets
and pallets of different colored coupons that said GAS on them. Other areas in the
shop where pallets were stacked had signs in front of them on the floor that said
things like MEAT and PETROL.
He went back there yesterday to see if he could steal some samples . . . he couldn't,
but he had a long conversation with the sales rep. They went out to a bar, and he
proceeded to drink all afternoon with this guy, who then spilled his guts. This is
what was said:
The Government supplied the paper and ink, and everything was weighed when it came
in and when it left.
Security cages had been installed by the feds, and all hard drives were taken, and
all film and press plates were taken, too, and the whole process had been monitored
by a Marine Captain and two armed guards. The Marine Captain is a Y2K Nut and said
these things to the sales rep:
The Government expects things to break apart around September 9th, 1999. The computers
see this as 9/9/99, or 9999, which is the end code for the software. The Marines
are ready to declare Martial Law on September 29th. They are "counting on" the computers to go down on either Sept. 9th, 19th, or the 29th. It all has to do with "9's". They
are hoping it happens on 9/9, so that by 9/29, everything will be in chaos, and
the public will be calling on the Government to do something.
As for the gas coupons ... most gas stations will be closed when Martial Law is declared.
The coupons are in $5 and $10 amounts, and would go on like the odd-even times with
license plates like it did back in the 70's gas shortage. Diesel is, at this time in the plan, exempt. The Government's biggest fear, according to the Marine Captain,
is how this will affect the economy during the holiday season. Under Martial Law,
with curfews and gas rationing, the public won't be able to shop late, and many retailers live or die by the holiday season sales.
T.H.] This is supposedly why Vice President Gore was pushing Internet Shopping this
week, so people will be able to shop at home. The sales rep told my friend that
they were only one of many printers being used, and the Government needs millions
of these coupon books. Others have to involved in this, too. Know any printers you could ask
about this?

Subject: FWD Y2K Water - California
9/3/99
List,
A personal friend and neighbor has to go to the Metropolitan Water
District [MWD] board meetings, this is THE largest Water Wholesaler in
Southern California. Total customers served by some 20,000,000 meters from
Santa Barbara to San Diego, Pacific to Arizona Border. [ Average home 3-4
people] We will NOT have water in Southern California after 1/1/2000!! Now
the reasons. The pumping stations of the water from Northern California and
the Colorado River MUST FUNCTION, the FEDERAL EPA WILL NOT allow them to
test the back-up power systems but one [1] hour every 30 days. The pumping
stations HAVE NOT BEEN able to get ANY to operate for the hour and after
repaired MUST wait for the next 30 days! The FEDERAL EPA also will not let
these pumping stations store fuel for the back-up power systems, the
'company' is storing fuel off company property to be available WHEN the
grid goes down to TRY and keep water flowing to the retailers. Computers
WILL NOT BE TESTED because of the test in Van Nuys that dumped 4 million
gallons of sewage into a park! Personnally, they don't stand a chance of
suppling water!
San Diego imports 90% of their water and Los Angeles almost 85%! I feel
that the Government is the ONLY source telling companies and corporations
"WE WON'T HAVE A PROBLEM" in Y2K! We will have water in lakes etc. but with
20,000,000+ thirsty people will anyone get a drink?
We do have small farming communities and many of us in the mountains who
still have ground water via water wells, many have back-up power.
SUGGESTION: My friend is planning on her family being with her from
Christmas to Y2K! I believe the time between Christmas and the end of the
year will be the ONLY opportunity to get safe! WHEN one persons water
doesn't flow that means 20,000,000+ are in the same boat! [on dry ground!]
We have read about the 'Navy Report', this report ONLY talked about
cities that have Navy personnel! IF Seal Beach Naval Base [Orange County,
Ca.] doesn't have water, THAT MEANS ALL THE SURROUNDING COMMUNITIES--such
as ALL of Los Angeles!
Well, community what do you think?? Are we prepared for guests? How
many? How long? Pets? Extra Fuel [Gas or ?] How many for guard duty? Food?
All these things must be thought about NOW! Will we be able to safely
store other peoples food? Will we be a big family?
