Veracity Series #9: A Reckless U.S. Administration is About to Meet Its Fate

Hello everyone

I know it is tough to keep up with all the fast-evolving situations in the world and the ever accelerating news cycle, not to mention the already untenable infoglut we, Westeners, face daily, especially in summertime (here in the Northern hemisphere) when we would prefer to be simply idlying away by a body of water or wherever we can take a much welcomed respite from the pressing demands of our "modern" world.

At least you have the advantage to find in one single place much of what is, in my humble opinion, worth paying attention to so as to make sure we are on top of things relative to physical occurrences in these transitional times.

It is certainly a quite demanding task - albeit one I thoroughly enjoy - to put all this together from a wide variety of sources and then for you to go through it to find what attracts you and then decides what is worth passing on if you are into sharing such information with others - not just with regard to hard-hitting political issues and events of course, but also concerning the exponentially accelerating global spiritual awakening which I try to reflect in the Light Series type of compilations.

I seldom hear from 95% of the ERN subscribers but I must assume from the stable and now slowly growing number of people on the list that it serves indeed a useful purpose and is as enjoyable/educative/enlightening to read and ponder as it is to prepare and network.

That's some of the thoughts on my mind now as I'm about to send you this compilation.

Voting official seeks process for canceling Election Day over terrorism (June 25)
WASHINGTON -- The government needs to establish guidelines for canceling or rescheduling elections if terrorists strike the United States again, says the chairman of a new federal voting commission. Such guidelines do not currently exist, said DeForest B. Soaries, head of the voting panel. Soaries was appointed to the federal Election Assistance Commission last year by President Bush. Soaries said he wrote to National Security Adviser Condoleezza Rice and Homeland Security Secretary Tom Ridge in April to raise the concerns. CLIP

George W. Bush won't fondly recall this weekend's close encounter with Ireland--and the feeling is mutual. On the eve of his arrival the normal Irish hostility to Bush had settled at the level of a disgruntled murmur rather than an angry roar. UNITED NATIONS - Despite the positive responses Monday from U.N. Secretary-General Kofi Annan and members of the Security Council who praised the U.S. "transfer of sovereignty" to an interim government in Iraq, Middle East experts and political analysts dismiss the regime change in Baghdad as a "monumental fraud". "The truth is that Iraqi sovereignty is a sham," says Rahul Mahajan, publisher of the blog and author of 'Full Spectrum: U.S. Power in Iraq and Beyond'. The United States will keep at least 138,000 troops in Iraq (augmented by about 20,000 from other countries) for the forseeable future, he said. Fourteen permanent or semi-permanent military bases have been and are being constructed to house them, said Mahajan, who returned recently from a trip to Iraq. "Those forces have, by an eleventh hour edict of Paul Bremer (head of the former U.S.-run Coalition Provisional Authority), complete immunity from Iraqi law and Iraqi courts," he added. The role of the new interim government in Baghdad has been reduced to "advice" and "consultation". "This is, and remains, a direct military occupation," Mahajan told IPS. He said the level of control that the United States retains "is just short of full colonial administration".

The Nuclear Arms Race (June 28)

I emphasize "estimated" because Russia, like all the nuclear powers, remains quite secretive about its nuclear arsenal. Altogether, Russia's nuclear arsenal of intact warheads is put at 17,000. The difference is classified as being in an "indeterminate" status.The point is that the administration of George W. Bush has restarted the nuclear arms race. It did so by abandoning the START II treaty, by withdrawing from the Anti-Ballistic Missile Treaty, and by expanding NATO to the borders of Russia. CLIP

Activists cry foul in electronic voting furore (27 June 2004)
US voting activists who fear an "electoral train wreck" worse than Florida 2000 if electronic ballot machines are allowed to determine the outcome of November's presidential election, are claiming a breakthrough victory after the scandal-ridden resignation of one of the country's most outspoken e-voting apologists. (...) According to the staff of one candidate, who were present in her office on election night, Ms Townsend inexplicably halted the count for about an hour while two Sequoia employees were observed typing at a computer terminal with access to the ballot tabulation software.Only authorised county elections officers are supposed to have access to the machines during an election. And making software changes - if that is what happened - would be illegal. Before the counting stopped, candidate Linda Soubirous looked likely to qualify for a run-off with the man she was challenging, county supervisor Bob Buster. When it resumed, she fell steadily behind and eventually failed to qualify for the run-off by less than one-10th of one percentage point. Ms Soubirous requested a recount, only to have Ms Townsend stonewall almost every request she made for machine data that might show a discrepancy. She is now about to sue the county for failing to respect basic electoral procedures.

White House Nominee to Head the CIA has Dubious Links to the Terror Network (July 3)
Following George Tenet's resignation as Director of Central Intelligence at the CIA, the Bush administration immediately pointed to Rep. Porter Goss, as its handpicked nominee. Porter Goss, a Florida Republican and former CIA spy, is chairman of the House Intelligence Committee. He also chaired, together with Senator Bob Graham, the Joint Senate House Committee, on the September 11 attacks. According to the White House, "the rush to name a replacement" was driven by "worries" of a possible terrorist attack on America in the wake of Tenet's untimely departure. Yet if the real objective is to to make "America safer", why then did President Bush nominate an individual who is known and acknowledged to have dubious links to the Islamic terror network? Amply documented, Porter Goss had a close personal relationship to the Head of Pakistan Military Intelligence (ISI), General Mahmoud Ahmad, who according to the Washington Post "ran a spy agency notoriously close to Osama bin Laden and the Taliban" (Washington Post, 18 May 2002). According to the Council on Foreign Relations (CFR), the ISI has over the years supported a number of Islamic terrorist organizations, while maintaining close links to the CIA. CLIP

After Walt Disney Co. refused to allow its Miramax Films unit to distribute the controversial Michael Moore documentary "Fahrenheit 9/11," Miramax co-Chairmen Harvey and Bob Weinstein paid $6 million from their own pocketsto acquire the film from the company. Six weeks later, "Fahrenheit 9/11" isa smash sensation, and the Weinsteins are widely assumed to be laughing all the way to the bank.If so, the laughter may be muted. Despite their personal investment, the Weinstein brothers will not be the biggest financial beneficiaries of"Fahrenheit." The real winner: a charity, or charities, as yet unnamed, that will receive about 60 percent of the net profit ultimately generated by the film -- a tally that could be tens of millions of dollars. The Weinsteins, meanwhile, will pocket about 40 percent of the net, according to people familiar with the deal.And who will pick the charities that get the money? Disney, the company that refused to release the movie, without having to consult either the Weinsteins or Mr. Moore. It's all the unexpected result of yet another strange tussle between Disney and the Weinsteins, the corporate odd couple that has had a tough time getting along since Disney's 1993 acquisition of Miramax. But tinkering around the edges of environmental policy will not sustain Australia. Radical plans to conserve Australia (and the world's) water, forests and atmosphere are our only hope. This will include an end to industrial logging in most natural forests, abandoning marginal farmland, and making water and air use more efficient, or barring this, stopping activities that impact them. In the spirit of Independence Day, I decided to look again at the Declaration of Independence and was surprised at how relevant this historical document still is today. I took the liberty of making a few edits to update it and include an excerpt here. You can’t help but admire how it might still incite people to overthrow a government:

When in the Course of human events, it becomes necessary for one people to dissolve the political bands which have connected them with another, and to assume among the powers of the earth, the separate and equal station to which the Laws of Nature and of Nature's God entitle them, a decent respect to the opinions of people requires that they should declare the causes which impel them to the separation.

We hold these truths to be self-evident, that all people are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.

That to secure these rights, Governments are instituted among people, deriving their just powers from the consent of the governed.

That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness.

Prudence, indeed, will dictate that Governments long established should not be changed for light and transient causes; and accordingly all experience hath shown, that people are more disposed to suffer, while evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed. But when a long train of abuses and usurpations, pursuing invariably the same Object evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new Guards for their future security.

Such has been the patient sufferance of these states; and such is now the necessity which constrains them to alter their former Systems of Government.

The history of the present President of the United States [George II] is a history of repeated injuries and usurpations, all having in direct object the establishment of an absolute Tyranny over these States.

Their George and Ours

When they first heard the Declaration of Independence in July of 1776, New Yorkers were so electrified that they toppled a statue of King George III and had it melted down to make 42,000 bullets for the war. Two hundred twenty-eight years later, you can still get a rush from those opening paragraphs. "We hold these truths to be self-evident." The audacity!

Read a little further to those parts of the declaration we seldom venture into after ninth-grade civics class, and you may feel something other than admiration: an icy chill of recognition. The bulk of the declaration is devoted to a list of charges against George III, several of which bear an eerie relevance to our own time.

George III is accused, for example, of "depriving us in many cases of the benefits of Trial by Jury." Our own George II has imprisoned two U.S. citizens - Jose Padilla and Yaser Esam Hamdi - since 2002, without benefit of trials, legal counsel or any opportunity to challenge the evidence against them. Even die-hard Tories Scalia and Rehnquist recently judged such executive hauteur intolerable.

It would be silly, of course, to overstate the parallels between 1776 and 2004. The signers of the declaration were colonial subjects of a man they had come to see as a foreign king. One of their major grievances had to do with the tax burden imposed on them to support the king's wars. In contrast, our taxes have been reduced - especially for those who need the money least - and the huge costs of war sloughed off to our children and grandchildren. Nor would it be tactful to press the analogy between our George II and their George III, of whom the British historian John Richard Green wrote: "He had a smaller mind than any English king before him save James II."

But the parallels are there, and undeniable. "He has affected to render the Military independent of and superior to the Civil power," the declaration said of George III, and today the military is indulgently allowed to investigate its own crimes in Iraq. George III "obstructed the Administration of Justice." Our George II has sought to evade judicial review by hiding detainees away in Guantánamo, and has steadfastly resisted the use of the Alien Tort Claims Act, which allows non-U.S. citizens to bring charges of human rights violations to U.S. courts.

The signers further indicted their erstwhile monarch for "taking away our Charters, abolishing our most valuable Laws, and altering fundamentally the Forms of our Governments." The administration has been trying its best to establish a modern equivalent to the divine right of kings, with legal memorandums asserting that George II's "inherent" powers allow him to ignore federal laws prohibiting torture and war crimes.

Then there is the declaration's boldest and most sweeping indictment of all, condemning George III for "transporting large Armies of foreign Mercenaries to compleat the works of death, desolation and tyranny, already begun with circumstances of Cruelty and perfidy scarcely paralleled in the most barbarous ages, and totally unworthy the Head of a civilized nation."

Translate "mercenaries" into contract workers and proxy armies (remember the bloodthirsty, misogynist Northern Alliance?), and translate that last long phrase into Guantánamo and Abu Ghraib.

But it is the final sentence of the declaration that deserves the closest study: "And for the support of this Declaration . . . we mutually pledge to each other our Lives, our Fortunes and our sacred Honor." Today, those who believe that the war on terror requires the sacrifice of our liberties like to argue that "the Constitution is not a suicide pact." In a sense, however, the Declaration of Independence was precisely that.

By signing Jefferson's text, the signers of the declaration were putting their lives on the line. England was then the world's greatest military power, against which a bunch of provincial farmers had little chance of prevailing. Benjamin Franklin wasn't kidding around with his quip about hanging together or hanging separately. If the rebel American militias were beaten on the battlefield, their ringleaders could expect to be hanged as traitors.

They signed anyway, thereby stating to the world that there is something worth more than life, and that is liberty. Thanks to their courage, we do not have to risk death to preserve the liberties they bequeathed us. All we have to do is vote.

Cover-up and propaganda: The 9/11 commission finishes its dirty work

June 29, 2004—The 9/11 Independent Commission is an orchestrated cover-up, controlled by the Bush White House and Bush Justice Department, headed by Bush-appointed directors, and run by legendary Washington fixers and veteran war criminals with direct ties to the most likely 9/11 planners, operatives and beneficiaries.

This fact has been amplified, as the commission has begun to wrap up its final report, burying the truth about 9/11, under new piles of spin, distortion, theater, unsupported allegations, warmed-over Bush administration lies, and lurid new fabrications.

The highlights from the most recent releases speak loudly of the commission's political agenda: engineer a limited hangout that absolves the Bush administration for 9/11, concealing key complicity evidence. At the same time, the commissioners selectively criticize Bush for Iraq-related policy, while laying political groundwork for an "improved" and more aggressive "war on terrorism," and new US/UN operations in the oil-rich Middle East.

As journalist Joyce Lynn succinctly points out in her expose of the "9/11 Coverup Commission":

* The commission's report, due July 28, will render rationales to expand the security state at home and abroad and promulgate huge spending for the "war on terrorism."

* The commissioners have ties with the very parties they are investigating, including the CIA, banking and financial interests, and Bush administration officials.

* The commission's report will echo the "who would have ever thought" and bungling federal intelligence agencies that independent journalists and researchers dispelled long ago.

* The Bush administration has written the plot line and these 10 "independent" commissioners are merely reading the script.

A Stage-Managed Damage Control Organ From Day One

Like the Congressional Joint Inquiry into 9/11, the insulting charade conducted in 2002, the 9/11 Commission is not an "investigatory" body, and never has been one. Indeed, the full name of the group—the National Commission on Terrorist Attacks Upon America—is a dead giveaway. The phrase assumes that 9/11 was a "terrorist attack upon" the United States, carried out by "al-Qaeda terrorists" originating outside of the United States. In other words, case closed.

The commission was formed only after public pressure, notably by outraged 9/11 victims' families, forced the White House to undertake some measure of public damage control. Opportunistically, the Bush White House dictated the conditions under which the commission would operate. In addition to being granted numerous protections, Bush himself would appoint the commission's director, as well as dictate and approve its mandate. Another condition was that the commission had to be comprised of "prominent citizens"—political elites and Washington insiders.

Ultimately, the mandate was limited strictly to "how to prevent future breakdowns"—cementing into place the assumption of unintended "breakdown." In other words, its strict mission was to echo and reinforce the original White House lie that 9/11 was an act of "outside terrorists" ("al-Qaeda"), that the "failure to stop it" was the result of "intelligence failures," "incompetence," "breakdowns," "lack of preparedness," "inexplicable communications problems," and other excuses.

Vice Chairman Lee Hamilton proclaimed, "The focus of the commission will be on the future. We're not interested in trying to assess blame, we do not consider that part of the commission's responsibility." Criminal responsibility and complicity were never part of the mandate—assuring that no one would be brought to justice.

The commission went on to dutifully handicap itself further, by agreeing to numerous conditions and "compromises" with the White House. Six out of 10 of the commissioners had to agree on any request for a subpoena. Requests for documents from the executive branch had to be channeled through the Bush Justice Department. The White House requested, and received, the right to review commission material so that it could assert executive privilege. Kean cut a deal preventing Bush from testifying. He cut yet another deal allowing the White House to edit intelligence briefs before the commissioners could see them, while also limiting access to the pre-edited briefs to a minority of commissioners. Senator Max Cleland, who resigned from the commission over this issue, put it simply: "That decision compromised the mission of the 9/11 Commission, period."

At the end of the court-martial, there seemed no question that he was a monstrous traitor. In 1985, Garwood was speaking publicly about something that had never made the news during his court-martial. He knew of other American prisoners in Vietnam long after the war was over. My sources included outstanding experts like former head of the Defense Intelligence Agency General Tighe and returned POWs like Captain McDaniel, who held the Navy's top award for bravery. With such advocates, it was hard not to consider the possibility that prisoners (some 3,500) had in fact been kept by the Vietnamese as hostages to make sure the US would pay the more than $3 billion in war reparations. After the war, American POWs had become worthless pawns.

Jane Akre-Fox News. After our struggle to air an honest report, Fox fired the general manager of our station. The new GM said that if we didn't agree to changes that the lawyers were insisting upon, we'd be fired for insubordination. We pleaded with him to look at the facts we'd uncovered. His reply: "We paid $3 billion dollars for these TV stations. We'll tell you what the news is. The news is what we say it is!" After we refused, Fox's general manager presented us an agreement that would give us a full year of salary, and benefits worth close to $200,000 in "consulting jobs," but with strings attached: no mention of how Fox covered up the story and no opportunity to ever expose the facts. After declining, we were fired.

Gary Webb-San Jose Mercury News, Pulitzer Prize winner. In 1996, I wrote a series of stories that began this way: A Bay Area drug ring sold tons of cocaine to the Crips and Bloods gangs of LA and funneled millions in drug profits to a guerilla army run by the CIA. Creating a New Paradigm: How We Can Build a Brighter Future

The Old Paradigm

In order to give suggestions for building a brighter future, we first need to speak candidly about what’s going on behind all the cover-ups. It appears that there is a relatively small, powerful group of elites who desire to control as much of our lives as possible. They exert control through manipulation of public perception and through using the ever-increasing power of huge multinational corporations. As these mega-corporations increasingly stretch their fingers into almost every aspect of our lives, the control group’s influence and power over us grows ever stronger. This allows them to use us for their own personal gain as our freedoms are increasing taken away, often without our even realizing it.

The means for establishing this control are through destroying purpose and creating fear and victimization in our lives. Television, radio, and movies are filled with greed, violence, and empty sex. Our educational system increasingly prioritizes passing tests over developing intelligence and creativity. Corporate control of the media limits what news we receive, and often shapes our decisions and the way we think. All this and more adds up to the “dumbing down” of America. Our attention is being diverted from our deeper purpose in life to the superficial attractions of sex, consumerism, and money. The control group is manipulating people all over the world into losing touch with their spiritual core as they subtly convince us that what they want is what we want.

The control group also manipulates us through keeping us in fear and in the role of victim. “America is under attack! Your job, savings, and retirement are no longer secure. The terrorists want to kill us all. You are either for us or against us. This war will never end.” All of these messages are designed to push us into fear. And by encouraging us to focus blame on terrorists and “evil” leaders, those in control push us towards the role of helpless victims, and away from feeling in control of our lives. The more we slip into fear and feeling like victims, the easier it is for us to be manipulated. Through continually weakening our sense of purpose in life, and through increasing our level of fear and victimization, the control group is increasingly able to manipulate us into doing just what they want us to do.

A New Paradigm

What can we do about all this? Several actions can help us to step away from being controlled and to step fully into our own creative energy and power. First, we can choose to live with full awareness of our purpose and intentions in life. To live full, rich lives in today’s world, it’s vitally important that we each find and develop our own, unique intentions and life purpose. We must then choose to live that purpose and to live our intentions as fully as we can. If we set aside time to deeply explore what is most meaningful in our lives, we can reclaim our power. Consider writing down your life purpose and intentions and reviewing them often. As we develop and live our life intentions, we are choosing to give less focus to the seduction of consumerism and media hype, which deaden our ability to create. Instead, we are choosing to build a brighter future filled with meaning and purpose for us.

Second, we can become conscious of when we slip into fear, and choose to transform our fear into love. When we notice ourselves being overtaken by fear, we can trace the roots of that fear, so that we are able to identify our core issues and deal more consciously with them. We can open to guidance from friends, teachers, and spiritual sources in moving from fear to love. We can also choose to open to the ever-present love of God, and to the love that lies always deep in our own hearts, and in the hearts of those close to us. In doing this, we begin to recognize fear as an invitation to growth.

We can become aware of when we are playing the role of the helpless victim and choose to take responsibility for building a better future. When we blame “them” for our problems, we often avoid taking responsibility for how much we determine our reactions to what happens to us. Whenever we catch ourselves blaming others for everything that’s wrong in our lives, we can choose instead to look inside ourselves and find our role in what’s wrong. We can then do our best to improve our lives by working on ourselves. By taking more responsibility for the way we respond to everything that happens to us—by starting from the inside in making change—we can open to our own creative potential and choose to play a more active role in building a healthy, happy future both for us and for those around us.

In choosing love and personal responsibility over fear and victimization, we step out of the control group’s old paradigm of “good vs. evil,” of “us vs. them.” We open to the realization that every one of us, each in our own way, is doing what we believe to be right based upon our beliefs, circumstances, and upbringing. We focus less on judging ourselves and others, and more on loving and healing all of us. We begin to embrace a new paradigm where we recognize that deep down, all of us are divine beings worthy of love. By challenging ourselves to move beyond fear, blame, and judgment, and by challenging ourselves to live with a desire to love, heal, and empower the divine spark in all people, we are creating a new paradigm and a building a brighter future for us all.

And finally, we can come together in groups to support each other. In these groups, we share our life intentions and encourage each other to live these intentions. We support each other in transforming fear into love. We inspire each other to take responsibility for our lives and to develop our creative potential. We make a commitment, both in these groups and with those close to us, to love and support each other to the best of our ability. Invite groups you’re already involved in to use some of these ideas, and consider exploring global groups which have this focus at When we gather in groups to remind each other of our purpose and intentions in life, we join in building an inspiring network of love and support around the planet.

These suggestions are biased towards changing the world by starting inside of ourselves. By starting with change on the inside, we develop a solid foundation. This gives us more balance and strength to then work towards change outside of us. It is important to do what we can out in the world to stop the manipulating, destructive behaviors of the control group and others. You can find excellent suggestions for this at Yet when we focus on trying to change the outside world without first having a solid internal foundation, it’s easy to fall into blaming others, and into the “us vs. them” ways of thinking of the old paradigm.

As we change ourselves from the inside out, we send ripples of inspiration and healing out into the world. By coming together to support each other in creating a new paradigm, those ripples become waves of love and empowerment which help to harmonize the entire fabric of the universe. If each of us is willing to make a commitment to focus on our unique purpose and intentions, on choosing love and personal responsibility, and on supporting all around us in doing the same, we will create a brighter future for us all.

Two Thirds of US Public Willing to Pay to Fight Global Warming

WASHINGTON - More than 80 percent of the U.S. public supports pending legislation to cut the emission of greenhouse gases, while two thirds said they are willing to pay the U.S.$15 a month - or nearly $200 a year - that experts believe the legislation, the Climate Stewardship Act (CSA), will cost the average household, according to a nationwide poll released Friday.

Public support is also strong for using tax incentives to encourage utility companies to use cleaner energy technologies and car-buyers to purchase more energy-efficient cars, according to the survey, which was conducted by the University of Maryland's Program on International Policy Attitudes (PIPA).

Moreover, slightly more than half of respondents (52 percent) said a candidate's support for the cutting emissions would incline them more to vote for him in November, while only 14 percent said that such support would make them less inclined to vote for him. Democratic presidential candidate John Kerry has endorsed the bill, officially known as the Climate Stewardship Act (CSA), while President George W. Bush opposes it.

Nearly two-thirds of respondents (64 percent) said they would want their member of Congress to support the Kyoto Protocol, which is also supported by Kerry but opposed by Bush.

The poll, which coincided with the running of the Hollywood special-effects blockbuster on global warming, 'The Day After Tomorrow,' found that the movie did not appreciably affect viewer attitudes toward global warming or the urgency with which the problem should be addressed.

But it did find that the goals of the CSA, which is better known as the McCain-Lieberman bill after its two main co-sponsors, Arizona Republican Sen. John McCain and Connecticut Democratic Sen. Joseph Lieberman, have broad support among the 753 randomly chosen respondents who answered detailed questions between June 8-14. Funding for the survey was provided by the Rockefeller Brothers Fund, the Ford Foundation, and the John D. and Catherine T. MacArthur Foundation.

The Act, which was endorsed by the 27 members of the non-governmental Sustainable Energy Coalition (SEG) earlier this month, aims to bring U.S. levels of greenhouse gas emissions to year 2000 levels by 2010 and down again to 1990 levels by 2020. These goals fall somewhat short of those established under the Kyoto Protocol, which calls for bringing emissions down to 1990 levels by no later than 2012.

The United States, which currently accounts for about 25 percent of total global emissions, signed the Protocol under the Clinton administration, but Bush withdrew from the treaty in the spring of 2001.

The CSA's goals would be achieved by capping the emissions of the most intensive-polluting sectors of the economy, including industries, utilities, and transportation, that together account for 80 percent of all U.S. greenhouse emissions.

U.S.: Reject Pentagon Call for Cluster Munitions

Congress Should Refuse Funding for These Deadly, Outdated Arms

WASHINGTON - June 30 - The U.S. Congress should reject the Pentagon's request for thousands of cluster munitions, the type of weapon responsible for the majority of civilian deaths in the U.S.-led invasion of Iraq, Human Rights Watch said today in a briefing paper.

Cluster munitions are large armaments that carry dozens or hundreds of smaller submunitions. In its budget for fiscal year 2005, the U.S. Department of Defense has requested hundreds of millions of dollars for the procurement of cluster munitions. The bill is currently under review by a House-Senate conference committee.

Both during and after U.S. military operations in Iraq, Afghanistan, Kosovo and elsewhere, cluster munitions have caused extensive-and predictable-harm to civilians. They endanger civilians during strikes with their broad footprint, and their explosive duds threaten people even years after they are deployed. The most common models of cluster munitions used in Iraq had dud rates of 16 percent, according to Department of Defense figures.

"The United States should learn a lesson from its recent wars and stop buying cluster munitions, which are guaranteed to kill and maim civilians for years to come," said Bonnie Docherty, researcher in Human Rights Watch's Arms Division. "Cluster munitions should not be used as long as they pose grave dangers to civilians during attacks and long afterward."

In a 13-page briefing paper, Human Rights Watch examined the types of cluster munitions proposed in the Department of Defense fiscal year 2005 budget requests. Most of the military's requests related to cluster munitions call for retrofitting of old weapons or procurement of newer technology to make them more reliable or accurate. These changes, however, are far from a panacea. In several cases, for example, accuracy is improved, but the dud rate remains too high. Moreover, new technology must be tested and evaluated, and targeting changes must accompany technological improvements.

Human Rights Watch identifies four requests for cluster munitions that should be rejected by Congress because they pose unnecessary dangers to civilians, especially with their unreliable submunitions

* Ground-launched Guided Multiple Launch Rocket System (GMLRS) rockets with old Dual Purpose Improved Conventional Munition (DPICM) submunitions;

* Helicopter-launched Hydra rockets with old M73 submunitions;

* Air-launched Joint Standoff Weapons (JSOWs) with old BLU-97 submunitions;

* Wind Corrected Munitions Dispensers for use with air-launched CBU-103 cluster bombs with old BLU-97 submunitions.

Congress should also place conditions on the use of other models and demand that the Department of Defense provide more specific information about certain vague submunition requests.

During major hostilities in March and April 2003, the use of cluster munitions, especially by ground forces, killed more than 1,000 Iraqi civilians, by far more than any other conduct by the Coalition. Widespread cluster attacks in populated areas caused casualties during strikes, and high failure rates left thousands of explosive duds that continue to endanger civilians months after the end of major hostilities.

Nevertheless, the United States insists on the right to continue to use a large stockpile of more than one billion unreliable and inaccurate cluster submunitions.

Human Rights Watch has called for a moratorium on the use of cluster munitions until their humanitarian problems have been solved.

He had no doubt the agents had been listening to the program via satellite - probably right outside his residence - and had chosen that moment to pay him a visit.

Fortunately, Dr. Miraki was able to continue his interview for the third hour of the program.

UP TO one million African refugees could die this year in Sudan’s Darfur region due to government-supported ethnic cleansing, a senior United States aid official warned yesterday.

International donors and relief organisations are racing to beat the rainy season to get food and medicine to camps for those driven from their villages in the worst humanitarian crisis facing the world today.

Earlier this month, journalists from The Scotsman reported the harrowing tales of burning villages and murder from African refugees that had made it across the border to nearby Chad.

Aid workers now believe that the best case scenario is hundreds of thousands of deaths from malnutrition.

"If nothing changes we will have one million casualties. If things improve we can get it down to about 300,000 deaths," Andrew Natsios, the head of the US Agency for International Aid, said during a stopover in Turkey en route to Sudan. "Because a lot of the kids are already so malnourished, you just cannot bring them back."

The US Secretary of State, Colin Powell, arrived in Sudan last night in the highest-level US visit for more than two decades to pressurise the Khartoum government to allow aid access and stop supporting the Arab militia who have killed thousands of their African neighbours.

In a conflict affecting about two million people in the western region of Africa’s largest nation, 1.2 million black Africans have fled their homes to live in temporary camps in Darfur and Chad.

A measles epidemic has erupted in one camp, there has been a case of polio and the rains will probably bring mosquitoes and malaria, Mr Natsios said.

The Janjaweed militia have razed scores of villages and destroyed the water systems of three black African tribes. Neighbouring Arab villages remained intact after the raids, sometimes only hundreds of yards away. Sudan denies it supports the Janjaweed.

Bush's Rating Falls to Its Lowest Point, New Survey Finds

President Bush's job approval rating has fallen to the lowest level of his presidency, according to the latest New York Times/CBS News poll. The poll found Americans stiffening their opposition to the Iraq war, worried that the invasion could invite domestic terrorist attacks and skeptical about whether the White House has been fully truthful about the war or about abuses at the Abu Ghraib prison. Over the past 25 years, according to pollsters, presidents with job approval ratings below 50 percent in the spring of election years have generally gone on to lose. Mr. Bush's father had a 34 percent job approval rating at this time in 1992.

Similarly, 45 percent said they had an unfavorable opinion of Mr. Bush himself, again the most negative measure the Times/CBS Poll has found since he took office. And 57 percent say the country is going in the wrong direction, another measure used by pollsters as a barometer of discontent with an incumbent.

Yet the survey found little evidence that Mr. Kerry has been able to take advantage of the president's difficulties, even though Mr. Kerry has spent $60 million on television advertising over the past three months.

US plans huge show of force in Pacific

Seven aircraft carriers to move within striking distance of China; Taiwan forces slated to join in drill

HONG KONG - The United States is planning a massive show of force in the Pacific Ocean near China to register a point with Beijing.


ONE aircraft carrier is sent to a trouble spot as a reminder of US presence. This was done several times in the past, when tension was high in the Taiwan Strait.

TWO carriers show serious concern, as was the case when China test-fired missiles over the strait in 1996.

THREE OR FOUR are sent in combat situations - as in the Gulf War in the early 1990s and the recent Iraqi war.

Sending SEVEN carriers in peace time to the same region is unprecedented. The US plan to do this after mid-July, in the Pacific Ocean near China, is a message to Beijing for its threat to use force to stop Taiwanese independence.

In an exercise codenamed Operation Summer Pulse 04, it is expected to arrange for an unprecedented seven aircraft carrier strike groups (CSGs) to rendezvous in waters a safe distance away from the Chinese coastline - but still within striking distance - after mid-July.

This will be the first time in US naval history that it sends seven of its 12 CSGs to just one region.

According to a Department of Defence statement, Summer Pulse is to test out a new Fleet Response Plan (FRP) aimed at enhancing the American Navy's combat power and readiness in a time of crisis.

The FRP calls for the despatching of six 'forward deployed' or 'ready to surge' CSGs to a trouble spot within 30 days, and an additional two within 90 days.

Although the statement does not say where the seven CSGs will exercise, the Status of the Navy website said the USS Carl Vinson, Abraham Lincoln, John C Stennis and Kitty Hawk were in the Pacific Ocean as of yesterday.

The USS Enterprise and Harry Truman are in the Atlantic Ocean while USS George Washington is in the Persian Gulf.

According to a posting on, an influential website in China, the signs point to a gathering of all seven CSGs in the Pacific.

Sources in Beijing say China's reading is that Summer Pulse is being mounted with it as the target audience, a suspicion reinforced by reports that Taiwanese forces are slated to join in the drill.

Clearly, given Beijing's repeated warning that it will use force, as a last resort and whatever the cost, to stop Taiwanese independence, the US feels it needs to send Beijing a message.

From past deployment patterns, the US usually despatches one CSG to a trouble spot as a reminder of its presence.

It did so several times in the past when tension was high in the Taiwan Strait.

It sends two to indicate serious concern, as was the case when China test-fired missiles over the strait in 1996.

In a combat situation, it deploys three to four, which was what it did in the Gulf War in the early 1990s and the recent Iraqi war.

But never before has it sent in peace time seven CSGs to the same theatre. The implications for China are grave.

According to Kanwa Defence News, which specialises in Chinese military matters, Beijing can cope with just one CSG currently.

'But in five to 10 years, it can certainly take on seven,' said Mr Chang Hong-yi, head of Kanwa, in an interview with The Straits Times.

'China's military potential is enormous and in terms of military technology, the gap with the US is closing fast,' he added.

However, a Chinese military source who declined to be identified is more sanguine.

'Even now, China can easily take on two CSGs,' he said but conceded that there was no way it could face seven all at the same time.

This means that if China has to wage war over Taiwan, it has to be able to land and seize control of the island within the first 30 days.

Otherwise, under the FRP, six CSGs may well arrive to join in the battle.

'All this leaves China with no choice but to start and end the war with lightning speed,' said the source.

Politically, Summer Pulse is likely to be seen by many Chinese as naked intimidation.

'This is gunboat diplomacy in the 21st century,' the source remarked, adding that it would remind the Chinese people of their century-long deep humiliation by Western powers - and put Sino-US relations at peril.

Iraq is Worse Off Than Before the War Began, GAO Reports

WASHINGTON - In a few key areas - electricity, the judicial system and overall security - the Iraq that America handed back to its residents Monday is worse off than before the war began last year, according to calculations in a new General Accounting Office report released Tuesday.

The 105-page report by Congress' investigative arm offers a bleak assessment of Iraq after 14 months of U.S. military occupation. Among its findings:

- In 13 of Iraq's 18 provinces, electricity was available fewer hours per day on average last month than before the war. Nearly 20 million of Iraq's 26 million people live in those provinces.

- Only $13.7 billion of the $58 billion pledged and allocated worldwide to rebuild Iraq has been spent, with another $10 billion about to be spent. The biggest chunk of that money has been used to run Iraq's ministry operations.

- The country's court system is more clogged than before the war, and judges are frequent targets of assassination attempts.

- The new Iraqi civil defense, police and overall security units are suffering from mass desertions, are poorly trained and ill-equipped.

-The number of what the now-disbanded Coalition Provisional Authority called significant insurgent attacks skyrocketed from 411 in February to 1,169 in May. CLIP

I've just watched the Michael Moore documentary, Fahrenheit 9/11, on its first day of public screening in the United States.

First of all, it is great to see that information kept from the people, basic as it is in this documentary, is being made available to counter some of the massive bias in the mainstream media. To Americans who know nothing about the political and media manipulation it will be a revelation, but those who have done a modicum of research will find little here to increase their awareness.

The documentary misses an enormous opportunity to reveal the true scale of the conspiracy behind 9/11 and current events. It reveals that Bush is a lazy, incompetent fool; that the bombing of Iraq caused horrific civilian casualties; that US troops are being killed and maimed to defend an invasion justified by a Big Lie; that the parents of those civilians and troops suffer unspeakable emotional trauma from losing their loved ones; that Bush was scammed into power at the last election; that the Bush family has serious connections to the Bin Laden family and the Saudi royals; and that the corporate cartels make fortunes both from supplying the weapons to destroy cities and infrastructure and then by 're-building' the devastated countries and seizing control of their resources, like oil.

All this information needed to be included, of course, but it is widely available either by scanning a vast stream of Internet sites or often even through some parts of the mainstream media. In the case of Bush being a lazy, incompetent fool, you only need your eyes and a few brain cells.

I have seen BBC documentaries about the government/media slanting of the invasion of Iraq and the way the U.S. authorities are targeting the poor and jobless to join the military that tell the same story that Moore does.

Yes, it is good that Americans are getting a chance to see such material, but to justify the colossal hype this documentary has received it surely should have gone much further and produced background that would never be found in any mainstream media source. After all, it cannot be claimed that such information is not available to Michael Moore.

Most disappointing was the way he accepts and perpetutates the official 9/11 story that it was orchestrated by Osama bin Laden via 19 Arab terrorists, mostly Saudis, who learned to fly jumbo jets at one engine, two-seater, flying schools. This is blatantly ludicrous and the information to expose such nonsense can, once again, be found at a long list of 9/11 websites and books.

In fact, I sent a copy of Alice in Wonderland and the World Trade Center Disaster to Michael Moore some 18 months or so ago when he was speaking in London. Some of the most basic information in the book and on the Internet is included in the film, but the most important background to 9/11 is not even mentioned.

As with Bowling for Columbine, Moore picks an easy and obvious target while often massively missing the point. Getting rid of Bush is not going to change anything except the rhetoric and the presentation. The agenda will continue whichever of them should win. Where was the fact that both Bush and Kerry are initiates of the same elite and Skull and Bones Society, for example, which both refuse to talk about?

Any suggestion that Iraq was about more than just oil and money or that there is a conspiracy behind world events is not even mentioned, except for one contributor who tells us that there is no conspiracy to control the world. It is all just about money, he said.

Where was the story of the Project for the New American Century and its document that sets out the very agenda for global conquest involving Iraq, Iran, North Korea and China, etc., which the Bush administration has been slavishly following since it came to power under the control of the very people behind the PNAC? Where was the fact that the document said a year before 9/11 that its agenda would be slow to unfold 'absent some catastrophic and catalysing event like a new Pearl Harbor' and that after the 'new Pearl Harbor' of 9/11 those horrific attacks have been used to rapidly advance the PNAC agenda?

These were among many such glaring omissions.

I am delighted the movie is out there, disappointing as I found the depth of research, but the danger is that people will think they now know the information that has been kept from them and therefore fail to realise that Moore has about 2% of the real background to global events and control. Or that they will focus themselves on targeting and removing Bush when he is just a puppet and Kerry would be another.

Outside the theatre where I watched the documentary there were activists seeking to use it to attract support for anti-Bush campaigns and to register to vote when the system is so rigged that voting is a quaint irrelevance.

Michael Moore could have used his high public profile and film-making resources to show people the far more fundamental background to global control, the emerging global fascist state, and the real road to freedom.

Instead, unless people realise this is only part - and a small part - of the story behind global events this movie will lead them into another cul-de-sac.

Fahrenheit 9/11 could have been a fantastic contribution to human understanding of the forces that manipulate the global population. Instead, I thought it was far too timid, limited and one-dimensional. It is worth seeing if you know nothing of the world beyond the official story, but what an opportunity lost.

If you are one of those who love what President Bush has done for this country and believe you must blindly follow the president to deserve to fly the flag, you should ask yourself some difficult questions about just how proud you are of the America we now inhabit: Are you proud that one in six children lives in poverty in America? Are you proud that 40 million adult Americans are functional illiterates? Are you proud that the bulk of the jobs being created these days are low- and minimum-wage jobs? Are you proud of asking your fellow Americans to live on $5.15 an hour? Are you proud that, according to a National Geographic Society survey, 85% of young adult Americans cannot find Iraq on the map (and 11% cannot find the United States!)? Are you proud that the rest of the world, which poured out its heart to us after Sept. 11, now looks at us with disdain and disgust? Are you proud that nearly 3 billion people on this planet do not have access to clean drinking water when we have the resources and technology to remedy this immediately? Are you proud of the fact that our president sent our soldiers off to a war that had nothing to do with the self-defense of this country? If these things represent what it means to be an American these days -- and I am an American -- should I hang my head in shame? No. Instead, I intend to perform what I believe is my patriotic duty. I can't think of a more American thing to do than raise questions -- and demand truthful answers -- when our leader wants to send our sons and daughters off to die in a war.
