"The Japanese monkey, Macaca fuscata, had been observed in the wild for a period of over 30 years. In 1952, on the island of Koshima, scientists were providing monkeys with sweet potatoes dropped in the sand. The monkeys liked the taste of the raw sweet potatoes, but they found the dirt unpleasant. An 18-month-old female named Imo found she could solve the problem by washing the potatoes in a nearby stream. She taught this trick to her mother. Her playmates also learned this new way and they taught their mothers too. This cultural innovation was gradually picked up by various monkeys before the eyes of the scientists. Between 1952 and 1958 all the young monkeys learned to wash the sandy sweet potatoes to make them more palatable. Only the adults who imitated their children learned this social improvement. Other adults kept eating the dirty sweet potatoes. Then something startling took place. Let us suppose that when the sun rose one morning there were 99 monkeys on Koshima Island who had learned to wash their sweet potatoes. By that evening almost everyone in the tribe was washing sweet potatoes before eating them. The added energy of this hundredth monkey somehow created an ideological breakthrough! But notice. A most surprising thing observed by these scientists was that the habit of washing sweet potatoes then jumped over the sea Colonies of monkeys on other islands and the mainland troop of monkeys at Takasakiyama began washing their sweet potatoes. Thus, when a certain critical number achieves an awareness, this new awareness may be communicated from mind to mind. Although the exact number may vary, this Hundredth Monkey Phenomenon means that when only a limited number of people know of a new way, it may remain the conscious property of these people. But there is a point at which if only one more person tunes-in to a new awareness, a field is strengthened so that this awareness is picked up by almost everyone!"

Russia Opposes Use of Force against Iran (17 August 2005)
Russia warned on Wednesday against using force to stop Iran's nuclear program, saying any such action would have grave and unpredictable consequences. "We favor further dialogue and consider the use of force in Iran counter-productive and dangerous, something which can have grave and hardly predictable consequences," said a statement posted on the ministry's Web site. The West fears Iran's nuclear program, which the oil-rich state insists is aimed only at the peaceful generation of nuclear power, conceals ambitions to develop atomic weapons. Iran angered the European Union and the United States by resuming work at a uranium conversion plant earlier this month, rejecting EU incentives offered in return for giving up its nuclear program. Earlier this month US President George W. Bush said military force remained a last resort to press Tehran to abandon its nuclear ambitions. "We consider that problems concerning Iran's nuclear activities should be solved through political and diplomatic means, on the basis of international law and Tehran's close cooperation with International Atomic Energy Agency," the Russian statement said. Russia, which has constructed a nuclear power plant for Iran and is hoping for more such contracts, has criticized Tehran for restarting the uranium conversion. Moscow says there is no technical need for Iran to convert its own uranium since Moscow has agreed to supply all necessary nuclear fuel for the Bushehr power plant due to go into operation next year.
US Policy on 'Axis of Evil' Suffers Spate of Setbacks (August 17)
President Bush's campaign against what he once termed the "axis of evil" has suffered reverses on all three fronts in recent days that underscore the profound challenges confronting him 3 1/2 years after he vowed to take action. First, multilateral talks orchestrated by the United States to pressure North Korea to give up nuclear weapons adjourned last week after 13 days without agreement. Then Iran restarted its program to convert uranium, in defiance of the United States and Europe. Finally, negotiators in Iraq failed to draft a new constitution by Monday's deadline amid an unrelenting guerrilla war against US forces. None of these developments may be fatal to Bush's policy goals, but the quick succession of setbacks has left his national security team privately discouraged and searching for answers. Whereas Bush in his first term vowed to reinvent foreign policy with a new doctrine of military preemption to deal with rogue states, he has largely dropped such talk since the invasion of Iraq in 2003. Instead, he has favored diplomacy with Tehran and Pyongyang and nation-building with Baghdad - yet the old-fashioned improvisation has yielded similarly murky results. (...) The unexpected difficulties endured in Iraq since the fall of Saddam Hussein in April 2003 have colored the broader efforts against the "axis of evil" states. Tehran and Pyongyang have felt freer to flout American pressure, secure in the knowledge that the US military is tied down in Iraq, analysts said. "Marion Fulk, a nuclear physical chemist, who retired from the Lawrence Livermore Nuclear Weapons Lab, and was also involved with the Manhattan Project, interprets the new and rapid malignancies in the soldiers (from the 2003 Iraq War) as 'spectacular -- and a matter of concern!'"When asked if the main purpose of using DU was for "destroying things and killing people," Fulk was more specific: "I would say it is the perfect weapon for killing lots of people!"

From a "sweet natured" giraffe to reptile skin handbags, a snapshot survey of the World Wide Web by IFAW found hundreds of live primates and thousands of rare animal products being offered for sale. "Trade on the Internet is easy, cheap and anonymous," said IFAW UK director Phyllis Campbell-McRae. "The result is a cyber black market where the future of the world's rarest animals is being traded away." "Trade in wildlife is driven by consumer demand, so when the buying stops, the killing will too," she added. "Buying wildlife online is as damaging as killing it yourself." The report "Caught in the web - wildlife trade on the Internet" found in just one week 146 live primates, 5,527 elephant products, 526 turtle and tortoiseshells, 2,630 reptile products and 239 wild cat products for sale. Strange fish parade seen in Englewood (08/05/05 )
ENGLEWOOD -- A bizarre freeway of fish swimming by the thousands along the shore of Englewood Beach Thursday morning left crowds of beach-goers agog and marine biologists bewildered. "I've lived here for 10 years, and I've never seen anything like this. It's incredible" said Bob Ricci of Englewood. Beach-goers reported that a wide variety of sea creatures came swimming south in a narrow band close to the beach at mid-morning. Included in the swarm were clouds of shrimp, crab, grouper, snapper, red fish and flounder. They were joined by more usual species, including sea robins, needlefish and eels. Ten-year Manasota Key resident Nick Neidlinger spotted the commotion from his condominium shortly before 9 a.m. The fish were moving in a narrow band in about 18 inches of water, he said. They were headed south, and, so far as he could tell, the moving mass of sea life stretched a good mile long. "We're talking thousands and thousands of them," Neidlinger said. "It was so thick we couldn't walk out." Some fish washed ashore on the Gulf's small waves, he said. The stranded fish flipped and struggled until they flopped back into the water to rejoin the piscatorial parade south."There were blue crabs the size of a dinner plate," Neidlinger said. "You name the species of fish and they were there." Neidlinger said more than 100 pelicans bombarded the fish, but he saw no sharks or other predators, nor did he detect any signs of red tide. He said all the species "were swimming amongst each other. They weren't attacking each other." Neidlinger added, "I have never seen anything like that in my life. This was not a fish kill."Beach-goers were grabbing crabs and fish as they swam by, Thursday. One observer thought the fish might have been weakened by some sort of toxin -- perhaps red tide -- because they could be scooped up easily by people. The event lasted until late morning, although the parade had thinned out by 11 a.m.A few scientists contacted Thursday were surprised to hear of the unusual fish behavior in Englewood that morning. Gulf's 'Dead Zone' Less of a Mystery (12 October 2004)
HOUSTON (AP) -- The oxygen-depleted "dead zone" in the Gulf of Mexico, long a subject of scrutiny by scientists, is only now becoming less of a mystery. Known by fishermen south of the Mississippi River for more than a century, the area gained scientific recognition in the 1970s but became a greater concern when it doubled in size to about 7,000 square miles about 20 years later. That expansion was blamed on nitrates, which are used as fertilizer and wash into the Mississippi River. The excess nitrates created large phytoplankton blooms, scientists said. Bacteria that thrive on the plankton after it dies consume more and more oxygen and the lower-oxygen water settles to the bottom. The result, says Texas A&M University oceanographer Steven DiMarco, is a stable water column where the bottom 10 to 20 percent doesn't get replenished with fresh oxygen. DiMarco said that this dead-zone effect is most persistent in the summer months, when the Gulf of Mexico waters are stagnant and there is little mixing. MATTHEW: Mother, thank you on behalf of the host of souls in whose company I am. Once again I have been requested by light beings at this universal viewing station to speak for us all. We are here to inform you of potential events and urge you to stay steadfast in the lightdo not give in to fear!
In my last message I spoke of the Illuminati's desperation as they keep seeing their power ebbing and the madness that has permeated them to such extent that despite all logic, they are determined to wage war on still another front. I also said that in the field of potential, energy momentum toward an invasion of Iran had moved from "possibility" status to "probability." As devoutly as we wish we could tell you that that status has reversed course, or even remained steady, we now can see that neither is a likely outcome.
We are NOT saying that invading Iran is cast in stone! We are saying that it will take a monumental light effort to prevent it, and it is within your power to do this! Due to the successful fright tactics of mainstream media particularly in the United States, the former intensity of light being generated by peace-loving peoples around the world has been dimmed by the ever encroaching fear. At the same time some headlines blare Iran's proceeding with nuclear development programs and the possibility that the US government will counter that with its nuclear power, other headlines are revisiting the terror of "9/11" and reporting "intelligence" information about imminent terrorist threats in mainland United States.
It is recognized there that fear paralyzes, and the Illuminati media controllerswilling puppets of the off-planet dark entitiesare promulgating fear-filled news. The off-planet dark ones know that the energy of fear establishes a barrier between souls and light, and even more than before, alienating you from the light is their thrust. The light has dimmed even in you who are praying for and working toward peace but have become fearful about a new war front and catastrophic terrorism, and accordingly you cannot absorb the light being beamed to you by your space family.
It was the former brilliance of light on your planet that kept the field of potential war status at "possibility"the status of thought forms about any and every kind of condition or situationand it was the amount of light reduction that moved that status to "probability." At this point, the energy momentum of the dark has progressed to where attacks upon Iran can be avoided only by prompt elimination of the powerful fear that has infiltrated peoples around the world. The energy attachments of fear are fuel for the dark onesat the same time that light loss from fear is debilitating you, it is empowering them.
This intensive fear-producing effort was not necessary prior to the invasion of Iraq. Opposition to that was present, yes, but once the fear of global terrorism initiated by "9/11" subsided, there came a complacency that released the fear energy. That long-intended invasionplanned years before "9/11," which itself was part of the planproceeded with the support of those who were beguiled into believing the fraudulent reasons relentlessly put forth by the leaders of the US and British governments.
Growing awareness about the deceit underlying that war and the unanticipated strength of Iraqi opposition to occupation, which has produced many more troop deaths and injuries and much greater loss of fighting equipment and supplies than estimated, make war expansion raving lunacy. Lunacy is the state of mind of those who are determined to press forward. Growing awareness on another front is impelling their continuance of a world control plan gone terribly awry: the still unpublicized indictments with undeniable evidence that President Bush, Vice President Cheney and others lied about the reasons for needing to invade Iraq. Because their efforts to date have been futile in squashing the legal proceedings, regardless of the obvious risks in spreading so thinly the available fighting forces, the Bush camp is obsessed with moving into Iran before the indictment documents become public knowledge. They are convinced that soon they will control most of the world's oil, which will assure victory in obtaining all else they desire, and neither their nation's laws nor world opinion will matter.
That conviction in itself shows how far lunacy has overtaken Bush and his endorsers because they know that a military move into Iran would be met by serious opposition. Whereas once the powerful Illuminati was unified in intent to proceed steadily toward global domination, the egos that arose split the force into two factions that have been waging an internal struggle for that prize, as they see it. Both have CIA "black ops" agents within their camps, and terrorist acts have been committed by both. These have aided both factions insofar as the resultant fear and other negativity, but at this point, it is all-out internal war, and that is why an invasion of Iran would bring into the fray an opposing force that the conquest of Iraq did not. The non-Bush faction was quite content to let their opponent faction rush into Iraq and become continually weaker as that non-Bush faction supplied willing Iraqis with weapons and their CIA terrorists acts contributed to keeping the battles going. Thus, what only appears to be US aggression is actually Illuminati infighting for the same goal.
It is logical to think: Does it matter which faction is dominant if both have the same intention? It does only in the very short term as to what may ensue in the Mideast. With all of their strongholds crumbling beyond repair, particularly in banking and economic areas and their influence in governments, the once-all powerful Illuminati is steadily disintegrating. Many within its ranks have defected and become light warriors. It is only those at the peak who are orchestrating the Mideast situation.
Strategically publicizing this as leading to World War III, and possibly a nuclear war at that, is the most successful of the fear factors. We tell you: There will be NO nuclear war! There will be no Third World War! At most there would be a very temporary clash of the military forces commanded by the two Illuminati factionsanything beyond that would fall within God's honoring Earth's free will choice that no more acts of death and destruction on the scale of "9/11" shall occur. If that clash does take place, you will see troops on both sides refusing to fight in such numbers that further combat is doomed. They will see weapons failing to function, vehicles that won't move, missiles that fizzledo not doubt that the technology of our space family can achieve this!and even the Illuminati commanders will see the futility of continuing.
Now I shall digress a moment to reply to a question in some minds. Readers familiar with my messages and the books know that often I have stated, there will be no nuclear detonations in space, and in my last message I explained why Creator made this exception to Its law of free will. It is not an arbitrary decision that this does not apply equally to free will choices to use nuclear weaponry at ground level or the lower skies, where bodies but NOT souls can be destroyed by the explosions. Regardless of how bodies die, and as tragic as the deaths are to the people who love those whose physical lives are lost, the souls are not damaged. This is due to the difference in energy densities. The lower density of Earth "muffles" the effects of nuclear matter and thus can protect the souls in near space or on the planet; it is in the frequencies of the higher, or lighter, densities where souls living as free spirits or those in astral travels have been damaged by nuclear explosions. Any attempts at detonations beyond the "cut-off" line will be neutralized by the technology of our space light warriors who, in all attempt instances, have successfully accomplished this.
Now then, there also is much fear arising from speculation that the Bush administration will need a major terrorist act within US borders as the reason to invade Iran. To the growing numbers who believe that "9/11" was the excuse for declaring war on Iraq, this is a logical fear. We are aware of both the "intelligence" reports about those heavily populated cities as likely targets and the plans to take certain actions but not necessarily in line with the reports. When Earth declared that she and her life forms never again would experience terrorist acts on that scale, God authorized members of our space family to intervene in any such attempts. Intervention may not prevent all of the deaths and destruction, but it would dramatically reduce the intended scope.
Again we emphasize that a prompt turnaround from fearing these potential happenings can prevent them! The power of the light is incalculable! We ask that you stop focusing on the mainstream news that keeps fear building. The same with the Internet reports being circulatedsome are thoughtful assessments of viable information and others are deliberate scare tactics. Yes, be truthfully informed, but do not be fearful!
It is the light intensity to which you contributed that reached the Illuminati members who embraced it and became effective light warriors. They had been captive of their own fearfear of the lightand it was the constant beaming to them that penetrated that. The same can happen with the remaining dark ones! If need be to regain your steadfastness in sending forth love-light to those lacking it, send it to Earth herself! To you who never have wavered, we ask that you intensify your beaming!
We understand that you may regard our plea as "easy for us to say" because we don't know what it is like to be "in your shoes." Not only have many of us at this station experienced multiple physical lifetimes in fearful circumstances in the universe, but our love energy bonding with you lets us feel exactly what you are feeling. It is true that in these higher vibrations those feelings cannot last as they do on Earth, but our love for you does not permit the absence of empathy.

.....but fear itself" In this time of trying constantly to "rightly separate the word of Truth", we must cling tightly to these wise words of Franklin Delano Roosevelt. We are so bombarded with threats, real and imagined, by our own government as they urge us to mistrust our neighbors, to suspect any person who looks different, and to wrap ourselves in sheet plastic and duct tape, that we are prone to be reluctant to ask, "Why?" This is abetted by the mainstream media and the polling firms with their question, "Is America safer than it was before"..... nine-eleven or the Iraq invasion or the invasion of Iran?
We are supposed to search our fear levels now against our fears then in order to determine whether the Bush policies have been right or wrong or whether he was such a good choice in the first place. Our answer is going to, somehow, govern the path of the nation in the future? Nonsense! The Bush administration does not care a damn what you, or I, or anybody, think or feel about anything. Their agenda was set from Day One and, regardless of intervening events, they steadfastly refuse to deviate from it. I can only imagine how they must chuckle over the polls that show the President's popularity ratings to be in the dumpster or that the people think the Iraq war was a mistake. They know that there is nothing that we can do to change their course short of the evolution of the Religious Right into thinking individuals and the conversion of the major corporations to a policy of working for the public good rather than for profits. They have the power, they know it, and they intend to use it!
A better polling question would be, "What do you fear most?" Options could be: loss of freedom, loss of privacy, loss of voting rights, etc,. etc. A very small fear which inflicts those of us who write on progressive websites is the specter of jackboots coming to our door. We tell ourselves that the chances of such a happening are remote, but haven't we all read about "Big Brother"? With the passage of the dread Patriot Act, we learned how easily our privacy could be invaded to the point where all our other rights could be cancelled by the accusation of "un-Americanism" or "giving aid and comfort to the enemy". The thought police came out in full force, cutting off any public questioning of military policies, foreign and domestic.
So we sat passively by while the rich got their juicy tax cuts and the factories that provided the life-sustaining jobs moved to other shores where people could be found who were sufficiently desperate to work for nothing and the few jobs that were available were either mind-numbing slave labor or were already taken by illegal immigrants accustomed to living from hand to mouth. We watched the numbers mount on the casualty list of our American soldiers, and consoled ourselves that they were there for a "noble purpose". We saw our Congress, the representatives of the people as they held midnight votes on controversial measures with extended time limits so that Congressmen could be extorted on the floor of the House to change their votes to the "right" position.
But fear is like grief, the mind tires of it. Just as Cindy Sheehan's mind tired of her grief and converted it to anger at the meaningless death of her beloved son, our minds are tiring of the fear. We can now see that the entire premise of the Iraq war and, just possibly, even the attack on the World Trade Center were staged in order to fill us with horror so that we could be better maneuvered into a position of support for allowing the ruling party to take total control of our country and, thus, of our personal lives. As the bodies pile up in Iraq and Afghanistan, we are beginning to ask, "WHY?" and the lack of believable answer is only ringing silence.
While the slow awakening of the "herd" is progressing, so does the fear that the President feels of the American people. From day one, the President has appeared in public only under tightly controlled conditions, while the Vice-President is rarely seen, other than at gatherings of corporate moguls. Even the prospect of meeting a defenseless woman who wants only answers to the reasons for the death of her son drive him behind gates and Secret Service personnel for protection. As his "front men" fall into disrepute for vindictive and illegal behavior, the security for the President increases. He appears before groups of military people who are well-controlled or before vetted influential party members in order to mouth his messages of fear which is meant to immobilize opposition.
One can hardly contemplate the current situation without recalling the stories of President Abraham Lincoln and the fact that his office was opened to personal visits from the mothers and wives of those who had fought and died in that Great War Between the States, the Civil War, on both sides! If that President could meet private consolation and prayer with those women, why does the President of today so fear this one woman? She could be escorted down the road to the Ranch House under the watchful eye of the Secret Service, frisked for hidden weapons under those baggy shorts, and her every word monitored. Let her ask her questions and give her real answers. Let us all ask our questions and give US reasonable answers! We are a free people and you are our employee!
No, Mr. and Mrs. North and South America and all the ships at sea, it is not the American people who are afraid of un-named and unseen "terrorists". It is the President who is afraid, and afraid most of all of the very people whom he is sworn to serve and to protect. Go about your business. It is not our fear, for many of us have already awakened from it and others are beginning to stir. The most frightened person in our nation today is the one who resides at the White House.

Iran plays a clever hand in uranium dispute

Opponents of Iran's nuclear programme are struggling to make a convincing case and are unlikely to gain UN support, writes Lara Marlowe
Tehran's handling of the confrontation over its nuclear power programme has so far been a strategic triumph. Iran's resumption of uranium conversion in Isfahan last week left the E3 (Britain, France and Germany) and the US with no good options.
This self-described, four-nation "international community" is unlikely to obtain the UN Security Council resolution it seeks against Iran. A military intervention - again threatened by President Bush in an interview with Israeli television last weekend - would probably create more problems for the US than it would solve. Iran's underground facilities are scattered. Experts predict that bombing raids would barely slow the programme, would strengthen Iranian nationalism, and inflame anti-American sentiment in the Muslim world.
Most galling to the Americans and Europeans, Iran has cloaked itself in international legality. Before the yellow-cake uranium ore was fed into the conversion facility on August 8th, Iran waited for inspectors from the International Atomic Energy Agency (IAEA) to return and install their cameras.
Since the Islamic Republic was caught cheating in 2002, Tehran has become an almost model student of the Non-Proliferation Treaty, abiding by the Additional Protocol, which allows surprise inspections. The implicit threat to pull out of the Protocol - or leave the NPT altogether - is a powerful diplomatic weapon. An unsupervised Iran would be far more dangerous than an Iran that co-operates, says the IAEA.
US officials have described Iran's decision to resume processing uranium as a "violation" of its November 2004 agreement with the E3. But that agreement specifically noted that "this suspension is a voluntary confidence building measure and not a legal obligation."
Article IV of the NPT states: "Nothing in this treaty shall be interpreted as affecting the inalienable right of all the parties to the treaty to develop research, production and use of nuclear energy for peaceful purposes without discrimination . . ."
The IAEA, Iran, and most members of the Non-Aligned Movement say this means that as a party to the 1968 treaty, Iran has the right to ensure its nuclear power programme can function. "The NPT was never intended to prevent a country from having access to the fuel cycle," says an official at the IAEA. "This legislation offered everyone the right to the fuel cycle in return for the commitment not to produce weapons. The fact is that Iran legally has the right to every aspect of a [ civil] nuclear programme."
The NPT also called for "the liquidation of ... existing stockpiles, and the elimination from national arsenals of nuclear weapons". Yet Washington, London and Paris are not about to give up their "nukes".
On the contrary, Mr Bush renounced the Anti-Ballistic Missile treaty to pursue the "star wars" programme and is now miniaturising nuclear warheads for use as "bunker-busters".
Pakistan and India exploded their first nuclear devices seven years ago. Last week, Pakistan, which shares a border with Iran, tested a cruise missile. In July, Indian prime minister Manmohan Singh concluded an extensive agreement on nuclear co-operation with Mr Bush. India is not a party to the NPT.
As the influential Center for Strategic and International Studies in Washington notes: "The United States is proposing to change 35 years of nonproliferation policy by finding a way for a country that has developed nuclear weapons capability outside the boundaries of the NPT to participate in the system." Mr Bush's agreement with India violates the US Atomic Energy Act of 1954, the Nuclear Non-Proliferation Act of 1978, and the rules of the Nuclear Suppliers Group, which ban co-operation with non-signators of the NPT.
Yet India had the nerve to demand the freezing of sensitive Iranian activities at the IAEA meeting last week. It took three days for 35 IAEA members to reach a consensus. China and Russia, which have billions of dollars in oil and weapons contracts with Tehran, oppose taking the issue to the Security Council. Malaysia, Brazil, Syria, Cuba, Algeria and Argentina supported Iran. Pursuit of the nuclear power programme has struck a nationalist chord among the often divided Iranian population. In discussing nuclear matters, Iran's new president, Mahmoud Ahmadinejad, talks about the rights of the Iranian nation, rather than the Islamic Republic.
In the unlikely event the Security Council votes on the Iranian programme, the best Washington could hope for would be a watered-down resolution that would neither authorise military action nor enact economic sanctions. With oil at $67 per barrel, no one wants to take Iranian crude off the market.
Equally dangerous for Mr Bush, Iran exerts considerable influence in Iraq. The Dawa and SCIRI parties - the two main Shia Muslim groups in Iraq - were nurtured by Tehran for two decades. The Iraqi prime minister, Ibrahim Jaafari, is a member of Dawa. President Jalal Talabani, though a Kurd, also has strong links with Iran, where he took refuge during the inter-Kurdish war of the late 1990s. In Afghanistan too, Iran pulls many strings. The province of Herat lives on trade with Iran, and the Hazara (Afghan Shia) look to Tehran.
None of which answers the fundamental question of whether Iran intends to pursue a military nuclear programme. Though the Tehran government has never said so, the answer is almost certainly yes. "I'm sure they want to have nuclear weapons," says Prof Elie Kheir, a specialist in strategic studies. "In their neighbourhood, Israel, Pakistan and India are nuclear powers. It's the only way they can protect themselves."
There are powerful psychological reasons for Iran to seek nuclear weapons. Iraq attacked Iran with chemical weapons during the 1980-1988 Gulf War, and the world was silent. With US bases in Iraq, Afghanistan and throughout Central Asia, and the US 5th fleet headquartered in nearby Bahrain, Iran is virtually surrounded by US forces.
Prof Kheir says Mr Bush must stop acting as the sole arbiter of nuclear regulation. "If the Americans and Europeans want to do something, the treaty must be respected in its entirety, by all members, including themselves. It must apply to everyone, not just Iran."

How Bush Would Gain from War with Iran

The US has the capability and reasons for an assault - and it is hard to see Britain uninvolved.
President Bush has reminded us that he is prepared to take military action to prevent Iran acquiring nuclear weapons. On Israeli television this weekend, he declared that "all options are on the table" if Tehran doesn't comply with international demands.
In private his officials deride EU and UN diplomacy with Iran. US officials have been preparing pre-emptive war since Bush marked Iran out as a member of the "axis of evil" back in 2002. Once again, this war is likely to have British support.
A plausible spin could be that America and Britain must act where the international community has failed, and that their action is the responsible alternative to an Israeli attack. The conventional wisdom is that, even if diplomacy fails, the US is so bogged down in Iraq that it could not take on Iran. However, this misunderstands the capabilities and intentions of the Bush administration.
America's devastating air power is not committed in Iraq. Just 120 B52, B1 and B2 bombers could hit 5,000 targets in a single mission. Thousands of other warplanes and missiles are available. The army and marines are heavily committed in Iraq, but enough forces could be found to secure coastal oilfields and to conduct raids into Iran.
A US attack is unlikely to be confined to the suspected WMD locations or to involve a ground invasion to occupy the country. The strikes would probably be intended to destroy military, political and (oil excepted) economic infrastructure. A disabled Iran could be further paralysed by civil war. Tehran alleges US support for separatists in the large Azeri population of the north-west, and fighting is increasing in Iranian Kurdistan.
The possible negative consequences of an attack on Iran are well known: an increase in terrorism; a Shia rising in Iraq; Hizbullah and Iranian attacks on Israel; attacks on oil facilities along the Gulf and a recession caused by rising oil prices. Advocates of war argue that if Iran is allowed to go nuclear then each of these threats to US and Israeli interests becomes far greater. In this logic, any negative consequence becomes a further reason to attack now - with Iran disabled all these threats can, it is argued, be reduced.
Iraq is proving an electoral liability. This is a threat to the Bush team's intention to retain power for the next decade - perhaps, as the author Bob Woodward says, with President Cheney at the helm. War with Iran next spring can enable them to win the mid-term elections and retain control of the Republican party, now in partial rebellion over Iraq.
The rise in oil prices and subsequent recession are reasons some doubt that an attack would take place. However, Iran's supplies are destined for China - perceived as the US's main long-term rival. And the Bush team are experienced enough to remember that Ronald Reagan rode out the recession of the early 1980s on a wave of rhetoric about "evil empire".
Even if the US went ahead, runs the argument, Britain would not be involved as Tony Blair would not want a rerun of the Iraq controversy. But British forces are already in the area: they border Iran around Basra, and will soon lead the Nato force on Iran's Afghan frontier. The British island of Diego Garcia is a critical US base.

Don Stout looked up into the Midwestern sky one afternoon two weeks ago and saw a strange helicopter flying over his five-acre piece of land in rural Albany, Ohio.
Before he knew what happened, the 77-year-old long-time resident, law-abiding citizen and Korean War veteran had eight law enforcement officials swarm on his property, checking the place out for marijuana.
Never before having a run-in with the law, Stout said the heavy-handed looking group of law enforcement thugs came and went without saying a word after suspiciously looking at a large bush on his property not in the slightest bit resembling a pot plant.
Ive been here since 1994 and everybodys knows me including the sheriff. I never smoked marijuana and they know it, but I think they just like terrorizing people, said Stout in a telephone conversation from his rural home, adding he still hasnt received an answer from anyone why law enforcement officials invaded his privacy and entered his land without a proper search warrant.
It scared the hell out of me as eight or ten men swarmed my place. I was weeding my garden and the next thing you know, they were on my property, looked at this bush and left without saying a word. It was ridiculous, but the sheriff, the deputy sheriff and the game warden all raided my place for no reason and I am still looking for an explanation.
Although Stout cant pinpoint why authorities entered his property without a warrant, earlier that day he aired his strong opinions against President Bush, calling him an outright liar, on a free speech and truth-telling talk radio show on the popular WAIF AM770 local radio station.
Stout said he has been calling in regularly voicing his anti-Bush opinions, saying people in rural Ohio are finally starting to wake up to lies, deceit and treachery imposed on the American people by what he calls a lying dog of a President.
I think he and the rest of his buddies are corrupt, down right crazy and Bush should be impeached plain and simple for lying to the people about weapons of mass destruction in Iraq, said the former Korean War veteran, who lashed out at Bush for going to war illegally and in the process killing thousands of innocent civilians, including more than 1,700 GIs.
I think George Bush is a liar and is personally responsible for the deaths of many good young men in order that his rich buddies could profit from this illegal war.
Considering himself a true American who honorably fought for his country and drove a Greyhound bus for many years, the plain speaking Bush critic thinks America is in a crisis and at the brink of martial law at the hands of government tyrants bent on destroying the country from within.
I think we have lost this country and many people feel its too late and feel helpless about doing anything about it, said Stout. I am pretty outspoken about a lot of things and it wouldnt surprise me if another terrorist hits us harder than 9/11, putting the country under a state of emergency and martial law while at the same time taking the heat off Bush.
This reminds me of Nazi Germany. The people are being fed propaganda and in turn the dollar is going to hell as are the rest of our freedoms. I dont think we should give up our freedoms in order to be safer, when all the government is trying to do is take us over from within.
The Founding Fathers would have never stood for what is going on and would have thrown Bush and his buddies out on their ears. I think the people of Ohio are starting to wake up and I do not intend to stop talking about how I feel on that talk radio show.
Besides the strange raid on Stouts property, the radio station giving the thumbs up to air the controversial truth-telling radio program in the traditionally conservative heartland also has reported mysteriously having its transmitter knocked out on two occasions from two mysterious bolts of lightening.
Housewife Lauren Dowling, another avid WAIF listener and unofficial promoter of the truth-telling show that schedules many of the guests for broadcaster Sharon Elliot and station owner Joe Edwards, isnt pointing fingers but said this week from her rural home that the two bolts of lightening in the last six weeks was very unusual.
Although Elliot and Edwards have been airing a controversial show from their station headquarters in Nelsonville, Ohio, radio for quite some time, it hasnt been until recently that they decided to bring on even more controversial figures like anti-establishment broadcaster Alex Jones and others to talk the traditionally mainstream audience at WAIF.
And Maureen Jones just came on the other day educating people about fluoride in the water, which was very interesting, said Dowling, adding calls have been coming in from all over the South East quadrant of Ohio, including parts of West Virginia about the station that has small town roots but a large broadcast reach.
I thought it was time the people of our community heard the truth from people like Alex Jones, who by the way, probably shocked a few listeners, but had a very important message which has been basically censored by the mainstream press.
Im just an average Mom, giving out a common sense dose of the truth to these arrogant leaders.
Besides Jones, WAIF is scheduling for future morning shows other alternative broadcasters and activists basically silenced in rural America by the Bush propaganda machine and a cooperative press.
Plans also include interviewing many people who have had their voices silenced about 9/11, especially eye-witness, victims and journalists who have struggled hard to wake up a sleeping country.
Its never too late and people around here are starting to open their hearts and minds, tuning in to listen and participate, added Dalling.
And Stout, who many people in the community believe had his civil rights violated by law enforcement officials for voicing his regularly on WAIF, had one last message to President Bush before getting to the bottom of why officials illegally swarmed down on his private property:
I dont intend to trade of security for my rights as an American. I believe we need to take our country back from these thugs and brown shirts before our jobs, our financial security and our lives are taken away from us right before our very eyes.
I want the American people to know that a lot of other people here in Ohio feel like I do and also know the election was stolen by Bush. He is losing popularity because a lot of people over here are finally starting to see through his lies, lies that are costing young American lives every day this illegal war continues.

No Paper Trail Left Behind: The Theft of the 2004 Presidential Election
In order to believe that George Bush won the November 2, 2004 presidential election, you must also believe all of the following extremely improbable or outright impossible things.
1) A big turnout and a highly energized and motivated electorate favored the GOP instead of the Democrats for the first time in history.
2) Even though first-time voters, lapsed voters (those who didnt vote in 2000), and undecideds went for John Kerry by big margins, and Bush lost people who voted for him in the cliffhanger 2000 election, Bush still received a 3.5 million vote surplus nationally.
3) The fact that Bush far exceeded the 85% of registered Florida Republicans votes that he got in 2000, receiving in 2004 more than 100% of the registered Republican votes in 47 out of 67 Florida counties, 200% of registered Republicans in 15 counties, and over 300% of registered Republicans in 4 counties, merely shows Floridians enthusiasm for Bush. He managed to do this despite the fact that his share of the crossover votes by registered Democrats in Florida did not increase over 2000 and he lost ground among registered Independents, dropping 15 points.
4) Floridas reporting of more presidential votes (7.59 million) than actual number of people who voted (7.35 million), a surplus of 237,522 votes, does not indicate fraud.
5) The fact that Bush got more votes than registered voters, and the fact that by stark contrast participation rates in many Democratic strongholds in Ohio and Florida fell to as low as 8%, do not indicate a rigged election.
6) Bush won re-election despite approval ratings below 50% - the first time in history this has happened. Truman has been cited as having also done this, but Trumans polling numbers were trailing so much behind his challenger, Thomas Dewey, pollsters stopped surveying two months before the 1948 elections, thus missing the late surge of support for Truman. Unlike Truman, Bushs support was clearly eroding on the eve of the election.

Bush raises option of using force against Iran
JERUSALEM (Reuters) - President Bush said on Israeli television he could consider using force as a last resort to press Iran to give up its nuclear programme.
"All options are on the table," Bush, speaking at his ranch in Crawford, Texas, said in the interview broadcast on Saturday.
Asked if that included the use of force, Bush replied: "As I say, all options are on the table. The use of force is the last option for any president and you know, we've used force in the recent past to secure our country."
Iran angered the European Union and the United States by resuming uranium conversion at the Isfahan plant last Monday after rejecting an EU offer of political and economic incentives in return for giving up its nuclear programme.
Tehran says it aims only to produce electricity and denies Western accusations it is seeking a nuclear bomb.
Bush made clear he still hoped for a diplomatic solution, noting that EU powers Britain, Germany and France had taken the lead in dealing with Iran.
Washington last week expressed a willingness to give negotiations on Iran's suspected nuclear weapons program more time before getting tougher with the country.
"In all these instances we want diplomacy to work and so we're working feverishly on the diplomatic route and we'll see if we're successful or not," Bush told state-owned Israel Channel One television.
Bush has also previously said that the United States has not ruled out the possibility of military strikes. But U.S. officials have played down media speculation earlier this year they were planning military action against Iran.
French Foreign Minister Philippe Douste-Blazy said on Friday that negotiations were still possible with Iran on condition the Iranians suspend their nuclear activities.
The governing board of the International Atomic Energy Agency (IAEA) unanimously called on Iran on Thursday to halt sensitive atomic work.
Douste-Blazy said the next step would be on September 3 when IAEA chief Mohamed ElBaradei reports on Iran's activities.
If Iran continues to defy global demands, another IAEA meeting will likely be held, where both Europe and Washington will push for a referral to the U.N. Security Council for possible sanctions.

Have you seen all those article and pictures of Bush "at home on the ranch" in Crawford - the ones that imply that he is "just an ole ranch hand" more comfortable on the family homestead than in the "Big City," be it Austin or D.C.? Well, if you bought this image, you've been royally snuckered. The Bush family homestead in Crawford is nothing more than an elaborate set. The house, built in 2000, was designed to be ready for Bush to step into - like a set awaiting an actor - during the 2000 presidential election. Not only was the "ranch" created in 2000 - so, essentially, was the "town" of Crawford! Before then only about 400 people lived in the area. The Crawford Chamber of Commerce and Agriculture were formed shortly after the ranch was finished.
The 1,600 acres on which the "ranch" sits was purchased in 1999 for an undisclosed price, but it was a helluva lot less than the current real estate agents' appraisal of $1.2 million. Yep, worth $1.2 million, but G.W. has a sweet deal at the tax appraiser's office, where the property is valued at about $988,000. Oh, and that "homey ole ranch house?" It's actually a 10,000-square-foot single level mansion/compound that won't even be 2 years old until this November! The compound features a swimming pool for daughters Jenna and Barbara, who apparently loudly demanded it - the Bushes call it the girls' "Whining pool." Btw - we hear Bush got a sweet deal on the house construction, (the cost, of course remains undisclosed): the builders came from a religious community in El Mott, Texas. The original completion date of the house was November 7 - election day 2000. In other words, the curtain went up on the set on schedule for "show time." The very timing of this event indicates that Bush was absolutely confident that the election would be successfully engineered in his favor.
The whole idea behind the ranch set, of course, was so that the public could be treated to footage of Bush seeking a quiet "retreat" at the family ranch. Americans would thus assume that the ranch was a rooted family homestead or compound like the one Kennedy's had in Martha's Vineyard or FDR had at Campobello. But when Bush retreated into his "homestead" in November, 2000, he was merely walking onto a prepared set upon which the paint had barely dried, let alone even the barest of roots put down! When we see photos of Bush bombing around the ranch in his leather jacket in his "ole pickup," supposedly knowing every tree and bush - it's all pure fantasy! If Bush knows every tree and bush after actually spending, all told, a total of about 2 months on the ranch (if you put the odd days end to end) since it was bought, then I''d like to know when he found time to hold all those endless Crawford press conferences! Seems to me he'd be way too busy introducing himself to trees and bushes.
Until Bush and handlers decided that a rural ranch would be a slick bit of PR for the presidential campaign, Bush had no interest in a "home on the range." Instead, his preferred weekend retreat was to the Rainbo Club, an exclusive lakeside hunting club in Henderson County, about an hour south of Dallas, much closer to the comforts of Austin. When a Bush run for president began to look like a pretty good bet, the 1,600 acres were bought and the Bushes started making weekend trips to a 60-year-old ranch house that existed on the property - not of course, before refurbishing it! - so they could build the "lore" that would take in the American public, hook, line and sinker.
In an interesting side note - while Bush is anti-conservation in his presidential policies to please his corporate pals, in his OWN home, he has installed several conservation/energy saving features, including solar panels for heating water, rainwater collection for landscape irrigation, an air conditioning system that uses groundwater and a gray water recycling system. The obvious impression here is that Bush, being all PR show and no substance or real convictions, wants to cover all the bases. Block conservation when it is expedient, but have some conservation "stuff" to show off when that is expedient.
So, in short, we have a "president" who, ON THE SAME DAY - November 7, 2000 - stole an election and had the last nail driven into a phony ranch set. But with a completely snuckered press corps, we also have had a completely snuckered public. And a platoon of completely snuckered world leaders, chief among them Blair and Putin, who have been hosted at the "ole ranch" set and completely taken in. Alas, the Crawford ranch is a symbol of the utter corporate phoniness of this administration. The whole scenario reminds me of those type of sophisticated con artists (like the ones who recently convinced several investors they could turn sand into gold! ) who blow into town, rent an upscale office space just long enough to give them enough credibility to hoodwink investors. Then, once they have fleeced enough "marks," they disappear. What makes the Bush case much, much worse is that I doubt he will disappear.
Additional Notes on "Rancho Boguso" from Bonafide Texans
Apparently Rancho Boguso has done time not just as a small-time cattle ranch but was once a pig farm as well! And those horses you see in photos? Window dressing only - Bush can't ride!!!
Read with interest your article at Democrats.com. Being from Waco I know well what you say. Crawford first of all is closer to Waco than the Branch Davidian Compound but this is never said.
For your information Bush was just given a saddle as a gift that is now on tour around the state. This saddle is of NO use to him since he does't ride horses. Ask Vincinte Fox - who wanted him to go riding on Bush's trip to Mexico. [Wonder how Bush wormed his way out of THAT?]
Another fact is that he doesn't own any of the cattle on his "ranch". They are the cattle of the previous owner, who helps run the "Movie Set". He's a cowboy with more hat than cattle.

Tomgram: Mike Davis on the Monster at Our Door
"Follow that chicken" is not one of the more inspiring lines in the history of detective fiction, nor one of the more frightening in the genre of horror. It's perhaps on the level of that classic grade-Z sci-fi film, Night of the Lepus, in which the giant, rampaging, mutant rabbits were just... well, big bunnies. And yet, don't be fooled, the chicken, probably first domesticated in Southeast Asia some 8,000 years ago, might prove the death of many of us, and for its possible depredations, we are painfully unprepared.
In 1918, a flu epidemic emerged from the trenches of World War I's Western Front -- essentially the wars equivalent of the slums -- and swept across the world (twice) ridding it of somewhere between 25 million and 100 million human beings (the equivalent in today's population terms of possibly upwards of a billion people). There have been flu pandemics since, but none faintly on such a scale. For nearly a decade, epidemiologists, public health officials, and veterinary researchers -- by now, in fact just about the whole global medical/scientific community -- have been warning that such a new pandemic is a frightening possibility, if not a near certainty. At the same time, some of them have been performing prodigious genetic detective work as a mutant flu virus, H5N1, has lodged in the systems of wild fowl in southern China, moved into massed domestic fowl populations nearby, and begun to spread to human beings; all the while still genetically evolving in birds (domestic and wild), swine, and even perhaps people, "looking for" the means to leap not just from bird to bird, or bird to swine, or even from bird to human, but from human to human at a staggering rate.
Nothing could more quickly remind us that we humans are part of nature than a flu pandemic; yet three quite unnatural changes in our world have drastically increased the danger of such a pandemic. A livestock revolution has gathered domestic birds together -- think Tyson chickens -- onto giant corporate farms in prodigious numbers, clustering them into what are essentially giant bird slums, where any new disease is guaranteed to spread more easily. Meanwhile, throughout the third world, impoverished human beings have been gathering in far greater urban concentrations than anything imaginable a century ago, and any of these are potential hatcheries for a pandemic. Finally, globalization and global air travel have made the spread of a pandemic, once started, almost instantaneous. In the meantime, H5N1, spreads by an older set of air paths -- avian migration routes -- having just made it to Russia. And we wait.
What makes this an especially dangerous situation in the U.S. is that the Bush administration has largely chosen to redirect its public-health budget to preparations for "biowar" possibilities -- smallpox, Ebola Fever, and the like -- which may never endanger us, while scanting the kind of biowar (think Hitchcock's The Birds, not Osama bin Laden) that is actually likely to do so. Between the administration's priorities and Big Pharma's urge to go for the profits -- flu shots are unprofitable products -- America's public health structure is in increasingly woeful shape and certainly, despite endless warnings about what might come, in no shape at all to deal with a nationwide flu pandemic.
All of this, by the way, I know only because Mike Davis has just published a must-read, brief new book, Monster at our Door, The Global Threat of Avian Flu, a scientific detective story, a tale of potential horror, and a sociological thriller about our 21st century world. This is a situation with which we should all be acquainted. Even the President evidently belated agrees. Along with Alexander II: The Last Great Tsar (about which I won't even speculate) and a history of salt, he's taken John M. Barry's account of the 1918 flu pandemic, The Great Influenza off to Crawford to read. Maybe I should send a copy of the Davis book down to Crawford as well and Cindy Sheehan could present it to him at their meeting.
Recently, avian flu, which for some years had flown below the headlines and nested on the inside pages of our newspapers, has hit the front-page. (On this issue, as Davis points out, the New York Times has been especially good.) The latest headlines -- about a potential vaccine for this possible pandemic -- undoubtedly caused a collective sigh of relief. The Coming Avian Flu Pandemic

Deadly avian flu is on the wing.
The first bar-headed geese have already arrived at their wintering grounds near the Cauvery River in the southern Indian state of Karnataka. Over the next ten weeks, 100,000 more geese, gulls, and cormorants will leave their summer home at Lake Qinghai in western China, headed for India, Bangladesh, Myanmar, and, eventually, Australia.
An unknown number of these beautiful migrating birds will carry H5N1, the avian flu subtype that has killed 61 people in Southeast Asia and which the World Health Organization (WHO) fears is on the verge of mutating into a pandemic form like that which killed 50 to 100 million people in the fall of 1918. As the birds arrive in the wetlands of South Asia, they will excrete the virus into the water where it risks spreading to migrating waterfowl from Europe as well as to domestic poultry. In the worst-case scenario, this will bring avian flu to the doorstep of the dense slums of Dhaka, Kolkata, Karachi, and Mumbai.
The avian flu outbreak at Lake Qinghai was first identified by Chinese wildlife officials at the end of April. Initially it was confined to a small islet in the huge salt lake, where geese suddenly began to act spasmodically, then to collapse and die. By mid-May it had spread through the lake's entire avian population, killing thousands of birds. An ornithologist called it "the biggest and most extensively mortal avian influenza event ever seen in wild birds."
Chinese scientists, meanwhile, were horrified by the virulence of the new strain: when mice were infected they died even quicker than when injected with "genotype Z," the fearsome H5N1 variant currently killing farmers and their children in Vietnam.
Yi Guan, leader of a famed team of avian flu researchers who have been fighting the pandemic menace since 1997, complained to the British Guardian in July about the lackadaisical response of Chinese authorities to the unprecedented biological conflagration at Lake Qinghai.
"They have taken almost no action to control this outbreak. They should have asked for international support. These birds will go to India and Bangladesh and there they will meet birds that come from Europe." Yi Guan called for the creation of an international task force to monitor the wild bird pandemic, as well as the relaxation of rules that prevent the free movement of foreign scientists to outbreak zones in China.
In a paper published in the British science magazine Nature, Yi Guan and his associates also revealed that the Lake Qinghai strain was related to officially unreported recent outbreaks of H5N1 among birds in southern China. This would not be the first time that Chinese authorities have been charged with covering up an outbreak. They also lied about the nature and extent of the 2003 SARS epidemic, which originated in Guangdong but quickly spread to 25 other countries. As in the case of SARS' whistleblowers, the Chinese bureaucracy is now trying to gag avian-flu scientists, shutting down one of Yi Guan's laboratories at Shantou University and arming the conservative Agriculture Ministry with new powers over research.
Meanwhile, as anxious Indian scientists monitor bird sanctuaries throughout the subcontinent, H5N1 has spread to the outskirts of Lhasa, the capital of Tibet; to western Mongolia; and, most disturbingly, to chickens and wildfowl near the Siberian capital of Novosibirsk.
Despite frantic efforts to cull local poultry, Russian Health Ministry experts have expressed pessimism that the outbreak can be contained on the Asian side of the Urals. Siberian wildfowl migrate every fall to the Black Sea and southern Europe; another flyway leads from Siberia to Alaska and Canada.
In anticipation of this next, and perhaps inevitable, stage in the world journey of avian flu, poultry populations are being tracked in Moscow; Alaskan scientists are studying birds migrating across the Bering Straits, and even the Swiss are looking over their shoulders at the tufted ducks and pochards arriving from Eurasia.
H5N1's human epicenter is also expanding: in mid-July Indonesian authorities confirmed that a father and his two young daughters had died of avian flu in a wealthy suburb of Jakarta. Disturbingly, the family had no known contact with poultry and near panic ensued in the neighborhood as the press speculated about possible human-to-human transmission.
At the same time, five new outbreaks among poultry were reported in Thailand, dealing a terrible blow to the nation's extensive and highly-publicized campaign to eradicate the disease. Meanwhile, as Vietnamese officials renewed their appeal for more international aid, H5N1 was claiming new victims in the country that remains of chief concern to the WHO.
The bottom line is that avian influenza is endemic and probably ineradicable among poultry in Southeast Asia, and now seems to be spreading at pandemic velocity amongst migratory birds, with the potential to reach most of the earth in the next year.
Each new outpost of H5N1 -- whether among ducks in Siberia, pigs in Indonesia, or humans in Vietnam -- is a further opportunity for the rapidly evolving virus to acquire the gene or even simply the protein mutation that it needs to become a mass-killer of humans.
This exponential multiplication of hot spots and silent reservoirs (as among infected but asymptomatic ducks) is why the chorus of warnings from scientists, public-health officials, and finally, governments has become so plangently insistent in recent months.
The new U.S. Health and Human Services Secretary Mike Leavitt told the Associated Press in early August that an influenza pandemic was now an "absolute certainty," echoing repeated warnings from the World Health Organization that it was "inevitable." Likewise Science magazine observed that expert opinion held the odds of a global outbreak as "100 percent."
In the same grim spirit, the British press revealed that officials were scouring the country for suitable sites for mass mortuaries, based on official fears that avian flu could kill as many as 700,000 Britons. The Blair government is already conducting emergency simulations of a pandemic outbreak ("Operation Arctic Sea") and is reported to have readied "Cobra" -- a cabinet-level working group that coordinates government responses to national emergencies like the recent London bombings from a secret war room in Whitehall -- to deal with an avian flu crisis.
Little of this Churchillian resolve is apparent in Washington. Although a sense of extreme urgency is evident in the National Institutes of Health where the czar for pandemic planning, Dr. Anthony Fauci, warns of "the mother of all emerging infections," the White House has seemed even less perturbed by migrating plagues than by wanton carnage in Iraq.
As the President was packing for his long holiday in Texas, the Trust for America's Health was warning that domestic preparations for a pandemic lagged far behind the energetic measures being undertaken in Britain and Canada, and that the administration had failed "to establish a cohesive, rapid and transparent U.S. pandemic strategy."
That increasingly independent operator, Senate majority leader Bill Frist (R-Tenn.), had already criticized the administration in an extraordinary (and under-reported) speech at Harvard at the beginning of June. Referring to Washington's failure to stockpile an adequate supply of the crucial anti-viral oseltamivir (or Tamiflu), Frist sarcastically noted that "to acquire more anti-viral agent, we would need to get in line behind Britain and France and Canada and others who have tens of millions of doses on order."
The New York Times on its July 17 editorial page, a May 26 special issue of Nature and the July/August issue of Foreign Affairs have also hammered away at Washington's failure to stockpile enough scarce antivirals -- current inventories cover less than 1% of the U.S. population -- and to modernize vaccine production. Even a few prominent Senate Democrats have stirred into action, although none as boldly as Frist at Harvard.
The Department of Health and Human Services, in response, has sought to calm critics with recent hikes in spending on vaccine research and antiviral stockpiles. There has also been much official and media ballyhoo about the announcement of a series of successful tests in early August of an experimental avian flu vaccine.
But there is no guarantee that the vaccine prototype, based on a "reverse-genetically-engineered" strain of H5N1, will actually be effective against a pandemic strain with different genes and proteins. Moreover, trial success was based upon the administration of two doses plus a booster. Since the government has only ordered 2 million doses of the vaccine from pharmaceutical giant Sanofi Pasteur, this may provide protection for only 450,000 people. As one researcher told Science magazine, "it's a vaccine for the happy few."
At the least, gearing up for larger-scale production will take many months and production itself is limited by the antiquated technology of vaccine manufacture which depends upon a vulnerable and limited supply of fertile chicken eggs. It would also likely mean the curtailment of the production of the annual winter flu vaccine that is so often a lifesaver for many senior citizens.
Likewise, Washington's new orders for antivirals, as Senator Frist predicted, will have to wait in line behind the other customers of Roche's single Tamiflu plant in Switzerland.
In short, it is good news that the vaccine tests were successful, but that does little to change the judgment of the New York Times that "there is not enough vaccine or antiviral medicine available to protect more than a handful of people, and no industrial capacity to produce a lot more of these medicines quickly."
Moreover, the majority of the world, including all the poor countries of South Asia and Africa where, history tells us, pandemics are likely to hit especially hard, will have no access to expensive antivirals or scarce vaccines. It is even doubtful whether the WHO will have the minimal pharmaceuticals to respond to an initial outbreak.
Recent theoretical studies by mathematical epidemiologists in Atlanta and London have raised hopes that a pandemic might be stopped in its tracks if 1 to 3 million doses of oseltamivir (Tamiflu) were available to douse an outbreak in a failsafe radius around the early cases.
After years of effort, however, the WHO has only managed to inventory about 123,000 courses of Tamiflu. Although Roche has promised to donate more, the desperate rush of rich countries to accumulate Tamiflu will be certain to undercut the World Health Organization's stockpile.
As for a universally available "world vaccine," it remains a pipe-dream without new, billion-dollar commitments from the rich countries, above all the United States, and even then, we are probably too late.
"People just don't get it," Dr. Michael Osterholm, the outspoken director of the Center for Infectious Disease Research and Policy at the University of Minnesota recently complained. "If we were to begin a Manhattan Project-type response tonight to expand vaccine and drug production, we wouldn't have a measurable impact on the availability of these critical products to sufficiently address a worldwide pandemic for at least several years."
"Several years" is a luxury that Washington has already squandered. The best guess, as the geese head west and south, is that we have almost run out of time. As Shigeru Omi, the Western Pacific director of WHO, told a UN meeting in Kuala Lumpur in early July: "We're at the tipping point."

Hopeful news on human H5N1 vaccine, but production concerns considerable (August 8)
(...) Infectious disease expert Michael Osterholm said the news is hopeful, but he expressed great concern over supply issues. Even though the dosage will likely be refined as study continues, he told CIDRAP News, "We're starting, from these results, with the amount of antigen needed to immunize a person standing at 12 times what's needed for a typical flu vaccination." And the limiting factors aren't only the egg supply. "We need to quickly scale up capacity," said Osterholm, director of CIDRAP, which publishes this Web site. "Since the current annual vaccine-production capacity worldwide is about 1 billion doses of the 15 microgramantigen vaccine, right now we have the ability to produce less than enough vaccine for 100 million people in the first year of a pandemic. This covers less than 2% of the 6.5-billion world population. The bottom line is that this will do little to stop or even arrest a worldwide pandemic." CLIP
