Dear Friends and concerned sky-watchers,

Let's start off with a quick review of what we know. To date, nearly 400 interviews and reports from every corner of the USA, as well as Canada and Great Britain describe an aerial phenomenon underway for at least the past several years with a "quickening" in activity over the past four months.

Active duty military personnel, police officers, pilots and defense specialists - as well as hundreds of everyday Americans quite used to seeing aircraft contrails and normal flight operations near airports or over long-established routes - independently confirm the presence of multiple "lines in the sky" being purposefully laid by large jet tankers (usually white in color and always without identifying markings) over cities and rural areas.

As many as 20, 30 or more "contrails" are woven over hours into lattice-like grid patterns. "Tic-tac-toe in the sky" or "furrowing a farm field" are expressions commonly used to describe these multiple-aircraft maneuvers, in which white contrail-like emissions linger for hours, gradually spreading into a hazy overcast that completely obscures clear blue skies.

Normal contrails form when ice-crystals are disturbed by the passage of an airplane at high (cold) altitudes. Streaming from engines and wingtips, pencil-thin contrails almost always disappear within 45 seconds, fading quickly like the wake behind a boat. While ice-crystal contrails can occasionally persist for hours, forming cirrus-type clouds that drift over a large area - particularly over high-traffic routes such as the Atlantic corridor between the USA and Europe - the "chemtrails" being reported daily by many independent eye-witnesses always linger for hours, forming an overcast from which veils of wispy fallout are often observed. In some cases, commercial jetliners flying across these persistent grid-patterns lay normal contrails that disappear quickly alongside lingering "chemtrails".

Usually laid in an east-west direction, with characteristic "X"s and criss-cross trails also often observed, jets layering these deliberate "chemtrails" have often been observed switching their emissions off as they approach mountains or other geographically delineating features, only to turn their spray back on after making their turns back over the area being gridded.

We also know that incidents of acute respiratory illness - including bronchitis, pneumonia and first-time asthma attacks are at what doctors are calling "epidemic" levels across the USA and Great Britain. Fatalities - mostly among the elderly and immune-compromised - have exceeded 8,100 dead in England in the last week of December and first two weeks of January, 1999 according to the BBC.

Other observers report spraying from black, unmarked helicopters and twin-turboprop aircraft flying at rooftop level, often but not always at night. Incidents of chemicals being dumped from unmarked helicopters into municipal reservoirs have also been reported.

While "chemtrail" sightings have attracted strident attacks for lack of proof, videotape clearly shows billowing white spray being emitted from the tails of jets with wing-mounted engines, as well as from the wing sections outboard of the engines and inboard of the wingtips. These are the precise locations of wing- and tail-mounted refueling probes on tanker aircraft.

Normal contrails emanate only from engines and wingtips.

Intense aerial spraying is being reported over: Alabama, Arizona, Arkansas, California, Colorado, Connecticut, Florida, Georgia, Hawaii, Idaho, Illinois, Indiana, Kansas, Kentucky, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, Montana, Nebraska, New Jersey, New Mexico, New York, North Carolina, North Dakota, Pennsylvania, Virginia, South Carolina, Ohio, Oklahoma, Oregon, South Dakota, Tennessee, Texas, Utah, Washington State, West Virginia, Wisconsin, Wyoming.

Typical comments from observers:

"I was highly skeptical at first, but past work with the State Department is making me more and more convinced that something really is going on here."

"This was like nothing I have ever seen before. The contrails are different from 'normal' everyday passenger aircraft contrails."

"I cannot recall ever seeing contrails remain so long after the aircraft passed by!"

"I've lived here for 26 years never seeing this number of contrails at once."

"Many times I have seen the day start out with clear skies and look cloudy by mid-afternoon."

"They don't dissipate right away, they like linger, hang there. But they were so heavily concentrated that I just about fell over."

"They were X'ing, probably 50, 100 of them, as far as I could see."

"I just happened to glance up to the sky and there they were: a gigantic X directly overhead and multiple X's in the sky. I almost crapped my pants. They covered the whole sky!"

"They look like they're playing tic-tac-toe up there. You know darn well it's not passenger planes."

"We're getting sprayed real heavily with the contrails. It's just total saturation."

"Now, the skies never seem to be blue. They are often pale white, similar to a complete canopy of light cirrus clouds, but they are not clouds. There are white streaks across the sky, horizon to horizon - literally so many that you can't count them because they all blend together."

"As I stood there, one of the planes passed directly over my home. This time I could see something coming out of the plane!"

"Cobweb-like strands falling from the sky."

"What the heck is this stuff?"

"This wasn't a jet contrail and some people have been sick, me for one."

"I am never sick and never have been. I repeat: never sick."

"People are getting sick."

"Boy am I sick!"

"Symptoms start with a killer headache."

"I can't get rid of this cold. I've had this bad headache - it's not just aheadache. My eyeballs hurt so bad - way in the back - I just wish they would fall out."

"All the hospitals were full and no one can seem to shake it."

"Antibiotics do not help!"

"I have never been so sick in my life."

"When I thought I was finally getting over the symptoms I had been suffering from for months, they all began again."

"Another friend Robert's daughter has diarrhea so bad. I seem to remember contrails."

"What on earth is going on?"

"What do we do now?"

What we do now is begin to bring our separate concerns together into single voice demanding answers and action from our elected officials at the county and state levels. With this same voice, we can insist that national media focused on distraction begin to actively investigate and report this nationwide phenomenon.

-- One way to do this is to post the email addresses by state and region of all Chemtrails Network members who agree to this proposal so that people in the same locality can compare experiences and lobby together for action. Please let me know if you are willing to pass your email address (no names) to a few other folks reporting chemtrails and/or sickness in your area.

-- We also need more documented, uncontaminated samples for analysis. If you are in a heavy spray area, lay out a hot-water sterilized plastic groundsheet to collect fallout photographed or videotaped from overflying aircraft. Using rubber gloves, a large metal spoon and a good mask or respirator, collect this sample material into a sterile glass jar labeled with the date, time and location - and take it to your nearest university or other independent testing lab. Ask the lab to look for:

A. JP8 jet fuel, particularly the highly toxic component ethylene dibromide.

B. Living pathogens such as variants of Pseudomonas and E. coli.

Note this law was repealed in November, 1997. The law that replaced it says in part:

U.S. CODE TITLE 50, SECTION 1520(a) S 1520. Repealed. Pub Law. 105-85, Div. A, Title X, S 1078(g), Nov. 18, 1997, 111 Stat. 1916S 1520a. Restriction on the use of human subjects for testing of chemical or biological agents

(a) Prohibited activities The Secretary of Defense may not conduct (directly or by contract)- (1) any test or experiment involving the use of a chemical agent or biological agent on a civilian population; or (2) any other testing of a chemical agent or biological agent on human subjects.

(b) Exceptions Subject to subsections (c), (d), and (e) of this section, the prohibition in subsection (a) of this section does not apply to a test or experiment carried out for any of the following purposes: (1) Any peaceful purpose that is related to a medical, therapeutic, pharmaceutical, agricultural, industrial, or research activity. (2) Any purpose that is directly related to protection against toxic chemicals or biological weapons and agents. (3) Any law enforcement purpose, including any purpose related to riot control.

Think it can't be done in the land of the free? Think again. "Open Air" biowar testing has been carried out in American cities since 1949.

A Partial History of Secret U.S. Government Programs

1950 In an experiment to determine how susceptible an American city would be to biological attack, the U.S. Navy sprays a cloud of bacteria from ships over San Francisco. Monitoring devices are situated throughout the city in order to test the extent of infection. Many residents become ill with pneumonia-like symptoms.

1951 Department of Defense begins open air tests using disease-producing bacteria and viruses. Tests last through 1969 and there is concern that people in the surrounding areas have been exposed.

1953 U.S. military releases clouds of zinc cadmium sulfide gas over Winnipeg, St. Louis, Minneapolis, Fort Wayne, the Monocacy River Valley in Maryland, and Leesburg, Virginia. Their intent is to determine how efficiently they could disperse chemical agents.

Joint Army-Navy-CIA experiments are conducted in which tens of thousands of people in New York and San Francisco are exposed to the airborne germs Serratia marcescens and Bacillus glogigii.

1955 The CIA, in an experiment to test its ability to infect human populations with biological agents, releases a bacteria withdrawn from the Army's biological warfare arsenal over Tampa Bay, Fl.

1956 U.S. military releases mosquitoes infected with Yellow Fever over Savannah, Ga and Avon Park, Fl. Following each test, Army agents posing as public health officials test victims for effects.

1966 U.S. Army dispenses Bacillus subtilis variant Niger throughout the New York City subway system. More than a million civilians are exposed when army scientists drop lightbulbs filled with the bacteria onto ventilation grates.

1977 Senate hearings on Health and Scientific Research confirm that 239 populated areas had been contaminated with biological agents between 1949 and 1969. Some of the areas included San Francisco, Washington, D.C., Key West, Panama City, Minneapolis, and St. Louis.

1987 Department of Defense admits that, despite a treaty banning research and development of biological agents, it continues to operate research facilities at 127 facilities and universities around the nation.

Open Air Testing with Simulated Biological and Chemical Warfare Agents by Leonard A. Cole, Ph.D.

"As described in Leonard Cole's book, Clouds of Secrecy, the army began a program in 1949 to assess the nation's vulnerability to attack with biological weapons. During the next 20 years, the army released simulant agents over hundreds of populated areas around the country. Targets included portions of Hawaii and Alaska, San Francisco, St. Louis, Minneapolis, New York City, Washington, D.C., Key West, and many other cities. The purpose was to see how the bacteria spread and survived as people went about their normal activities.

"In fact, during 45 years of open air testing, from time to time the army has stopped using certain simulants for reasons of safety. In each instance the army belatedly recognized they could be causing disease and death, although such information had long been available in the medical literature. This was the case in the 1950s when it ceased using the fungus Aspergillus fumigatus as a simulant. The fungus had long been known to cause aspergillosis, a disease that can be fatal. Similarly, in the 1960s the army stopped using zinc cadmium sulfide, a chemical that had been known for years to cause cancer.

"In the 1970s, the bacterium Serratia marcescens, a source of infections that can lead to death, was taken out of service as a simulant. And in the 1980s, dimethyl methylphosphonate, a chemical known as DPP, was removed from use as a simulant because of its carcinogenic and other toxic potential. I understand that one of today's witnesses, Earl Davenport, was exposed to DMMP at Dugway in 1984 and may still be suffering health problems as a result.

"Indeed, simulants now used at Dugway continue to pose risks. The chemical ethylene oxide, which is present in some of the mixtures used in outdoor spraying, is a known carcinogen. The bacterium Bacillus subtilis, while not generally seen as dangerous, is cited in medical textbooks as able to cause serious infections. In truth any microorganism that seems harmless under some circumstances may cause illness under others.

"Exposure to high concentrations of any microorganism can be critically dangerous to people in weakened conditions. The elderly, the very young, people with AIDS and others who have weakened immune systems are more susceptible to life threatening infections. Nevertheless, the army has not monitored the health of citizens who may have been exposed during its tests while maintaining that its bacterial agents cause no harm."

FAC 1: You paranoid chemtrail conspiratorialists are seeing normal sky spoor from a marked increase in commercial air traffic. Combined with changing atmospheric conditions, these wetter and denser air masses are leading to lingering contrails and the artificial formation of cirrus-type clouds from ice-crystal condensation left by "rush hour" jet traffic.

Ans: There is no question that air traffic is up sharply throughout the world. (See "Jets" under "Investigations" Also that atmospheric change (including increased moisture) is contributing to increased natural and artificial cloud formation.

But not all sightings are of normal contrails. Experienced pilots, military personnel and other qualified observers note that: 1. Normal contrails dissipate less than one minute after formation. Many long-lingering "chemtrails" being reported across North America are being made at altitudes between 10,000 and 15,000 feet - well below the stratosphere where ice-crystal cloud condensation forms. Indeed, commercial aircraft entering spray zones often emit no contrails alongside "chemtrail" spraying aircraft. At higher altitudes and around airports, commercial jets have also been seen to leave pencil-thin contrails that quickly dissipate alongside fatter, billowing "chemtrails" that linger and spread out at the same altitude for hours.

2. Commercial aircraft do not cross each other's flight paths in Xs and grid-patterns at the same altitude. Concerned with making efficient point A to point B passages, airliners also do not fly back-and-forth in formation across the same patch of clear sky, laying long-lasting chemtrails for hours at a time.

3. Commercial aircraft prominently display their airline logo, "colors" and registration numbers. While configured after commercial aircraft, observed KC-135 and KC-10 spray aircraft are usually painted white and carry no identification markings.

4. Normal contrails come from the engines and wingtips of high-flying aircraft. They do not stream from the tails of airplanes equipped with wing-mounted engines. Chemtrails, on the other hand, have been observed through high-power telescopes and binoculars to be streaming from tanker tailbooms pointing downward at a 60-degree angle - the normal configuration for deployed refueling tailbooms. Chemtrails have also been observed streaming in thick white streams inboard of the wingtips but outboard of wing-mounted jet engines, where aerial tanker refueling probes are also deployed.

4. Contrails do not make people sick. Hundreds of eye-witnesses have become ill within hours of watching chemtrails woven over their heads. Many have tasted and smelled something metallic or corrosive in the air. Check the dates and locations of peak hospital admissions alongside sightings of heavy "spray days". They match.

5. Contrails do no rain cobweb-like material and jello-like "goo" over porches, powerlines and police cruisers. Most likely caused by misadjusted or malfunctioning spray nozzles, this material has been tentatively identified by a microbiologist as a "bio-matrix" for hosting and dispersing pathogens. Uncontaminated, fully-documented samples of this aerial fallout are being analyzed now. Previous (though inconclusive) samples tested in Washington state, Ohio and Wyoming have revealed the presence of highly toxic ethylene dibromide (a component of JP8 jet fuel) and Psuedomonas Flourescens (a genetically modified bacteria that is extremely antibiotic resistant). Among other severe symptoms, both of these agents cause severe upper respiratory distress.

FAC 2: You are unfairly casting aspersions on the US military, accusing them of poisoning their own people.

Ans: The US military has conducted "Open air" biowarfare testing involving dangerous pathogens and carcinogens and resulting in illness and fatalities over hundreds of American cities without the informed consent of residents since 1949. However, because these spray aircraft are unmarked it is not possible to assert at this time that the US government and/or US military are responsible. These agencies are accountable, however, for allowing these overflights to continue.

FAC 3: You have absolutely no proof that these "contrails" are causing illness on the ground. Have you forgotten that it is the height of a particularly severe flu and asthma season?

Ans: Even at the height of the flu season, hospitals and doctors' offices across the USA, as well as in Canada and England are typically operating at twice their usual winter influx of respiratory patients, with Emergency Rooms jammed and some hospitals closed to new admissions. While outbreaks of the Sydney (A) strain and Beijing (B) strain of influenza have been identified in major North American cities (along with Respiratory Syntytial Virus causing only mild cold symptoms in adults) - the acute and recurring bronchitis, pneumonia, asthma, sinusitis and unidentified viruses reported by worried doctors and nurses do not fit this "flu" designation.

Why an epidemic of pneumonia, bronchitis and unknown respiratory viruses is afflicting many thousands of adults and children coast-to-coast is unknown at this time. But it is suggestive that almost all outdoor observers of spraying have become sick with extreme respiratory symptoms within 24 hours of witnessing "contrails" unusual enough to excite comment and cause cameras and camcorders to be aimed skyward. Usually associated with damp, wet climates, outbreaks of bronchitis across the American southwest are unprecedented.

It is also suggestive that when two American veterans went to Veterans Administration hospitals for their annual flu shots several months ago, they were advised to get the pneumonia vaccine as well, because "pneumonia is going to be very big this year."

It is also suggestive that a nationwide 1-800-I-GOT-FLU tracking program is open only to participants who "qualify" by exhibiting specific symptoms after being exposed within 32-miles of known outbreaks within a specified time period.

It is also disturbing that on each of the three occasions that Washington state resident William Wallace has complained to the media of spraying over his remote mountain cabin, he and his wife Ann were attacked by jet and propeller aircraft diving in at treetop height to release spray within their property line. William and Ann Wallace remain sick, with William exhibiting several "marker" symptoms for infectious Mycoplasm Fermentans - the infamous Gulf War Illness.

After investigating GWI and exposing the origins of Gulf War Illness in my book, BRINGING THE WAR HOME. it is the unconfirmed opinion of this writer that the outbreaks of Lupus and Fibromyalgia following some spraying incidents could actually be the look-alike symptoms of Mycoplasm Fermentans. The pneumonia outbreaks being reported across the USA may also be caused by Mycoplasm Pneumonia. Sputum and blood tests should be carried out to test this hypothesis.

Regarding the recent "flesh-eating" staph outbreaks in Delaware and Illinois, I also note that this Staph A belongs to the same family (genus) as Pseudomonas, strep and anthrax.

Until the lab results are in, lack of "proof" should not obscure an overwhelming preponderance of pattern and precident. If a thousand people crowded around a field are sprayed with an unknown substance by unidentified aircraft...and if many of those people fall sick enough to be rushed to hospital...what would you conclude?
