The Big Brother Files #51: The Mother Of All Smokescreens

Hello everyone!

With precious little time available to do so, I have nevertheless put together this large compilation for your review. It was hard to find a central common theme for all this material - to decide on the title for this one - but what struck me the most was the convergence between the Galloway's hard-hitting rebuke at his U.S. Senate hearing and the new law making mandatory an I.D. Card for all Americans, a sure sign of a more assertive police state, all that amidst an orgy of revelations about terrible plans afoot to possibly attack Iran as early as this June, something which could very well trigger a global war.

All I can add for now on all this is, "May the Force of Love Be within us!"

Oh, and while you're at it, enjoy that tiny grain-of-rice-size bar-coded implant RFID microchip the FDA just approved, which they can permanently slip under your skin in about 20 seconds, with nary a peep. This is what's happening now. With Real ID (and who knows what else), the government is cracking down and creating a new and improved and far more devious and exploitable system to monitor its citizens because, well, because we let them. Because millions of us have been pummeled so successfully by the fear-mongering Right. Because we have never been so lax, so blinded by warmongering and dread, so numbed to what might become of us."

Senate Ponders Police-State National ID Bill (April 28, 2005)

Both ingenious and fair - something that should be emulated worldwide! Unfortunately, not enough people in British Columbia understood it enough to vote for it in a province-wide referendum held there a couple days ago. BRASILIA, Brazil — The amount of land cleared in Brazil's Amazon jungle rose sharply again in 2003-2004, with environmentalists fearing more destruction is inevitable because of a farming boom. The Environment Ministry said Wednesday destruction of the world's largest tropical forest rose to 10,088 square miles in 2003-2004 -- an area larger than the U.S. state of New Jersey -- from 9,496 square miles a year earlier. As Brazil grabs an ever larger slice of global agricultural trade, environmentalists have worried that the expansion of soy and cattle farming into the Amazon will be impossible to stop. The worst year for Amazon destruction was 1994-1995, when 11,216 square miles was cleared. The 2003-2004 figure is the second largest amount of land cleared. President Luiz Inacio Lula da Silva's government adopted an action plan last year to protect the Amazon after the 2002-2003 figure represented the previous second highest level. "This number (amount of land cleared) is a tragedy and shows that deforestation is not a priority for the Lula government and that its plan (to fight destruction) is not working," Greenpeace Amazon coordinator Paulo Adario said. Global Crisis as Rainforest Loss Soars (May 19)
New Thinking Needed on Rainforest ConservationAmazon rainforest loss increased some six percent in 2004 to near record levels - as ranchers, soybean farmers and loggers burned and cut down a near-record area of 10,088 square miles of ancient rainforest ecosystems. Rainforest deforestation and diminishment is spiraling out of control wherever the World's last ecologically and evolutionarily rich rainforests are found - and particularly in the world's last large rainforest wildernesses found in Brazil, Democratic Republic of Congo and Papua New Guinea.New thinking is desperately needed on rainforest conservation. I concur with the assessment by the Rainforest Foundation (below) that "international discussions about forest destruction have achieved virtually nothing in the last 13 years." It is becoming abundantly clear that the forces of destruction marshaled against rainforests - loggers, agriculturalists, oil and mining - will not be defeated through status quo policy responses. The World Bank funds soya production, and along with WWF sponsors efforts to reform commercial logging. These approaches have failed and made rainforest loss worse - largely because they have not understood that empowering indigenous peoples is the best way to meaningfully ensure rainforests are sustained.The only way that large and contiguous rainforests will continue driving Planetary ecological functions into the next century is to pay their inhabitants to protect their habitats while maintaining their rights to low impact traditional uses.

Greenpeace: Brazil rainforest destruction 'a national shame'

Increase in 'dead zones' starving the world's seas (15 May 2005)
'Dead zones', where pollution has starved the sea of life-giving oxygen, are increasing at a devastating rate - It has arrived early; it's bigger than ever and it promises a summer of death and destruction. The annual "dead zone" in the Gulf of Mexico - starved of oxygen, and thus killing fish and underwater vegetation - has appeared earlier than usual this year.This is just one sign of a rapidly growing crisis. The number of similar dead zones in the world's seas has doubled every decade since 1960, as a result of increasing pollution. The United Nations Environment Programme says that there are now 146 of them worldwide, mainly around the coasts of rich countries. Its executive director, Klaus Töpfer, calls their growth "a gigantic, global experiment ... triggering alarming, and sometimes irreversible, effects".The Gulf of Mexico dead zone - which can cover more than 7,000 square miles - is mainly caused by fertilisers, flowing down rivers to the sea. Every year the Mississippi river - which drains 41 per cent of the United States - dumps 1.6 million tons of nitrogen in the gulf, three times as much as 40 years ago. Most comes from the highly productive corn belt, which helps to feed the world. The nutrients feed blooms of algae and phytoplankton. WASHINGTON - December's great Sumatra-Andaman earthquake — the most powerful in more than 40 years and the trigger of a devastating tsunami — shook the ground everywhere on Earth's surface. Weeks later the planet was still trembling. The quake resulted from the longest fault rupture ever observed — 720 miles to 780 miles, which spread for 10 minutes, also a record. Anti-American Protests Spread through Islamic World (14 May 2005)
Kabul, Afghanistan - Thousands of Muslims, from Gaza to Pakistan to Indonesia, emerged from prayer services on Friday to join Afghans in rapidly spreading protests over the reported desecration of a Koran by American interrogators at Guantánamo Bay, Cuba. In Afghanistan, at least 8 people were killed and more than 40 injured in clashes, bringing the death toll over four days of anti-American rioting to at least 16, with more than 100 injured. For the first time a policeman was killed in the violence. Three protesters were killed and 23 people wounded as the police grappled with a crowd of more than 1,500 in Baharak, in far northeastern Badakhstan, the police chief of the province, Gen. Shah Jehan Nuri, said in a telephone interview. Ten police officers and members of the border police, who are based in the town, were among the injured, he said. CLIP

Detainee statements on Afghanistan and Guantanamo Bay prove abuse of Koran
The behaviour of the guards towards our religious practices as well as the Koran was also, in my view, designed to cause us as much distress as possible. They would kick the Koran, throw it into the toilet and generally disrespect it. They were never given prayer mats and initially they didn't get a Koran. When the Korans were provided, they were kicked and thrown about by the guards and on occasion thrown in the buckets used for the toilets. This kept happening. The Bush-Bolton Plan to Bomb Bushehr (May 14, 2005)
With Tony Blair's Support Buried down in today's New York Times report on President Bush reaffirming his unqualified support for John Bolton as U.N. Ambassador is the reason why almost all of you are ready to vote for his confirmation. "Republicans are hoping to shame Democrats into a quick vote on Mr. Bolton. They argue that he needs to be in place by June so that the United States will have the latitude it needs to press its concerns about Iran's suspected nuclear weapons program before the Security Council."Why the big rush? My reliable sources tell me it is because there is a timetable that makes it urgent for Bolton to be ready for action in June in order to cripple the Nuclear Non-Proliferation Treaty (NPT) as part of the plan to bomb the Iranian nuclear-power plant at Bushehr. That's because Bushehr, under construction with Russian supervision, will soon be ready to receive the Russian fissile material enabling it to produce power. In 1981, remember Republican Senators, Israel bombed the Osiraq nuclear power plant near Baghdad just before it was to be fueled by its French contractors. Once fueled, bombing is out of the question because of the radiation that would be emitted, with clouds traveling who knows where. (...) On a recent, quite incredible FoxNews special, Lieut. General Thomas McInerney said we are already moving aircraft carriers into positions from which we could strike. He was then asked: "If you had to put a percentage on it, the chances that the US will eventually have to take military actions against Iran, what would you put it at?" to which McInerney replied casually: "Well, I would put one percent of using ground forces, boots on the ground in Iran, I would put up 50 percent on a blockade and I would put up fifty to sixty percent on precision air strikes on their nuclear development sites." He also observed casually that Iran wouldn't dare take on the United States. Perhaps the 60 million Iranians would greet our bombers with garlands and sweets. CLIP

Here it is. The smoking gun. The memo that has "IMPEACH HIM" written all over it. The top-level government memo marked "SECRET AND STRICTLY PERSONAL," dated eight months before Bush sent us into Iraq, following a closed meeting with the President, reads, "Military action was now seen as inevitable. Bush wanted to remove Saddam through military action justified by the conjunction of terrorism and WMD. But the intelligence and facts were being fixed around the policy." CLIP

Without Michael Moore and "Fahrenheit 9/11" at the Cannes Film Festival this time, it was left to George Lucas and "Star Wars" to pique European ire over the state of world relations and the United States' role in it. Lucas' themes of democracy on the skids and a ruler preaching war to preserve the peace predate "Star Wars: Episode III — Revenge of the Sith" by almost 30 years. Yet viewers Sunday — and Lucas himself — noted similarities between the final chapter of his sci-fi saga and our own troubled times. Cannes audiences made blunt comparisons between "Revenge of the Sith" — the story of Anakin Skywalker's fall to the dark side and the rise of an emperor through warmongering ˜ to President Bush's war on terrorism and the invasion of Iraq. The prequel trilogy is based on a back-story outline Lucas created in the mid-1970s for the original three "Star Wars" movies, so the themes percolated out of the Vietnam War and the Nixon-Watergate era, he said. Oil and Food: A Rising Security Challenge (May 9, 2005)
From farm to plate, the modern food system relies heavily on cheap oil. Threats to our oil supply are also threats to our food supply. As food undergoes more processing and travels farther, the food system consumes ever more energy each year.The U.S. food system uses over 10 quadrillion Btu (10,551 quadrillion Joules) of energy each year, as much as France’s total annual energy consumption. Growing food accounts for only one fifth of this. The other four fifths is used to move, process, package, sell, and store food after it leaves the farm. Some 28 percent of energy used in agriculture goes to fertilizer manufacturing, 7 percent goes to irrigation, and 34 percent is consumed as diesel and gasoline by farm vehicles used to plant, till, and harvest crops. The rest goes to pesticide production, grain drying, and facility operations. CLIP

America is over. America is like Wile E. Coyote after he's run out a few paces past the edge of the cliff – he'll take a few more steps in midair before he looks down. Then, when he sees that there's nothing under him, he'll fall. Many Americans suspect that they're running on thin air, but they haven't looked down yet. When they do ... Former Federal Reserve Board Chairman Paul Volcker, a pillar of the Establishment with access to economic information beyond our reach, wrote recently: "Circumstances seem to me as dangerous and intractable as any I can remember. ... What really concerns me is that there seems to be so little willingness or capacity to do anything about it" (quoted in The Economist, April 16, p.12). Volcker chooses words carefully: "dangerous and intractable," "willingness or capacity." He's saying: The situation is probably beyond our powers to remedy. Gas prices can only go up. Oil production is at or near peak capacity. The U.S. must compete for oil with China, the fastest-growing colossus in history. But the U.S. also must borrow $2 billion a day to remain solvent, nearly half of that from China and her neighbors, while they supply most of our manufacturing ("Benson's Economic and Market Trends," quoted in Asia Times Online) – so we have no cards to play with China, even militarily. (You can't war with the bankers who finance your army and the factories that supply your stores.) China now determines oil demand, and the U.S. has no long-term way to influence prices. That means $4 a gallon by next spring, and rising – $5, then $6, probably $10 by 2010 or thereabouts. (...) There's only one section of our economy that has that kind of money: the military budget. The U.S. now spends more on its military than all other nations combined. A sane transit to a post-automobile America will require a massive shift from military to infrastructure spending. That shift would be supported by our bankers in China and Europe (that is, they would continue to finance our debt) because it's in their interests that we regain economic viability. What's not in their interests is that we remain a military superpower. And that's where things get really interesting. The question becomes: Can America face reality? If the government responds to the coming changes by attempting to remain a superpower no matter what, there is no way to underestimate the harm. The numbers speak for themselves. Soon we'll no longer have the resources to remain a military superpower and sustain a livable society that is anything like what we know today. Senate Panel OKs Defense Spending Boost (14 May 2005)
Washington -- A Senate committee approved a $441.6 billion defense bill for fiscal 2006 that envisions spending an additional $50 billion next year for the wars in Iraq and Afghanistan. CLIP Editor's Note: When the Soviet Union fell and many called for a peace dividend, the defense budget was under 200 billion dollars.

Air Force Seeks Bush's Approval for Space Weapons Programs (18 May 2005)
The Air Force, saying it must secure space to protect the nation from attack, is seeking President Bush's approval of a national-security directive that could move the United States closer to fielding offensive and defensive space weapons, according to White House and Air Force officials. The proposed change would be a substantial shift in American policy. It would almost certainly be opposed by many American allies and potential enemies, who have said it may create an arms race in space. (...) With little public debate, the Pentagon has already spent billions of dollars developing space weapons and preparing plans to deploy them. "We haven't reached the point of strafing and bombing from space," Pete Teets, who stepped down last month as the acting secretary of the Air Force, told a space warfare symposium last year. "Nonetheless, we are thinking about those possibilities." In January 2001, a commission led by Donald H. Rumsfeld, then the newly nominated defense secretary, recommended that the military should "ensure that the president will have the option to deploy weapons in space." It said that "explicit national security guidance and defense policy is needed to direct development of doctrine, concepts of operations and capabilities for space, including weapons systems that operate in space." (...) While the Missile Defense Agency struggles with new technology for a space-based laser, the Air Force already has a potential weapon in space. In April, the Air Force launched the XSS-11, an experimental microsatellite with the technical ability to disrupt other nations' military reconnaissance and communications satellites. Another Air Force space program, nicknamed Rods From God, aims to hurl cylinders of tungsten, titanium or uranium from the edge of space to destroy targets on the ground, striking at speeds of about 7,200 miles an hour with the force of a small nuclear weapon. A third program would bounce laser beams off mirrors hung from space satellites or huge high-altitude blimps, redirecting the lethal rays down to targets around the world. A fourth seeks to turn radio waves into weapons whose powers could range "from tap on the shoulder to toast," in the words of an Air Force plan. (...) Smoking Gun Memo? Iraq Bombshell Goes Mostly Unreported In US Media (5/10/05)
Journalists typically condemn attempts to force their colleagues to disclose anonymous sources, saying that subpoenaing reporters will discourage efforts to expose government wrongdoing. But such warnings seem like mere self-congratulation when clear evidence of wrongdoing emerges, with no anonymous sources required-- and major news outlets virtually ignore it. A leaked document that appeared in a British newspaper offered clear new evidence that U.S. intelligence was shaped to support the drive for war. Though the information rocked British Prime Minister Tony Blair's re-election campaign when it was revealed, it has received little attention in the U.S. press. CLIP

This was a long time coming, but apparently it could not be proven until another "incident" occurred. So thanks to two completely incompetent "pilots" who strayed into the no-fly zone over the White House two days ago - it is now official! According to the White House spokesman, the president was not notified of the potential "threat" because "The situation didn't require a presidential decision." That - it turns out is a true statement!

The duties of the Commander in Chief were modified on June 1, 2001 internally, by traitors, who sought to undercut the chain of command and remove Bush from any responsibility whatsoever - in the event of an attack of this kind upon this nation.

"Chairman of the Joint Chiefs of Staff Instruction CJCSI 3610.01A (dated 1 June 2001) was issued to provide "guidance to the Deputy Director for Operations (DDO), National Military Command Center (NMCC), and operational commanders in the event of an aircraft piracy (hijacking) or request for destruction of derelict airborne objects." This new instruction superseded CJCSI 3610.01 of 31 July 1997."

This means that the president of the United States of America, from that day forward, was no longer responsible for attacks of this nature - upon the USA. Executive decisions, in this regard are now to be made by Donald Rumsfeld the US Secretary of Defense. The AWOL pretender in the White House has no real responsibility now - for protecting this country from attacks like 911 - and he did not have that responsibility on September eleventh 2001. All that has happened since those attacks has been nothing but the continuation of a massively criminal act. Bush was never intended to be allowed to be the man who could make decisions - so he was removed from the loop - thereby rendering his position as the president: Meaningless!

These actions further underscore the Bush administrations more recent efforts to remove the president from all executive responsibility for national intelligence as well: in his request for, and the congressional compliance that he got, to create the office of National Intelligence Director (NID). That responsibility has always belonged only to the President of the United States. That was made clear when Harry S. Truman made the wartime office of the OSS into the CIA. Part of Truman's justification for this intrusion into the lives of Americans was that the office of the president would always have the final word on whatever intelligence information came to his desk. "The Buck Stops Here" probably refers to that "presidential" responsibility.

On June 1, 2001 - all of that changed. This "president" is nothing but an imposter, in title, as well as in his pretensions to leadership: because without authority or responsibility he is nothing but a mask for all "official" treachery committed by this administration from 911 to this moment.

Perhaps the most egregious crime of all was that,  none of this was remotely considered in the any of the 911 "investigations." That omission had to be purposeful, and it was compliant with the takeover of the government begun by the Supreme Court decision of 12-12-2000 - the decision that in effect appointed George W. Bush as the President of the United States!

When you see the fake cowboy with the prancing stride or whenever you are subjected to the torture of his grinning sneer, you'll know what he knows: that the joke is on us, because what he's saying to the world is "Hey - I got away with it!" (till enough Americans get their ire up and do something about it !!)

This charge should be taken seriously and followed up - but those responsible for bringing the charges that should be leveled right now - were and are still part of all of everything. Only outrage from the public can now force them to act.

I was an air traffic controller, who worked with ground control intercepts for four long years in the Air Force, both in NORAD and in PACAF, back in the fifties. The taxpayers of the USA have spent tens of trillions on the air defense system that was to protect this nation from something like 911, and it would have, if these Pirates hadn't changed the chain of command and eliminated the office of the president from any responsibility for the decisions that they knew (months before 911) would have to be made on that day of infamy.

This was PLANNED, and carried out by traitors to this country. Do I need to repeat that?????? We know this now because of two imbecilic "pilots" in a private plane that were completely inattentive when they violated the no-fly zone over Washington D.C. just the other day. That folly, created a panic that led to the evacuation of government buildings. When the public finally demanded answers from the White House about the whereabouts of Bush and why he was NOT TOLD - that forced the simple truth that brought all this to light.

The country has waited overlong for this accidental test - an accidental proof of all that really happened - when we allowed traitors to take this country from its people. By constitutional design the people were to be the rightful owners of the government, but "the people" haven't cared enough to question anything. So we have lost control of this rabid and feral beast that now runs roughshod over the planet - creating chaos with their every move.

The irony of ironies in this is that amid this administrations firestorm of unending lies: when they actually tell the truth - JUST ONCE - what was revealed by the White House press secretary could hang them all!

Maybe now there will be hearings, maybe even demonstrations - but that will only happened when people finally come to see what really happened to us - when we allowed this nightmare to take complete control of everything we say we cared about!

Moyers: “The Secret Government is an interlocking network of official functionaries, spies, mercenaries, ex-generals, profiteers and superpatriots, who, for a variety of motives, operate outside the legitimate institutions of government. Presidents have turned to them when they can’t win the support of the Congress or the people, creating that unsupervised power so feared by the framers of our Constitution. Just imagine that William Casey’s dream came true. Suppose the enterprise grew into a super-secret, self-financing, self-perpetuating organization. Suppose they decided on their own to assassinate Gorbachev or the leader of white South Africa. Could a President control them and what if he became the enterprise’s public enemy Number One? Who would know? Who would say no?”

“The history of our secret government.”

“World War II was over. Europe lay devastated. The United States emerged as the most powerful nation on earth. But from the rubble rose a strange new world, a peace that was not peace and a war that was not war. We saw it emerging when the Soviets occupied Eastern Europe. The Cold War had begun.”

Erhard Dabringhaus: “One that I know real well is Klaus Barbie. He was wanted by the French as their number one war criminal and somehow we employed a man like that as a very secretive informant.”

Moyers: “Erhard Dabringhaus was employed in the U.S. Army Counter Intelligence Corps and assigned to work with Nazi informants spying on the Russians. One of them was Klaus Barbie, the ‘Butcher of Lyon', who had tortured and murdered thousands of Jews and resistance fighters. The Americans did not turn Barbie over to the French when they finished with him. They helped him escape to Bolivia. Other top Nazis were smuggled into the United States to cooperate in the war against the new enemy.”

“So began the morality of the Cold War. Anything goes. The struggle required a mentality of permanent war, a perpetual state of emergency. It had met a vast new apparatus of power that radically transformed our government. Its foundations were laid when President Truman signed into law the National Security Act of 1947.”

Admiral Gene La Rocque: “Now that National Security Act of 1947 changed dramatically the direction of this great nation. It established the framework for a national security state.”

Moyers: “Admiral Gene La Rocque rose through the ranks from Ensign to become a Strategic Planner for the Pentagon and now heads the Center of Defense Information, a public interest group.”

Admiral Gene La Rocque: “The National Security Act of ‘47 gave us the National Security Council. Never have we had a National Security Council so concerned about the nation’s security that we’re always looking for threats and looking how to orchestrate our society to oppose those threats. The hearings opened the books on a string of lethal activities. From the use of electric pistols and poison pellets, to Mafia connections and drug experiments. And they gave us a detailed account of assassination plots against foreign leaders and the overthrowing of sovereign governments. We learned, for example, how the Nixon administration had waged a covert war against the government of Chile’s president, Salvador Allende who was ultimately overthrown by a military coup and assassinated.”

Senator Church: “Like Caesar peering into the colonies from distant Rome, Nixon said the choice of government by the Chileans was unacceptable to the President of the United States. The attitude in the White House seemed to be – if in the wake of Vietnam, I can no longer send in the Marines, then, I will send in the CIA.”
Moyers: “This remains for me the heart of the matter. The men who wrote our Constitution, our basic book of rules, were concerned that power be held accountable. No party of government and no person in government, not even the President, was to pick or choose among the laws to be obeyed. But how does one branch of government blow the whistle on another? Or how do the people cry foul when their liberties are imperiled, if public officials can break the rules, lie to us about it, and then wave the wand of national security to silence us?”

“Can it happen again? You bet it can. The apparatus of secret power remains intact in a huge White House staff operating in the sanctuary of presidential privilege. George Bush has already told the National Security Council to take more responsibility for foreign policy which can of course be exercised beyond public scrutiny. And a lot of people in Washington are calling for more secrecy, not less, including more covert actions. This is a system easily corrupted as the public grows indifferent again, and the press is seduced or distracted. So one day, sadly, we are likely to discover once again that while freedom does have enemies in the world it can also be undermined here at home, in the dark, by those posing as its friends. This is a summary report on those elements of that clandestine organizational network, (which we shall label the Shadow Government), which serves as a kind of "parallel government" to the official elected and appointed government of this country. It includes those elements known to the author with sufficient certainty that they can be positively identified, and their known or reliably reported functions described. First, the Shadow Government is a very large, well-organized, skillfully camouflaged, parallel power structure. History suggests that it has served its masters well, and that its predilection for operating out of sight and notoriety, if not in an outright clandestine fashion, is exactly how its masters want it to function -- not drawing attention to itself, manipulating power behind the scenes, and accomplishing by covert operations what cannot lawfully or politically be accomplished out in the open. What should be the attitude of the informed citizen to the Shadow Government? Since it thrives in the dark, we should shine the light of full disclosure on it. Citizens can demand: the end of the Congressional practice of allowing "Black Budget" items; the end of unpublished secret Executive Orders and National Security Directives; the end of the practice of indefinitely- sustained Presidential Declarations of National Emergency (as is currently in place); the end of Federal Reserve Notes and the return to the gold standard to back the dollar; the end to governmental domestic spying on its own citizens; and extremely severe reduction (on the order of 90%) in the number, staffing and scope of the endlessly proliferating Intelligence agencies, which are an anachronism since the Cold War ended; and an end to CIA and DEA collusion in allowing a continuing stream of drugs to pour into this country. We founded this Country; it's time to take it back.

Much of the debate in Congress has concerned possibly limiting some of the powers in the anti-terrorism law passed 45 days after the attacks of Sept. 11, 2001.But the measure being written by Sen. Pat Roberts, R-Kan., would give the FBI new power to issue administrative subpoenas, which are not reviewed by a judge or grand jury, for quickly obtaining records, electronic data or other evidence in terrorism investigations, according to aides for the GOP majority on the committee who briefed reporters Wednesday. The above address by two-term Republican US President and five- star Army General Dwight Eisenhower was issued as a prescient warning when he left office in 1961. Many have wondered why such a conservative, pro-military president would issue such a warning. We now know why.

The Disclosure Project, an NGO based in the United States, has identified several hundred military, intelligence and corporate witnesses to illegal and extra-constitutional projects that have suppressed information and prevented public access to technologies which could provide a definitive replacement for oil, coal, nuclear power and other conventional energy sources. These technologies have been both acquired and developed by military and industrial interests in the US, UK and other countries that have repeatedly lied to or withheld this information from legally constituted authorities and the public. This information has the potential to completely transform the current state of the world in the areas of technology, energy production, propulsion, the environment and geopolitical issues related to oil and energy supplies. In short, a sustainable, non-polluting and affluent civilisation could be created by the wise application of these technologies, and many of the most pressing crises facing the world community could have been avoided if it had not been for the deliberate suppression of such technological knowledge. While “national security concerns” have been invoked as reasons for such secrecy, in reality the policy is driven by the resolve to maintain the current “status quo” based on the pre-eminence of oil and fossil fuels and related special interests.

By the time President Eisenhower left, a transformation had occurred in the structure of Western military, intelligence and corporate programmes. The urgent pressures of the nuclear arms race and the Cold War with the Soviets had created an atmosphere of extreme secrecy, dwarfing the secret infrastructure surrounding the Manhattan Project that built the atomic bomb during the Second World War. The fate of the free world was at stake, and no expense was spared to create the means to advance technologies within the dark womb of secrecy. A culture evolved that required such secrecy for national survival and the “need-to-know-only” requirements of such programmes were further reinforced by the well-known espionage scandals of that era, including that of the Rosenbergs.

However, such a culture of generally regarded justifiable secrecy also created opportunities for abuse within the military, intelligence, corporate and laboratory complex. Classified programmes, appropriately structured to require a genuine need-to-know situation in order for one to have access to them, became increasingly “compartmented”, restricted and shadowy. Mechanisms for funding became Byzantine and obscure; programme structures were hidden with cover stories, “store front” operations and became virtually impenetrable; and the people within such programmes found themselves at once increasingly isolated and strangely empowered.

It was in this womb, awash with billions of dollars of so-called “black budget” funding, that extreme (and many would maintain essential) secrecy gave birth to the monster of rogue, illegal and powerful “unacknowledged special access projects” (USAPs) dealing with a number of unusual phenomena and technologies. In the world of USAPs, compart-mentalisation is so great, the need to know so restricted and the information so important, that meaningful supervision by the constitutionally required authorities in the US, UK and other countries became simply impossible. Here, “unacknowledged” means that nobody is ever told about the project unless he absolutely needs to know and is directly required to be involved in operations. Even if a senior official inquires, the answer is “no such project exists.”

Moreover, the milieu of the “revolving door” world of military, intelligence and corporate programmes created corporate and financial influences that ran counter to genuine “national security” interests or any legitimate public interest. Especially in the United States, the multi-billion dollar expenditures on military technologies, research and development programmes and outsourced services and operations allowed for a comingling of public finances and private interests. This, combined with the extreme compartmentalisation of programmes, allowed for serious abuses of the public trust to take place.

Ultimately, such programmes — networked carefully with other programmes and corporate research — became so restrictive that legal authorities were routinely and as a matter of course left out of the loop. Ultimately, those left out of the loop would become members of Congress and even the US president.

Indeed, when President Eisenhower left office, operations had become so complex and out of control, that he was convinced he was being shut out of vital developments and operations. In the years since, matters have decayed exponentially to the point that we estimate today some $100 billion per year go into unacknowledged programmes escaping the substantial knowledge of the US president and US Congress.

Beyond Duality

While doing my morning stretching the other day, I had a powerful realization. I realized that for thousands of years this world has been focused on judgmental duality. The mass consensus has long judged most everything in terms of light vs. darkness, good vs. evil, God vs. Satan, us vs. them. We've been indoctrinated to embrace the light, while avoiding and separating ourselves from darkness, as it is evil; it is of Satan. As a result of this judgmental duality, we've ended up in many deep conflicts and wars both in the world and inside of ourselves.

I sense that humanity is now on the brink of a paradigm shift. It is time now to embrace both light and darkness, both good and evil, both us and them. It is time to recognize that all of these are simply aspects or manifestations of the same divine spirit, of the All That Is. It's time to welcome back darkness, evil, and "them" as our long-neglected brothers, as divine children of God who can help us to learn and grow.

By embracing the darkness, I'm not in the least suggesting that we unleash our base desires and do whatever we want to whoever we want. We need to stop disempowering behaviors whenever possible. I'm suggesting, rather, that we do our best to accept, understand, and learn from the darkness which causes negative behaviors. I'm suggesting that even as we stop negative behaviors, we look beyond the behavior to the divine spark at the essence of all beings. In doing this, we allow for deep healing to occur. By accepting and embracing the essence of all beings and all parts of ourselves as divine, we open the doors to deep healing and love for all of us.

The new paradigm pierces the veil of judgment to see the absolute divinity that lies deep within each of us. No matter how "evil" some people or some parts of ourselves may appear from the outside, deep down we are all love. We are all divine. The darkness is a divine teacher with its own divine purpose. We are all here to learn from and love each other. By welcoming back these lost parts of ourselves--these parts of ourselves we have long judged, blamed, and avoided--we not only allow for deep healing, we invite a deep transformation of all humanity into divine beings capable of powerfully spreading love around the planet.

I am deeply committed to helping birth this new paradigm by breathing it and living it as consciously as I can every day and every moment of my life. I invite all who resonate with this to join me. I invite you all to join in transcending the old paradigm of judgmental duality. Let us create a new paradigm of deep healing and love for all beings on this planet and in the universe. Together, we are creating a brighter future by choosing to open to all that we are in this sacred moment!

Subject: G8 Summit Plans

Hi friends, I know it’s been a while since I’ve sent anything to this list. I’ve been busy with some long term projects and putting some energy into my own gardens for a change. But now I’m on the road again, heading toward Scotland for the G8 events there this summer.

Below is information on my plans and upcoming events—and I’ll be posting more regularly as the organizing begins.


G8 Plans

The G8 Summit, the meeting of the heads of state of the eight most powerful countries in the world, will take place in Gleneagles, Scotland July 6-8. Major protests are planned, and organizing has been underway in Scotland and Britain for over a year, and much of that work has been quite visionary. Urban convergence centers and a rural encampment will be designed to show a vision of the world we want, and demonstrate balanced, ecofriendly ways to meet human needs. A Cre8 Summit in June will work with local, inner city communities to create a garden and social center in the path of a planned road development. Spiritual healing spaces and celebrations are being planned by a network of Brits involved in earth based spirituality. And, of course, there will be forums, a march expected to be the largest demonstration ever in Scotland, and nonviolent direct action.
I’m very excited. I believe this mobilization has the potential to truly demonstrate what we’re for as well as what we’re against, and to send people home with some of the skills and experience they need to create the other world we keep saying is possible. I will be helping to support the organizing in a number of ways. In late May Erik Ohlsen and I are leading a permaculture course, in coordination with local Scottish teachers, to help prepare people to be resources for the design and building of the eco-camp and convergence spaces. I’m also linked with the training collective that has been offering nonviolent direct action trainings in many communities in Britain for the past year. I’ll stay in Scotland for most of June to help with projects and ongoing trainings—with one detour south for a workshop in London at Alternatives (see below for info.) Others from the RANT collective of trainers will also be coming to Scotland in late June, to help support the great work local trainers are already doing.

Cre8 Summit June 12-17

Cre8 Summit has been organised by individuals wanting to protest 'for' something rather than 'against' the G8. We are planning to work with the ongoing community protests against the building of the M74 in Glasgow, in particular the council estates of Govanhill and Gorbles.

The plan for the work is to reclaim a vacant piece of land that is on site for the construction of the motorway, and than to turn it into a community social space with gardens, sculptures, benches, artwork, etc.

The work on this project is underway. During May we will be running weekly workshops with the communities. During the second week of June, we will reclaim the land (community open day 12th of June) and begin a week of work (from the13-17th of June) to turn this bit of waste land into something the community can enjoy.

The War of Gog & Magog (The Iran War)

According to current reports on the rapidly escalating preparations for a US war against Iran, it now appears that the prophecies of the Bible are driving President Bush, Vice President Cheney and their inner circle of neoconservatives to design a strategic platform for the prosecution of the final war for control of Planet Earth. In the Bible, this conflict is called The War of Gog & Magog, and the final battle of that war is Armageddon. This scenario has been graphically detailed in the best-selling Left Behind fantasies authored by the Rev Tim LaHaye, a true believer and a devout political supporter of George Bush.

You might well ask, “Who, what and where are Gog and Magog?” According to the literature of fundamentalist Christianity as it is peculiarly practiced in America, Magog, is the prince of Gog, an area that is frequently described as including many of the following nations: Iran, Iraq, Syria, Russia, Azerbaijan, Armenia, Georgia, Chechnya, Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan and Afghanistan. While accounts of the geography of Gog vary, the consensus is that it includes the mass of central Asia, and may involve European nations as well who will form an alliance to attack Israel.

While all of this is an amusing Biblical theory, it is now certain that the US and its allies, Israel and Turkey, are in a highly advanced state of preparation for the launch of an aerial bombardment against the region that is now seen to be the strategic keystone of Gog: the Islamic Republic of Iran. The exchanges between Bush and Putin during yesterday’s VE celebrations in Moscow spotlight the fact that the next war has a larger dimension to it. In what were the sharpest exchanges between an American president and his Russian counterpart since the Cold War, it is now clear that the Iranian campaign is designed as part of a broader plan to target Russia.

The distinguished Professor Michel Chossudovsky of the University of Ottawa has published a paper detailing the prolific manifestations of the rapidly advancing military preparations by the United States, Israel, Turkey and NATO that are the unmistakable build-up to an aerial attack on Iran. The military preparations are now nearing completion for the launch of a bombing campaign, but the political and diplomatic machinations have not yet reached fruition. That said, the neoconservative diplomatic and political operations are reaching a feverish pitch in Bush’s Washington.

While conventional wisdom is that Bush’s America and Rumsfeld’s Pentagon already have more than they can deal with in the occupation of Iraq, many of their most radical and motivated neoconservative minions are working day and night to perfect the game plan and to prepare the public for the next phase of their final war for global supremacy. An important study of the diplomatic and political operations to launch the Iran War is now published in the current issue of GQ, the American men’s fashion magazine. Authored by Joshua Kurlantzick, the Foreign Editor of The New Republic, his paper, The Next War Is Closer Than You Think, details the meticulous political build-up to the next phase of the neoconservative wars for global domination.

The following is what we know of the current state of play. While common sense prevails within a large segment of the intelligence community that has steadfastly argued against launching a new phase of warfare, rabid hawks highly placed in the neoconservative hierarchy have over-ruled the CIA and their counterparts at State. Colin Powell and Richard Armitage argued strenuously against an Iranian campaign, and that is precisely why they were removed from their posts so unceremoniously late last year. While their hasty removals were disguised as natural attrition from an administration ending its first term, they were engineered due to their direct conflict with the unfolding neoconservative agenda which will be defined in religious terms in order to build up a progression of higher levels of political support among the many Bible-fearing elements of the American electorate. Condoleezza Rice, herself a deeply indoctrinated religious fundamentalist, wholeheartedly approves of the escalation of the Middle Eastern war. She is an expert on the Soviet Union and its survivor, Russia, which is the leading candidate for the role of Gog, an Apocalyptic prophecy with which she is intimately familiar following her childhood in Alabama and her strict fundamentalist upbringing in the Bible Belt where the End of Time scenario is taught morning, noon and night. Rice’s father was a Southern minister and a strict constructionist of the fundamental literality of the Bible.

To stem the tide of scathing critiques about plans to attack Iran that were pouring out of the CIA, Porter Goss was dispatched to Langley, where he was moved into position to silence the critics of the Bush White House by enforcing a strict code of political discipline and a stern rule of silence. The theoretcial incubation of the War of Gog and Magog has been assigned to neoconservative intellectuals including but not limited to the following figures: William Kristol, Michael Ledeen and John Bolton.

The Project for a New American Century (PNAC) is the most powerful think-tank in Bush’s Washington. Founded by Kristol, PNAC published its prescription for full spectrum imperial domination of the globe in 2000. Calling for military confrontation and political reconstruction of the Middle East, PNAC proposes erecting a huge array of US military bases to enforce imperial hegemony far into the foreseeable future. The neoconservatives have designed a breathtaking strategy that will involve the long-range American domination and geopolitical restructuring of Planet Earth. The birth of this project has been aimed directly at the Middle East, where the repository of the world’s greatest oil and energy reserves and the situation of many of the world’s weakest nations combine to present American neoconservativism with an attractive set of strategic circumstances.

That these economic and military factors converge with the prevailing Apocalyptic ideology of the fundamentalist culture of America should not be seen as a mere coincidence. Bush takes it as read that he has been anointed by Jesus Christ, his Lord and Saviour, to fulfil biblical prophecy, a fact that resonates with many books, papers and sermons as well as his own political speeches and posturing in order to attract the fundamentalist vote.

In Congress, the archconservative Republican, Senator Rick Santorum, has cooperated with the divine inspiration of his Commander-in-Chief. Santorum has introduced legislation titled the Iran Freedom & Support Act that calls for outright “regime change” in Tehran. Senator Richard Lugar’s objections to the language of Santorum’s Iran Act have postponed passage of this landmark legislation for the time being, but it is still undergoing incubation, and even its critics predict that it is very likely that it will pass both houses of Congress. This political reality belies what is truly a pitiful state of incompetence of the Democratic Party and its members of Congress. With the majority of the nation now believing that the Iraq War was a huge $300 billion mistake and climbing, the Democratic members of Congress are lining up to support Santorum’s disastrous legislation.

Following the passage of a hard line Iran Act, Congress will be in position to support much more aggressive military operations against Bush’s next target. This will involve support for Iranian dissidents, but not merely political reformers. Funds will begin to funnel into the Mujahideen-e-Khalq (MEK), a paramilitary organization of “freedom fighters” or “terrorists” depending on one’s geopolitical perspective. These are the same people funded by the US during the Iran-Iraq conflict to wage an internecine war against the Islamic Republic. In the 1970s, the MEK killed American civilians, and they have been on the State Department’s pariah list of terrorist organizations since 1997. Yet, those facts are mere trifles for neoconservatives, and they will not stand in the way of using the MEK to: engineer terrorist atrocities in Iran; conduct surveillance for the CIA and to target the forthcoming aerial attacks inside of Iran. Kurlantzick revealed that moves will soon be made to take the MEK off the official State Department list of prohibited terrorist organizations, and it will then be primed for covert reactivation.

Against this backdrop, the neoconservatives have written a script starring two of the most evocative political figures in Iran. Reza Pahlavi, the exiled son of the late Shah of Iran has been totally integrated into the neoconservative scenario. He has appeared at some of the glittering events sponsored by the American Enterprise Institute where he has inspired neoconservatives with their luminous vision of the restoration of the Iranian monarchy to the Peacock Throne, a gaudy and tortuous piece of furniture that was actually encrusted with zillions of diamonds. However, even this splendiferous fantasia pales in contrast to the second major figure now integrated into the evolving script. Hussein Khomeini, the grandson of Ayatollah Khomeini, has cleverly emerged from behind the curtain as the favourite Iranian pawn of Michael Ledeen. In an arresting speech delivered to the American Enterprise Institute, Hussein Khomeini called for the United States to invade Iran in order to effect regime change. After making his surprising oracular pronouncement, Khomeini was whisked away back behind the curtain by Ledeen who had been hovering Svengali-like by his side.

A steady stream of clues continues to appear to confirm suspicions of regime change in Iran. Elizabeth Cheney, the Vice President’s famous daughter, has been installed at Condoleezza Rice’s State Department to direct the political dimensions of the soon to be forthcoming democratization operations in Iran. Dick Cheney speaks incessantly about the urgent crisis in Iran due to their potential to manufacture nuclear weapons sometime in the foreseeable future even though they have pledged not to build WMDs, and the indisputable fact that they have signed treaties prohibiting them from doing so.

In 2003, neoconservatives in the Pentagon including Donald Rumsfeld, Richard Perle and Paul Wolfowitz, proposed a national-security directive on Iran for the president to sign. This directive mandated that the US would launch a multi-pronged campaign to destabilize Tehran in order to effect regime change. This original presidential directive was never validated, however the neoconservatives have launched a new initiative to formalize a, “Get tough with Iran,” presidential directive which is in draft preparation at this very moment in time.

In January, Seymour Hersh reported that there were American commando units already on the ground in Iran. The following month, Scott Ritter reported that the US would be able to deploy a bombing campaign against Iran by this June - that is in two and a half weeks time. On Capitol Hill, neoconservatives are whispering confidently that the US will now launch a multifaceted campaign to undermine Tehran, destabilize the region and to sabotage specific strategic sites inside Iran. Kurlantznick reported that a confidential source who had direct contact with Bush confirmed that the president will definitely order the launch of an attack against Iran if Tehran remains recalcitrant in the face of US demands about its nascent nuclear energy programme.

While it is conventional wisdom to presume that each of Bush’s wars are tightly confined strategies designed to achieve limited objectives, it is now becoming clear that he is working from a grand design of biblical proportions – especially to those voters who supported him most enthusiastically – the so-called, born-again Christians.

The Prophet Ezekiel warned that Magog, the prince of Gog, would attack Israel. The majority of Israel’s charismatic Jews believe that Russia is the land of Gog. Last month, Vladimir Putin visited Israel where he announced that he was selling missiles to Syria and that he would continue to support the nuclear industry of Iran. Putin’s comments were seen as a threat to Israel and her sponsor, the United States. To both the Bible Belt practitioners of fundamentalist Christianity and to the fundamentalist Hebrews of Israel, there is no longer any doubt whatsoever about the identity of Magog. They are equally convinced that George Bush is doing the work of “The Lord,” in smiting Gog, and its leading prince, Magog, is now clearly revealed to the true believers as Vladimir Putin, the President of Russia. The pointed remarks of the two men yesterday in Moscow have brought the underlying conflict between the two nations that is taking shape in the Middle East to the broader attention of the public.

During Putin’s visit to Israel in April, the US announced the sale of 100 additional uranium-coated (read: depleted uranium) bunker busting bombs to Israel which will accompany the 500 DU-coated bunker busters the US had already sold to them. The US Senate has already authorized the use of nuclear bunker-busting bombs in conventional theatres of war, because they are deemed to pose no threat to civilians since they will explode underground. Also last month, the seemingly tireless Donald Rumsfeld visited Baku in Azerbaijan to discuss the deployment of US troops along Iran’s northwest border. The purpose of that hitherto curious manoeuvre is completely transparent.

Chossudovsky reports that Israeli Dolphin-class submarines heavily armed with US Harpoon missiles that are armed with nuclear warheads trained on targets in Iran are now in position. The Israeli submarines may be cruising into the Persian Gulf right now. Chossudovsky suggests that the US and Israel are planning to introduce nuclear weapons into the bombardment of Iran which would be somewhat ironic, since the primary rationale for warfare will be that Iran constitutes a potential nuclear threat.

Surrounded by a ring of US military bases, Iran is poised to be the next phase of a belligerent process that - for fundamentalist Americans - is unfolding as the War of Gog and Magog – an unending world war that will bring the United States into direct conflict with Russia.

NEW YORK -- The U.S. Air Force is playing a dangerous game of cat and mouse with Iran's ayatollahs, flying American combat aircraft into Iranian airspace in an attempt to lure Tehran into turning on air defense radars, thus allowing U.S. pilots to grid the system for use in future targeting data, administration officials said.

"We have to know which targets to attack and how to attack them," said one, speaking on condition of anonymity.

The flights, which have been going on for weeks, are being launched from sites in Afghanistan and Iraq and are part of Bush administration attempts collect badly needed intelligence on Iran's possible nuclear weapons development sites, these sources said, speaking on condition of strict anonymity.

"These Iranian air defense positions are not just being observed, they're being 'templated,'" an administration official said, explaining that the flights are part of a U.S. effort to develop "an electronic order of battle for Iran" in case of actual conflict.

In the event of an actual clash, Iran's air defense radars would be targeted for destruction by air-fired U.S. anti-radiation or ARM missiles, he said.

A serving U.S. intelligence official added: "You need to know what proportion of your initial air strikes are going to have to be devoted to air defense suppression."

A CentCom official told United Press International that in the event of a real military strikes, U.S. military forces would be using jamming, deception, and physical attack of Iran's sensors and its Command, Control and Intelligence (C3 systems).

He also made clear that that this entails "advance, detailed knowledge of the enemy's electronic order of battle and careful preplanning."

Ellen Laipson, president and CEO of the Henry L. Stimson Center and former CIA Middle East expert, said of the flights, "They are not necessarily an act of war in themselves, unless they are perceived as being so by the country that is being overflown."

Laipson explained: "It's not unusual for countries to test each other's air defenses from time to time, to do a little probing -- but it can be dangerous if the target country believes that such flights could mean an imminent attack."

She said her concern was that Iran "will not only turn on its air defense radars but use them to fire missiles at U.S. aircraft," an act which would "greatly increase tensions" between the two countries.

The air reconnaissance is taking place in conjunction with other intelligence collection efforts, U.S. government officials said.

To collect badly needed intelligence on the ground about Iran's alleged nuclear program, the United States is depending heavily on Israeli-trained teams of Kurds in northern Iraq and on U.S.-trained teams of former Iranian exiles in the south to gather the intelligence needed for possible strikes against Iran's 13 or more suspected nuclear sites, according to serving and retired U.S. intelligence officials.

Both groups are doing cross border incursions into Iran, some in conjunction with U.S. Special Forces, these sources said.

They claimed the Kurds operating from Kurdistan, in areas they control. The second group, working from the south, is the Mujahedeen-e Khalq, listed by the State Department as a terrorist group, operating from southern Iraq, these sources said.

The use of the MEK for U.S.-intelligence-gathering missions strikes some former U.S. intelligence officials as bizarre. The State Department's annual publication, "Patterns of Global Terrorism," lists them as a terrorist organization.

According to the State Department report, the MEK were allies with Iraqi dictator Saddam Hussein in fighting Iran and, in addition, "assisted Saddam in "suppressing opposition within Iraq, and performed internal security for the Iraqi regime."

After the U.S. invasion of Iraq in March 2003, U.S. forces seized and destroyed MEK munitions and weapons, and about 4,000 MEK operatives were "consolidated, detained, disarmed, and screened for any past terrorist acts, the report said.

Shortly afterwards, the Bush administration began to use them in its covert operations against Iran, former senior U.S. intelligence officials said.

"They've been active in the south for some time," said former CIA counterterrorism chief, Vince Cannistraro.

The MEK are said to be currently launching raids from Camp Habib in Basra, but recently Pakistan President Pervez Musharaff granted permission for the MEK to operate from Pakistan's Baluchi area, U.S. officials said.

Asked about the Musharaff decision, Laipson said: "Not a smart move. The last thing he (Musharaff) needs is another batch of hotheads on Pakistani soil."

A former senior Iranian diplomat told United Press International that the Kurds in the Baluchi areas of Pakistan can operate in freedom because the Baluchis "have no love for the mullahs of Iran."

In fact, in the early 1980s, there were massacres of Iranian Revolutionary Guards in the area by Baluchi militants who wish to be independent, he said.

Both covert groups are tasked by the Bush administration with planting sensors or "sniffers" close to suspected Iran nuclear weapons development sites that will enable the Bush administration to monitor the progress on the program and develop targeting data, these sources said.

"There is an urgent need to obtain this information, at least in the minds of administration hawks," an administration official said.

"This looks to be turning into a pretty large-scale covert operation," a former long-time CIA operator in the region told UPI. In addition to the air strikes on allegedly Iranian nuclear weapons sites, the second aim of the operation is to secure the support in Iran of those "who view U.S. policy of hostility towards Iran's clerics with favor," he said.

The United States is also attempting to erect a covert infrastructure in Iran able to support U.S. efforts, this source said. It consists of Israelis and other U.S. assets, using third country passports, who have created a network of front companies that they own and staff. "It's a covert infrastructure for material support," a U.S. administration official said.

The network would be able to move money, weapons and personnel around inside Iran, he said. The covert infrastructure could also provide safe houses and the like, he said.

Cannistraro, who knew of the program, said: "I doubt the quality of these kinds or programs," explaining the United States had set up a similar network just before the hostage-rescue attempt in 1980. "People forget that the Iranians quickly rolled up that entire network after the rescue attempt failed," Cannistraro said.

The administration's fear is that by possessing a nuclear weapon, Iran will gain a new stature and status in the region strengthening its determination to remove the U.S presence from the region and making its hostility seem more credible, U.S. officials said.

There is also the administration's fear that Iran, with Syria's help, will accelerate Palestinian terrorism as Israel withdraws from the Gaza Strip, these sources said.

So the United States, backed by Israel, is deadly earnest about neutralizing Iran's nuclear weapons site. "The administration has determined that there is no diplomatic solution," said John Pike, president of the online think-tank

"Like the Israelis, the Bush administration has decided that forces of sweetness and light won't be running Iran any time soon, and that having atomic ayatollahs is simply not acceptable."

Said Cannistraro of the administration's policy: "Its very, very, very dangerous."



Creating Human Animals for Research

New guidelines set by the National Academies of Sciences would permit the development of human-animal hybrids. The creation of these new species would be allowed for the sake of research. According to the standards, this would be permitted "under circumstances where no other experiment can provide the information needed." The standards also recommend "strong scientific justification" for experiments where human cells are used to develop major aspects of the brain of the new animal. In addition, newly developed human-animal species are not allowed to breed with each other. These standards are voluntary, and human-animal hybrids are already under production.

Meanwhile, an ethics committee at Stanford University has approved a proposal to create mice with brains made almost completely of human brain cells. Stanford law professor Hank Greely, who chaired the ethics committee, said the board endorsed this procedure based on the assumption that the animal would probably not experience higher levels of human thought, given the size and shape of the mouse brain. The committee recommended closely monitoring the mice's behavior and immediately killing any that display "human-like behavior," although, admittedly, no one quite knows how an observer would be able to truly distinguish whether or not a lab mouse is thinking and feeling like a human.

January 25, 2005 Scientists have begun blurring the line between human and animal by producing chimeras—a hybrid creature that's part human, part animal.

Chinese scientists at the Shanghai Second Medical University in 2003 successfully fused human cells with rabbit eggs. The embryos were reportedly the first human-animal chimeras successfully created. They were allowed to develop for several days in a laboratory dish before the scientists destroyed the embryos to harvest their stem cells.

In Minnesota last year researchers at the Mayo Clinic created pigs with human blood flowing through their bodies.

And at Stanford University in California an experiment might be done later this year to create mice with human brains.

Scientists feel that, the more humanlike the animal, the better research model it makes for testing drugs or possibly growing "spare parts," such as livers, to transplant into humans.

Watching how human cells mature and interact in a living creature may also lead to the discoveries of new medical treatments.

But creating human-animal chimeras—named after a monster in Greek mythology that had a lion's head, goat's body, and serpent's tail—has raised troubling questions: What new subhuman combination should be produced and for what purpose? At what point would it be considered human? And what rights, if any, should it have?

There are currently no U.S. federal laws that address these issues.




Global Warming Is Biggest Threat to Wildlife - Top Scientist

Earth’s wildlife is facing four big dangers but global climate change is now the most serious, a top scientist warned today.

It has become a greater threat to biodiversity than habitat destruction, invasion by non-native species and over-exploitation by human beings, according to the Government’s Chief Scientific Adviser, Sir David King.

Sir David, writing in BIRDS, the members’ magazine of the Royal Society for the Protection of Birds, warns that global warming is happening very fast – and he is clear on what is to blame.

“The pattern of climate change that has been seen over the past one hundred years or so cannot be accounted for, unless human activities are included in the calculations,” he warns.

Sea level rise, the melting of snow, ice and glaciers, severe flooding and hotter summers are all major and potentially devastating consequences of climate change.

Sir David warns that birds are breeding earlier in Britain, meaning they must depend on their insect food appearing earlier too.

Further afield, the retreat of sea ice caused by higher temperatures has coincided with the decline of the Adele penguin at sites within the Antarctic by almost two-thirds.

Sir David says: “The warming could take place so quickly that many species will not be able to adapt quickly enough to leave successor species, or, trapped in local environments, these species will be unable to migrate to more hospitable areas of the planet.

“A concerted global effort is needed to limit the extent of global warming by reducing carbon dioxide emissions as well as adapting to those changes in climate that are now unavoidable.

“Effective action requires international agreement to curb future emissions radically, a process that would eventually need to engage the entire population.”

The RSPB and other groups warned last year that up to 37% of all plant and animal species would be committed to extinction by 2050 because of climate change.

Iran Defiant over Growing Nuclear Enrichment Fears

Iran’s parliament voted yesterday to require the government to develop its nuclear fuel cycle, shifting pressure onto Europe by saying it was giving it a “last chance” in nuclear talks as an international showdown over Iran’s atomic intentions is brewing.

The bill does not force the government to immediately resume uranium enrichment, but it pressures it not to give up its controversial nuclear program, including uranium enrichment.

Iran says its program is for peaceful energy purposes, but Washington leads international concerns Iran wants to build atomic bombs.

“We are entering injury time,” Foreign Ministry spokesman Hamid Reza Asefi told reporters later.

He said the government will give Europeans a “last chance” in negotiations to avert a nuclear crisis before it resumes uranium reprocessing activities at Isfahan Uranium Conversion Facility in central Iran.

Iran suspended some uranium reprocessing activities last November under international pressure, particularly from the US, which believes Tehran is trying to build atomic weapons. Iran insists its nuclear activities are for peaceful purposes.

The legislation comes at a sensitive time, with Iran announcing that it’s planning to resume some suspended activities and the European Union threatening to take Iran to the UN Security Council for possible sanctions if it does.

The legislation was viewed as strengthening the government’s hand in negotiations with EU representatives, allowing it to demonstrate domestic pressure to pursue its nuclear program.

“The government of the Islamic Republic of Iran is required to pursue, within the framework of the Nuclear Non-proliferation Treaty, peaceful use of nuclear energy, including the cycle of nuclear fuel,” said the legislation, adopted in a session broadcast live on state-run Tehran radio.

The legislation needs the approval of the Guardian Council, a hard-line body vetting legislation, to become law. No date has been set for the council’s decision but it’s widely expected that it will be approve the measure.

Prime Minister Tony Blair has said that he would support referring Iran to the UN Security Council if it breaches its nuclear obligations, sending a strong warning after Tehran threatened to restart a program that officials fear could produce a nuclear bomb.

France, Britain and Germany, acting on behalf of the 25-nation EU, want Tehran to abandon its enrichment activities in exchange for economic aid, technical support and backing for Iran’s efforts to join mainstream international organisations.

Delegates Agree on Nuclear Treaty Agenda


UNITED NATIONS (AP) -- Delegates from 188 nations agreed on an agenda to review the Nuclear Nonproliferation Treaty Wednesday, ending days of diplomatic wrangling and paving the way for the first serious discussions on improving the treaty's control of nuclear weapons.

Egypt had insisted that the monthlong conference include discussion of a nuclear-free zone in the Middle East, and the deadlock was broken when delegates agreed to put a reference to previous conferences where that issue was discussed in a footnote to the agenda.

Ahmed Fatthala, Egypt's assistant foreign minister for international organizations, said agreement means that all three subjects discussed at the 1995 review conference will also be on the agenda at the current meeting - the Mideast, disarmament and nonproliferation.

"These were the three pillars," he said. "We wanted to have a successful meeting, and we couldn't have a successful meeting if we ignored the balanced package we have already agreed upon in 1995."

Daryl Kimball, executive director of the Washington-based Arms Control Association, said the impasse was the result of U.S. insistence that the conference ignore the 1995 and the 2000 treaty reviews and their decisions on disarmament steps, and the insistence of the 116 developing countries in the Nonaligned Movement that the current meeting review and assess progress on past commitments.

Brazilian diplomat Sergio de Queiroz Duarte, president of the monthlong review conference, said the solution to the agenda dispute "accommodates the interest of all delegations, including that of Egypt."

Delegates will meet Thursday to try to resolve the other key procedural issue - allocating items on the agenda to three main committees and determining how the committees will organize their work, he said.

With just over two weeks left for the conference, Duarte said there was still time to reach an agreement that would reinforce the treaty "in all its aspects" if delegates help.

"I continue to be optimistic," he said.

But others are pessimistic, pointing to the lengthy dispute over the agenda language as a reflection of the deep divisions on the treaty itself.

The Nonproliferation Treaty - the cornerstone of global efforts to control the spread of nuclear weapons - went into effect in 1970 and has been signed by 188 countries, though North Korea withdrew in 2003. Three countries have refused to join - India and Pakistan, which conducted rival nuclear tests in 1998; and Israel, which is believed to have anywhere between 200 and 400 nuclear weapons.

Under the pact, nations without nuclear weapons pledge not to pursue them, in exchange for a commitment by five nuclear-weapons states - the United States, Russia, Britain, France and China - to negotiate toward nuclear disarmament. The treaty guarantees countries that renounce nuclear weapons access to nuclear technology for peaceful purposes.

Some nuclear "have-nots" complain that the nuclear-weapons states are moving much too slowly toward disarmament.

The United States insists that its disarmament record is good and that the conference should focus on the transgressions and noncompliance of Iran and North Korea.

Kimball said the agenda adopted Wednesday will allow discussion on all the issues, but whether an agreement is reached remains to be seen.

"For the conference to produce a successful outcome, key states will have to be more flexible in the coming days," he said. "Otherwise the conference will be a squandered opportunity to strengthen the treaty."

Uzbekistan: US-backed dictator drowns uprising in blood

Local hospitals reported that dozens of people were shot to death and scores more wounded by Uzbekistan government forces in the eastern city of Andijan Friday after protesters stormed government offices and a jail, freeing thousands of prisoners.

According to reports from the city, military units opened fire on a demonstration of several thousand men, women and children in the city’s central square. The protesters had gathered chanting for “justice” and “freedom” and jobs.

The uprising was sparked by the jailing of 23 local men, many of them prominent business owners, who were accused by the government of Islamic extremism. Underlying the confrontation, however, was longstanding popular anger over mass unemployment, poverty and the brutal methods of the autocratic regime of President Islam Karimov, a key ally of the Bush administration in the so-called global war on terrorism.

The country of 26 million people is the largest of the former Soviet republics in Central Asia.

The Karimov regime branded the protesters as “bandits,” “criminals” and “extremists” and refused any negotiations. The government-owned media broadcast false reports that “rebels” were using women and children as “human shields,” even as Uzbek soldiers were gunning down women and children in the streets.

To prevent any independent reporting of the repression, the Uzbek government blocked international television signals from CNN, BBC and Russian networks.

The unrest began Wednesday with peaceful protests outside the courtroom where the 23 men were being placed on trial. But then on Friday morning, a crowd took over a local military camp, stealing dozens of weapons and marching on the prison where the defendants were held.

The mostly youthful demonstrators participating in the action denied that they had any connection to the country’s Islamic fundamentalist movement.

“They say they are not Islamic extremists. They are just ordinary people who are tired of unemployment, who are tired of injustice, and they just want better living conditions,” Galima Bukharbaeva, the country director in Uzbekistan for the Institute for War and Peace Reporting, told CNN.

The Bush White House issued a hypocritical statement urging “restraint” by both the massacred demonstrators and their government killers.

“The people of Uzbekistan want to see a more representative and democratic government. But that should come through peaceful means not through violence, and that’s what our message is,” White House spokesman Scott McClellan said. “We have had concerns about human rights in Uzbekistan, but we are concerned about the outbreak of violence, particularly by some members of a terrorist organization that were freed from prison.”

Karimov, a former secretary of the Communist Party, has close relations with Washington. He has banned opposition parties for more than a decade, carries out strict press censorship and is holding an estimated 6,000 political prisoners. His regime is infamous for its use of the most brutal means of torture.

The former British ambassador to Uzbekistan Craig Murray testified that he had seen photographic evidence that interrogations include the use of drowning, suffocation, rape and even boiling the victims to death.

In a confidential memo to the British Foreign Office that was leaked to the Financial Times last year, Murray wrote: “Uzbek officials are torturing prisoners to extract information [about reported terrorist operations], which is supplied to the US and passed through its Central Intelligence Agency to the UK.”

While the US State Department has issued formal reports criticizing the regime for human rights violations, the Bush administration has authorized the CIA and the military to “render” those it has detained in the “war on terrorism” to Uzbekistan, precisely because the regime practices torture.

Karimov’s dictatorship receives hundred of million of dollars annually in aid from the US in return for providing the Pentagon with a key military base at Qarshi Hanabad, where approximately 1,500 US personnel are stationed. The base serves as a major supply facility for the continuing war in neighboring Afghanistan as well as a platform for projecting US military power in the rest of Central Asia.

The Uzbek dictator has been able to draw on Washington’s support, claiming that his brutal methods against his own people are part of the worldwide struggle against terrorism.

There were reports that Karimov flew from the capital of Tashkent to personally direct the repression in Andijan.

Oil and gas ensure that the US backs the Uzbek dictator to the hilt - The bodies of hundreds of pro-democracy protesters in Uzbekistan are scarcely cold, and already the White House is looking for ways to dismiss them. The White House spokesman Scott McClellan said those shot dead in the city of Andijan included "Islamic terrorists" offering armed resistance. They should, McClellan insists, seek democratic government "through peaceful means, not through violence". But how? This is not Georgia, Ukraine or even Kyrgyzstan. There, the opposition parties could fight elections. The results were fixed, but the opportunity to propagate their message brought change. In Uzbek elections on December 26, the opposition was not allowed to take part at all. And there is no media freedom. On Saturday morning, when Andijan had been leading world news bulletins for two days, most people in the capital, Tashkent, still had no idea anything was happening. Nor are demonstrations in the capital tolerated. On December 7 a peaceful picket at the gates of the British embassy was broken up with great violence, its victims including women and children. So how can Uzbeks pursue democracy by "peaceful means"? Take the 23 businessmen whose trial for "Islamic extremism" sparked recent events. Had the crowd not sprung them from jail, what would have awaited them? The conviction rate in criminal and political trials in Uzbekistan is over 99% - in President Karimov's torture chambers, everyone confesses. But the torture by no means ends on conviction. In prison there is torture to make you sign a recantation of faith and declaration of loyalty to the president. And there is torture to make you sign evidence implicating "accomplices". It was at this stage that the infamous boiling to death of Muzafar Avazov and Husnidin Alimov took place in Jaslik prison in 2002. I expect the government will take care that the 23, if not already dead, die in the mopping up. You may think I exaggerate. Read the 2002 report by Professor Theo van Boven, the UN special rapporteur on torture, in which he denounced torture in Uzbekistan as "widespread and systemic". Human Rights Watch last year produced a book with more than 300 pages of case studies. (...) Karimov is very much George Bush's man in central Asia. There is not a senior member of the US administration who is not on record saying warm words about Karimov. There is not a single word recorded by any of them calling for free elections in Uzbekistan.And it's not just words. In 2002, the US gave Uzbekistan over $500m in aid, including $120m in military aid and $80m in security aid. The level has declined - but not nearly as much as official figures seem to show (much is hidden in Pentagon budgets after criticism of the 2002 figure). CLIP




Handful of Congressmen Could Rule America in Event of Catastrophe

No longer do Capitol Hill legislators need a quorum to do the people’s business. Now under a piece of hotly contested legislation passed without media attention on Jan. 5, only a few members of Congress are needed to do official business in the event of a catastrophe instead of the usual 218.

Critics claim H. Res. 5 paves the way for tyranny, allowing “only a few to decide for so many.”

The provision states: “If the House should be without a quorum due to catastrophic circumstances, then . . . until there appear in the House a sufficient number of representatives to constitute a quorum among the whole number of the House, a quorum in the House shall be determined based upon the provisional number of the House; and . . . the provisional number of the House, as of the close of the call of the House . . . shall be the number of representatives responding to that call of the House.”

Supporters claim the bill, passed “under the cover of congressional darkness,” is intended to allow the government to “continue operating” in the event of a catastrophic emergency or terrorist attack. However, constitutional experts say the law is blatantly unconstitutional and ripe for challenge.

Normally, 218 lawmakers out of the 435 members are needed to declare war, pass laws and validly conduct the people’s business. But under the new rule a majority is no longer needed when circumstances arise, including natural disaster, attack, contagion or terrorist attacks rendering representatives incapable of attending House proceedings.

“It’s another measure brought up by lawmakers that shows their callous disregard for democracy,” said one California attorney who preferred to remain anonymous.

GOP House leaders pushed the controversial “doomsday legislation” through for passage as a part of a hefty and voluminous rules package. It drew little attention and was probably not even discovered by many who voted on it since the rules package centered on recent ethics violations.

“I think the new rule is disgusting, terrible and unconstitutional,” said Norm Ornstein, of an independent, bipartisan panel called the Continuity of Government Commission which is studying the issue. “The way it was passed was deceitful and the intent behind the legislation was very foolish.”

Rep. Brian Baird, (D-Wash.) agrees, arguing that the rule change violates the Constitution, which specifically states: “a majority of each Chamber shall constitute a quorum to do business.”

“Allowing for as few as 12 lawmakers to make vital decisions and to possibly declare war on another nation is not what this country is all about.”

Lies Run Big, Facts Small in U.S. Media

NEW YORK-- One year ago the American media was pushing the Pat Tillman story with the heavy rotation normally reserved for living celebs like Michael Jackson. Tillman, the former NFL player who turned down a multi-million dollar football contract to fight in Iraq and Afghanistan, became a centerpiece of the right's Hamas-style death cult when he lost his life in the mountains of southeastern Afghanistan. To supporters of the wars and to many football fans, Tillman embodied ideals of self-sacrifice and post-9/11 butt-kicking in a hard-bodied shell of chisel-chinned masculinity on steroids.

Tillman's quintessential nobility, we were told, was borne out by the story of his death--a tale that earned him a posthumous Silver Star. Whether you were for or against Bush's wars, Americans were told, Tillman's valor showed why you should support the troops. Young men were encouraged to emulate his praiseworthy example.

Several thousand mourners gathered at Tillman's May 3, 2004 memorial service to hear marquee names including Arizona Senator John McCain called upon all Americans to "be worthy of the sacrifices made on our behalf." "Tillman died trying to save fellow members of the 75th Ranger Regiment caught in a crush of enemy fire," the Arizona Republic quoted a fellow soldier addressing the crowd. Tillman, said his friend and comrade-at-arms, had told his fellow soldiers "to seize the tactical high ground from the enemy" to draw enemy fire away from another U.S. platoon trapped in an ambush. "He directly saved their lives with those moves. Pat sacrificed his life so that others could live." It was, as the Washington Post wrote, a "storybook personal narrative"--one recounted on hundreds of front pages and network newscasts.

It was also a lie.

As sharp-eyed readers learned a few months ago from single-paragraph articles buried deep inside their newspapers, Pat Tillman died pointlessly, a hapless victim of "friendly fire" who never got the chance to choose between bravery and cowardice. As if that wasn't bad enough, the Washington Post now reports that Pentagon and White House officials knew the truth "within days" after his April 22, 2004 shooting by fellow Army Rangers but "decided not to inform Tillman's family or the public until weeks after" the nationally televised martyr-a-thon.

It gets worse. So desperate were the military brass to carry off their propaganda coup that they lied to Tillman's brother, a fellow soldier who arrived on the scene shortly after the incident, about how he died. Writing in an army report, Brigadier General Gary Jones admits that the official cover-up even included "the destruction of evidence": the army burned Tillman's Ranger uniform and body armor to hide the fact that he had died in a hail of American bullets, fired by troops who had "lost situational awareness to the point they had no idea where they were."

"We didn't want the world finding out what actually happened," one soldier told Jones. A perfect summary of the war on terrorism.

The weapons of mass destruction turned out to be a figment of Donald Rumsfeld's imagination. The Thanksgiving turkey Bush presented to the troops turned out to be plastic, as much of a staged photo op as the gloriously iconic and phony toppling of Saddam's statue in Baghdad by jubilant Iraqi civilians--well, actually a few dozen marines and CIA-financed operatives. So many of the Administration's "triumphs" have been exposed as frauds that one has to wonder whether that was really Saddam in the spider hole.

We shouldn't blame the White House for producing lies; that's what politicians do. But we expect better from the media who disseminate them.

Case study: the Washington Post's dutiful transcription of the Jessica Lynch hoax. Played up on page one and running on for thousands of words, the fanciful Pentagon version had the pilot from West Virginia emptying her clip before finally succumbing to a gunshot wound (and possible rape) by evil Iraqi ambushers, then freed from her tormentors at a heavily-guarded POW hospital.

Like the Pat Tillman story, it was pure fiction. Private Lynch, neither shot nor sexually violated, said she was injured when her vehicle crashed. She never got off a shot because her gun jammed. As she told reporters who were willing to listen, her Iraqi doctors and nurses had given her excellent care. She credited them for saving her life. In a weird sort of prequel to the shooting of an Italian journalist, they had even attempted to turn her over at a U.S. checkpoint but were forced to flee when American troops fired at them.

In all of these examples, editors and producers played corrective follow-up stories with far less fanfare than the original, incorrect ones. To paraphrase "X-Files" character Fox Mulder, the truth is in there--in the paper, on TV. It's just really, really hard to find.

Readers of the American press and viewers of American radio and television are likelier to see and believe loudly repeated lies over occasionally whispered truths told once or twice. As a result of the reverse imbalance between fact and fiction, the propaganda versions of the Tillman and Lynch stories, the staged Saddam statue footage, and the claim that Iraq had WMDs are all believed by a misled citizenry that votes accordingly.

For journalists supposedly dedicated to uncovering the truth and informing the public, this is exactly the opposite of how things ought to be. Corrections and exposés should always run bigger, longer and more often than initial, discredited stories.

Ecuador Gets Chávez'd

George Bush has someone new to hate. Only twenty-four hours after Ecuador's new president took his oath of office, he was hit by a diplomatic cruise missile fired all the way from Lithuania by Condoleezza Rice, then wandering about Eastern Europe spreading "democracy." Condi called for "a constitutional process to get to elections," which came as a bit of a shock to the man who'd already been constitutionally elected, Alfredo Palacio.

What had Palacio done to get our Secretary of State's political knickers in a twist? It's the oil--and the bonds. This nation of only 13 million souls at the world's belly button is rich, sitting on 4.4 billion barrels of known oil reserves, and probably much more. Yet 60 percent of its citizens live in brutal poverty; a lucky minority earn the "minimum" wage of $153 a month.

The obvious solution--give the oil money to the Ecuadoreans without money--runs smack up against paragraph III-1 of the World Bank's 2003 Structural Adjustment Program Loan. The diktat is marked "FOR OFFICIAL USE ONLY," which "may not be disclosed" without World Bank authorization. has obtained a copy.

The secret loan terms require Ecuador to pay bondholders 70 percent of the revenue received from any spike in the price of oil. The result: Ecuador must give up the big bucks from the Iraq War oil price surge. Another 20 percent of the oil windfall is set aside for "contingencies" (i.e., later payments to bondholders). The document specifies that Ecuador may keep only 10 percent of new oil revenue for expenditures on social services.

I showed President Palacio the World Bank documents. He knew their terms well. "If we pay that amount of debt," he told me, "we're dead. We have to survive." He argued, with logic, "If we die, who is going to pay them?"

We met two weeks ago in the Carondelet Palace, where, on April 20, his predecessor had disappeared out the back door to seek asylum in Brazil. A crowd of 100,000 protesters had surrounded the building, seeking the arrest of fugitive president Lucio Gutierrez.

"Sucio Lucio" (Dirty Lucio, as the graffiti tags him) had won election in 2002 promising to break away from the supposedly voluntary austerity plan imposed by the World Bank. Then, within a month of taking office, Gutierrez flew to Washington. There he held hands with George Bush (a photo infamous in Quito), and US Treasury officials instructed him in the financial facts of life. Lucio returned to Quito, reneged on his campaign promises and tightened the austerity measures, including raising the price of cooking gas. The public, after a dispirited delay, revolted. After Lucio fled last month, the nation's congress recognized the vacancy in Ecuador's Oval Office and filled it with the elected vice president, in accordance with the Constitution.

Given the oil windfall, Palacio sees no need to follow Gutierrez's path to economic asphyxiation. "It is impossible that they condemn us not to have health, not to have education," he told me. He made it clear that handing over 90 percent of his nation's new oil wealth would not stand.

That's not what the Bush Administration wanted to hear. Besides Condi's attack, Palacio got the full "Chávez" treatment from the New York Times, which ran the headline "Ecuador's New Chief Picks Cabinet; Leftist in Economic Post" after Palacio's new finance minister announced Ecuador would put social-services programs first ahead of payments to bondholders. The Times said Palacio's views "ruffled some feathers" (whose, we don't know) and that foreign powers questioned the "legitimacy" of his right to office. Palacio smiled, "They don't say which ones."

Palacio seems an unlikely target of US official assaults. He comes off like a cardiologist you'd meet at an AMA convention. That is, in fact, what he is: a heart doctor who practiced in the United States for a decade, a man outside politics, affiliated with no party, brought in by Gutierrez to build a national health program. Hugo Chávez he is not: Palacio is conservative, pro-market, pro-American, but his patient, his nation, is in bad shape.

"Sick people are not going to produce anything," he said.

I knew he'd been taken aback by Rice's blast. Indeed, when an earlier president was removed in a coup, the United States had insisted on the vice president taking office. But, unlike Palacio, that vice president, Gustavo Noboa, was a rightist who was happy to sign off on all World Bank terms, including the devastating decision in January 2000 to make the US dollar Ecuador's official currency. The radical free-market dollarization plan led to collapse of the export market, decimation of payrolls and, for those still working, a halving of real wages.

Palacio told me he "received the explanation from Ms. Condoleezza Rice," who reassured him she did not seek his removal. But reassurance apparently has a price. The morning we met, Palacio announced he would maintain US military bases in Ecuador (not a popular view) and would not object to Plan Colombia, the US war on guerrillas dressed as a war on drugs. As a physician, however, he did question chemical spraying of coca crops.

But on the oil money and bond payout he's holding his ground, and with good reason. When the oil market went bust in the 1980s, so did Ecuador, and its bonds sold at dimes on the dollar. Now Ecuador's debt sells at a full face value, yielding windfall profits to speculators of as much as 500 percent for those who bought cheap.

Palacio doesn't object to paying off the bonds. The problem is that the World Bank and IMF want the principal of the bonds paid down early, a rare and financially suspect demand to make on any nation.

Who are these guys who hold the bonds? "We don't know who they are, and that's terrible," the president told me. What's terrible, says a United Nations expert who cannot be named, is that Palacio does know who they are: the old oligarchs who originally stripped the nation's banks of assets in the 1980s, fled to Miami and now hold a mortgage on the nation. Palacio's plan to move some of the oil money to social services threatens these bondholders' windfall.

A closer look at the Structural Adjustment Program suggests that the World Bank may not be putting Ecuador's interests first. Paragraph III-2 requires electricity rates to rise to double the average price charged in the United States, far above production costs. This is quite a boon to the Ecuadorean electricity suppliers such as Noble Energy of Houston and Duke Power of the Carolinas.

Outside the presidential palace, indigenous women in bowler hats and pigtails chanted, "¡Fuera todos! ¡Fuera todos!" Everyone out. As far as they are concerned, every one of the seven presidents who have entered office in the past nine years has sold them out to the bondholders, to the oil companies, to the World Bank and its austerity punishments. To them, Palacio is just another in a long line of disappointments.

I asked the president what he would do if the World Bank and the Bush Administration nix his request for Ecuador to keep an extra tiny percentage of its oil money. Mindful that no Ecuadorean president since 1996 has served out his term, Palacio told me simply: "There is no way. There is no other way. These people have to listen to us."
