Irish create a 'ring of steel' for Bush visit (June 25)
George Bush’s visit to the Irish Republic has prompted an unprecedented £2.1m security operation GEORGE Bush flew into Ireland last night for talks with European leaders amid the biggest security operation in the history of the state. As the United States president and his wife, Laura, waved from the steps of Air Force One, the public and anti-war protesters were kept well away from the remote runway at Shannon Airport in County Clare. More than 2,000 troops and heavy armoured vehicles surrounded the airport’s perimeter fence and military helicopters patrolled overhead in an unprecedented operation. Hundreds of Gardai formed a line in front of 1,200 protesters, who marched from Shannon town centre to within 100 yards of the airport, in a protest which passed off peacefully. Mr Bush was due to remain in the Republic for just 18 hours, nevertheless his visit will cost the Irish government 3 million (£2.1 million). CLIP

Green Follies (June 23, 2004)
A shocking scenario is unfolding before our eyes which, if carried through, will constitute the greatest mistake made by the left in many years. A small but very determined fraction of the Green Party is prepared to package Ralph Nader with Peter Camejo, the Green Gubernatorial candidate in California in 2002 and Nader's just-announced Vice-Presidential choice, in a drive to capture the Green's "endorsement" (Nader is not eligible for the party's nomination) in the upcoming national convention this weekend in Milwaukee. Camejo's presence on the ticket undercuts the objection that Nader has no real connection to the party's base, and it touched off the internet equivalent of jubilation on the lists controlled by Greens of this persuasion. "Imagine hundreds of thousands of Greens hitting the streets all across the country energized by the strongest progressive ticket in a generation," waxed one such Naderite, omitting to ponder the fact that a strenuous petition campaign for Nader barely managed to clear 300 signatures among Greens. But in one of those flukes tossed up from time to time by history, it may actually turn out that a tiny coterie could squeeze an endorsement out of the convention . . . which could turn over the 22 state ballot lines controlled by the Greens to Nader/Camejo . . . which could result in toss-up states like Oregon, Wisconsin and New Mexico going over to the Republicans . . . which could give us four more years of you-know-who. Nader has been straining to argue that he will pull in as many disaffected Republican as Democratic votes. But the selection of a Vice-Presidential candidate demonstrably to his left puts the quietus to that dubious line of reasoning. The only practical "success" he can now have will be to bring W. back to the White House. (...) Nader seems incapable of grasping this qualitative distinction, and his loyal band of Greens goes along, caught up, for the third time, no less, in hero worship, and oblivious to the fact that the essential principle of Green politics is grassroots democracy. The Greens have a perfectly respectable candidate in David Cobb, who rose through the ranks. But because Cobb has shown some sensitivity to the extreme danger posed by another Bush administration, the Naderites attack him as a virtual agent of the Democratic Party as they fantasize about the great social movement Ralph Nader is going to unleash in America. A lose-lose situation looms. To the extent that Nader succeeds, so does Bush. And in any case, the left will emerge weaker and more divided from this Quixotic escapade. Once again the left has become its own worst enemy.

The predatory policies of the world's de facto government (June 22, 2004)
You don't have to look much further to see that Washington intends to act as a de facto world government than Bush administration lawyers arguing the president isn't bound by US or international laws that prohibit the use of torture. In this, and in other ways, it is understood that the president is free to act according to his own laws, defined by reference to national security interests, and senior to all others, including the UN Charter, the Nuremberg Laws, the Geneva Conventions and numerous other international treaties and protocols. There is much US public sympathy for the view that the president should do what is necessary to defend national security interests, even if what is necessary is harsh, and even illegal. But there is precious little understanding of what the term national security means. It seems to suggest security of the person against unprovoked aggression from abroad, but if so, one could be forgiven for scratching his head over how it is that the US has vital security interests in so many places, from Southeast Asia, to Africa, to Central Asia, to Latin America, to Europe, to...well, to everywhere. Are there really people in all these places plotting harm to US citizens out of malice? What national security interests are at stake in Iraq? CLIP

Unsettling signs (June 21, 2004)
For the last three months, contrarian economists have been looking at the Fed's wild and crazy increase of the M3 money supply, which has been jacked up by $1.4 trillion since January, and wondering what in the world is going on. It has led some to conclude that the Fed is aware of an imminent disaster approaching as the Fed usually only cranks the printing presses up to high after an event like 9-11 or the 1987 Long-Term Capital Management disaster. But what sort of event can you expect and plan for months in advance? Consider the other evidence. Last November, during a visit to Washington, Israeli Defense Minister Shaul Mofaz warned that Iran would reach a "point of no return" in its nuclear program within a year. On May 6, the House of Representatives passed a resolution to authorize pre-emptive military strikes against Iran, 376-3. On March 10, France, Germany and the U.K. "sharply criticized" Iran in a resolution presented to the United Nation's atomic agency, which is rather more than the cheese-eating surrender monkeys and the schnitzel-snarfing stormtrooper spawn were willing to do to Iraq. Report: Israel operating hundreds of agents in northern Iraq (June 22)
WASHINGTON - Israel operates hundreds of agents in the Kurdish areas in northern Iraq, according to a report published in the upcoming issue of The New Yorker magazine. In an interview to CNN on Sunday, reporter Seymour Hersh said that hundreds of Israelis, some of them Mossad agents, are operating in the region in order to collect information on Iran's nuclear program and monitor events in Syria. According to the report, Israel in the past has had many ties with the Kurds, which with the fall of Saddam Hussein's regime are currently being renewed. Israel is not confident of the success of the American program for the stabilization of the country, the report says, and that is why it is interested in setting up independent connections in the region. Israelis operating in the region are also attempting to assist Kurds living in Syria, the report says.

Shell Oil Chief Admits Grave Fears For The Planet 'Confession' Shocks Industry (June 17)
The Guardian - UK 6-17-4 The head of one of the world's biggest oil companies has admitted that the threat of climate change makes him "really very worried for the planet". In an interview in today's Guardian Life section, Ron Oxburgh, chairman of Shell, says we urgently need to capture emissions of the greenhouse gas carbon dioxide, which scientists think contribute to global warming, and store them underground - a technique called carbon sequestration. "Sequestration is difficult, but if we don't have sequestration then I see very little hope for the world,"said Lord Oxburgh. "No one can be comfortable at the prospect of continuing to pump out the amounts of carbon dioxide that we are pumping out at present ... with consequences that we really can't predict but are probably not good." His comments will enrage many in the oil industry, which is targeted by climate change campaigners because the use of its products spews out huge quantities of carbon dioxide, most visibly from vehicle exhausts. His words follow those of the government's chief science adviser, David King, who said in January that climate change posed a bigger threat to the world than terrorism. CLIP

BOULDER, Colorado - A powerful new supercomputer climate modeling system at the National Center for Atmospheric Research (NCAR) has found that global temperatures may rise more than previous projections if humans continue to emit large quantities of carbon dioxide into the atmosphere. CCSM3 is one of the world's leading general circulation climate models, sophisticated computer tools that incorporate phenomena ranging from the effect that volcanic eruptions have on temperature patterns to the impact of shifting sea ice on sunlight absorbed by the oceans. Climate models work by solving mathematical formulas, which represent the chemical and physical processes that drive Earth's climate, for thousands of points in the atmosphere, oceans, sea ice, and land surface.CCSM3 is so complex that it requires about three trillion computer calculations to simulate a single day of global climate, NCAR explains. West's drought may be worst in 500 years (June 20)
Colorado River basin could see effects harsher than those of Dust Bowl - LAS VEGAS - The drought gripping the West could be the biggest in 500 years, with effects in the Colorado River basin considerably worse than during the Dust Bowl years, scientists at the U.S. Geological Survey said Thursday. "That we can now say with confidence," said Robert Webb, lead author of the new fact sheet. "Now I'm completely convinced." The Colorado River has been in a drought all of this decade, cutting an important source of water for millions of people across the West, including Southern California. Environmental groups said the report reinforces the need to figure out a better way to manage the Colorado River before reservoirs run dry. "The water managers, they just continue to pray for rain," said Owen Lammers, director of Living Rivers and Colorado River keeper. "They just say, well, we hope that things change and we see rain." WASHINGTON, DC, - The U.S. government is ill prepared to confront increasingly severe water shortages across the country and should make a new commitment to water research and governance, water experts warn in a new report. Water research is fragmented among 20 federal agencies and is poorly coordinated, according to a new study from the National Academies of Science sponsored by the U.S. Geological Survey (USGS). The report comes on the heels of an announcement by USGS scientists Friday that the parched Interior West could be the driest it has been in 500 years. A decade of drought has produced the lowest flow on record in the 1,400 mile long Colorado River, which provides drinking water to Phoenix and Las Vegas. USGS scientists said Sunday that drought continues to affect a broad area of the West, from the Central Plains into the Northern Rockies, and has now moved into the Southeast.

Two red tides of algae have engulfed more than 5,000 sq km of the northeast sea, forming the largest toxic slick in history of Bohai sea, the area closest to Pechino, and threatening to contaminate important fishing waters.One tide started on Friday near the mouth of the Yellow River, the mainland's second longest, affecting an area of 1,850 sq km. The other tide started on Saturday in the middle, east and north of the Bohai Sea, affecting 3,200 sq km, the State Oceanic Administration said on Tuesday. "These red tides are a sort of biological cancer because they threaten environmental quality, aquatic life forms and even human life," said Zhao Zhangyuan, of the Chinese Research Academy of Environmental Sciences. The toxic slicks consist of a densely populated algae bloom that breeds in abundance, and consumes urban pollution, industrial discharge, farm waste and fertiliser run-off that flows into coastal waters from rivers and streams.Their large presence in the sea saps the water of oxygen while producing toxins that can paralyse fish and contaminate seafood. The administration urged authorities in Liaoning, Hebei, Tianjin and Shandong, which all lie along the Bohai coast, to monitor the algae and ensure all seafood was free of toxins before being sent to market. "Red tides are just one of the environmental problems the mainland is facing. It will lead to an unimaginable disaster if no clever action is taken quickly ... and the government has been slow to act," said Mr Zhao. Another urgent problem to solve is desertification. According to Xinhua, more than 1.7 million sq km -- 18.2 per cent of the mainland's land area -- is now classified as desert and the area is expanding at an alarming pace -- 3,464 sq km a year, compared with 2,460 sq km in 1994. The last compilation was fabulous. I especially was moved by the story by Lynn Smith. Yes, I think we are getting to the "promised land."

Incidentally, when I turned on the radio this morning, I heard an African-American New York City council member or (perhaps he's running for office) addressing a hip hop convention in Newark, New Jersey. And he told the people at the convention that we need to have a new system of voting in the U.S. One in which we do not vote out of fear or vote for the lesser of two evils. He said that there should be a third category, none of the above and if most of the votes go to none of the above, then we need to start the election process from scratch with new candidates. What a wonderful idea! Of course, he could have said, vote for Kucinich instead of Kerry or Bush.

Moore’s Magic: 9/11 Electrifies

Michael Moore leaves no turn unstoned. There are multitudes of shattering, seminal moments in his brilliant Bush-whacking documentary, Fahrenheit 9/11, that reveal more about the cynicism, greed and ineptitude in the U.S. government than you will ever learn from any sound bite on the right-wing late-night cable-channel blabfests, but one will stay with me forever. Forget about the "official" reports from the White House about the activities of George W. Bush on the fateful morning of Sept. 11, insisting he learned about the Al Qaeda attacks while meeting with Florida pre-schoolers and quickly dashed from the room to save the country. The truth, it is now revealed, is that he was informed of the first attack on the World Trade Center before he even entered the schoolroom, and he decided to continue with his photo-op anyway. There he is on camera when Andrew Card informs him of the second plane and utters the fatal words, "We’re under attack!"—but he continues to read My Pet Goat for another seven minutes, his eyes sliding sideways in his puzzled face, like a moron looking for a bathroom, until his staff insists that he leave. (He stayed for another half hour.) If nothing else, that defining moment says volumes about what we can expect from the President of the U.S. in the center of a supreme, history-altering crisis: He’s just clueless.

There are other moments that will impact some viewers and polarize others. So many, in fact, that you watch Fahrenheit 9/11 with disbelief, and leave shaking with rage. Sometimes sarcastic, always funny, Mr. Moore is armed with facts, and he presents them accurately and succinctly. The controversial filmmaker stated on the Today show that White House mouthpieces have denounced the film as "outrageously false" without seeing it, and right-wing Republicans have charged Mr. Moore with staging a "left-wing conspiracy" to influence the forthcoming election. Well, duh. For years, reactionary conservatives have been famous for staging right-wing conspiracies of their own to disgrace and discredit elected Democratic public officials. Maybe this is payback time. Whatever it is, everyone should see Fahrenheit 9/11 first—before debating the issues. The purpose of any documentary is to influence opinion. But instead of the customarily droning voice that comments on the action and tells you what to think, this one asks tough, logical questions, gets rational answers, and never loses its entertainment value.

Mr. Moore, who has tackled corporate greed (Roger & Me) and gun control (Bowling for Columbine), now feels driven and obligated to strip the façade from a swaggering, bow-legged, grammatically challenged bully and a cabinet that is beginning to look more like the Third Reich every day. He accuses them of lying about their motivations for declaring war against Iraq, a country that never threatened America in the first place, killing thousands of innocent civilians in retaliation for the acts of 9/11 aggression, although not one of the terrorists was from Iraq, and killing more than 800 of our own American kids (all from ethnic or working-class families). Nobody denies that Saddam Hussein was a monster, but not the Iraqi women and children who have been "saved" from one villain only to be burned and shot and maimed for life without arms and legs by villains in a different uniform. At the same time, Mr. Moore shows Mr. Bush justifying American atrocities against Saddam Hussein by actually saying to the camera, "He tried to kill my daddy." Like his daddy, he knows he might also get kicked out of the White House after serving only one term. Still, he pursues a war that is losing the "hearts and minds" of even the boys who fight it (the interviews with our soldiers on the front lines will make you weep) while earning the U.S. unprecedented heights of global hatred and distrust, even from long-standing allies. And he does it on the golf course, ignoring the pressing domestic issues of health care, education, Social Security, unemployment and the economy while instructing frustrated reporters to watch his next drive. (In his first eight months in office, he was on vacation 42 percent of the time.) Meanwhile the current occupants of the White House, bolstered by an irresponsible press that has never bothered to ask the right questions, have courted public support by hammering home the kind of fear and born-again religious ideology that keep people subservient and paralyzed. Mr. Moore is saying that in the lineup of fear factors, terrorists and sinners may have replaced Communists and beatniks, but if you keep the people frightened enough, the bully always wins.

The movie begins with the awesome night in 2000 when the U. S. Supreme Court decided the election, not the American voters, then unveils footage that was never reported on TV of the Bush inauguration limousine being pelted with raw eggs. Instead of the traditional walk to 1600 Pennsylvania Avenue, he was so afraid to leave the car that he became the first President in history who was forced to sneak into the White House through a back door.

It was downhill from there, and Mr. Moore has obtained amazing film to illustrate the graphic two-hour slam-dunk that follows. In the wimpy reportage that has dominated the media for four years, very few journalists have bothered to investigate the shroud of secrecy surrounding the Bush Presidency that keeps the people ignorant, to write about it, to explain it. Mr. Moore does it with wit and cleverness. There’s no doubt that he would do anything to prevent a Bush re-election, but there is no conjecture here. No embellishment. He doesn’t need any. Dubya & Co. are easy targets: Mr. Moore simply turns on his cameras and lets them hang themselves. He proves the $1.5 billion in profits the Bush clan has made from oil interests of the family of Osama bin Laden, the real perpetrator of the 9/11 disaster, then asks why, when all aircraft were grounded after 9/11, the White House allowed several planes to fly around the country picking up the bin Laden family and protectively escorting 142 Saudis out of the country without interrogation, overruling the protests of the F.B.I. You can say, "Yes, but his family has denounced Osama, so what’s the problem?" The problem is that the Bushes, père et fils, were in business with his family at the same time that Osama was under surveillance as a suspected Al Qaeda terrorist and neglected to make a full disclosure.

Mr. Moore also reveals Dubya’s military records, blotting out the name of a fellow pilot whose flight status was suspended for refusing to take a physical exam. The friend Bush was trying to protect turns out to be James R. Bath, who both managed the U.S. financial investments of the bin Laden regime and bankrolled the various oil interests of the Bush brigade. Cut to Dubya, arrogantly stating: "Access is power." Then, when he was investigated by the S.E.C., the man who got Bush out of hot water, Robert W. Jordan, was later appointed ambassador to—you guessed it—Saudi Arabia. The ironies pile up like body bags.

Now that the merde has hit the oscillator, so to speak, Mr. Moore charges that the Bush administration is still trying to hide evidence of its own stupidity by censoring 28 pages of the independent report by the 9/11 commission. If you don’t gasp at the sight of Mr. Bush dining with the Saudi ambassador with part of the Pentagon in flames in the background, this movie is not for you. No need to talk about the President welcoming the Taliban to the State Department, knowing they were harboring the man who bombed the U.S.S. Cole. No need to go into the plans to build an underground pipeline through Afghanistan pumping money into a company owned by Vice President Dick Cheney. Alarmingly, it’s all gone unreported by an irresponsible press corps. With $860 billion currently invested by the Saudis in American business, no wonder our tax money pays for a six-man detail to protect the Saudi ambassador in Washington. But why does it take Michael Moore to tell us? This is all very dispiriting. But unless you’ve lost your sense of humor completely, you’ve just gotta laugh when Mr. Moore intercuts Mr. Bush’s tough talk from cowboy movies with actual footage of the corny cowboys in those movies saying exactly the same things.

I’ve hardly scratched the surface of this electrifying documentary. Mr. Moore even cruises through Washington reading from a loudspeaker the idiotic USA PATRIOT Act—hastily passed by Congress without ever reading it—and chronicling the lunacy it has inspired: groups and individuals harassed by cops for holding private club meetings, a woman who was refused admittance to an airplane because she was carrying breast milk. All diversionary tactics, says Mr. Moore, to distract the American people from viewing the corpses sent home from Iraq for funerals that have never once been attended by President George W. Bush, or debunking the myth of "weapons of mass destruction." People of all ages are shown voicing doubts about the kids who have died in a questionable war with no end in sight, and for what? Bush says, "Defending freedom." This movie says, "Making money." And talk about imbalance. Fact: Out of 535 members of Congress, only one has a child serving in Iraq. One of the most telling scenes in Fahrenheit 9/11 is Michael Moore, standing outside the U.S. Senate with a microphone, trying to convince members of Congress to enlist their own children for the war. Not a single Senator or Representative is willing to send his own children into harm’s way. This is one of the few scenes in which the director appears at length. One of the things that makes this movie better and more convincing than his previous films is the way Mr. Moore stays mostly in the background, compiling facts and letting the evidence speak for itself.

The Cannes cognoscenti and the limousine liberals have already declared Fahrenheit 9/11 the blockbuster documentary of the year. Who knows how it will play in Punkin Crick? I think it should be required viewing for every American, but as usual, I fear the people who could learn the most from the issues it raises will avoid it like a fund-raiser for free abortions. Mr. Moore’s opponents will label it ideologically fueled partisan agitprop, which it is, but any visionary who tries to cultivate change is destined to harvest adversaries. With his usual fury channeled and under control, Mr. Moore sets out to prick, probe and sound a wake-up call in an emotionally charged election year where the truth has been buried six feet under, and succeeds with humor and bite. The result is undeniably galvanizing, immensely watchable and damned good filmmaking. If it convinces one nonvoter to think, it will serve a purpose. The saddest and most infuriating thing I learned from Fahrenheit 9/11 is not the political hackwork, but the reality of what a lightweight the President is in the context of American history. George W. Bush may be the first President of the U.S. who has brainwashed himself.

We've had an extraordinary weekend and I want to share what's happened. In Texas, the Texas State Democratic Party has included in its platform the Department of Peace. It was a major development brought about by the work of hundreds of our volunteers on the floor of the state convention in Texas, and it's a real credit to their work and also to the rising sentiment across this country that America MUST take a new direction - that it's no longer adequate to just approach these problems with the same mindset with which the problems were created.

That is, that we have to get out of Iraq. We have to bring our troops home. And we have to take a new direction in our society that turns away from violence as an instrument of policy, that works to make non-violence inevitable, that works to make war a thing of the past.

And so, when Texas stood up and approved the Department of Peace in the Texas State Democratic Platform it marked a milestone in our efforts. Texas has joined Oregon, Washington and Colorado in passing resolutions in favor of the Department of Peace.

And it's significant that it comes at a time when this great debate is still going on in America about the direction our Democratic party should take. You know and I know that it's been our efforts that have kept alive the debate. And you know that it's just a little more than a month to the Convention.

I want you to know that your efforts have been so important in helping us guide this entire campaign. As we move towards the Convention we're hearing from people all over the country who are expressing their appreciation for our continuing in the race.

So what I'm asking you to do is this: help us send more people to Boston. Help us to get volunteers from all across the country to participate in a week of rallies and workshops so that we can keep organizing, so that we can help our Democratic Party be strong for peace. Help us get ready for the hearings in Miami on the 9th and 10th of July.

You know, we still need to raise about $300,000 from now through the end of the Convention. And you can help us do that. So whatever you've given before, please continue to help us to complete our work here.

I'm so proud of everything that each of you has done to help make this campaign possible. And as you know my ongoing committment is steadfast. I'm there for you. I need you there for me. If that's correct about Dr. Fox's legal problems, I'm sorry but not surprised. For several year I worked with the medical establishment in the management end for both the Army and Air Force Surgeons General and later at the American College of Physicians (the organization that represents all Internal Medicine physicians), so I know firsthand the professional jealousy and ostracism of those who step outside the traditional approaches or anyone whose "alternative therapies" threaten the establishment.

I've heard about people who have encountered these blackballing or legal sanctions. It's been speculated that the powers at the pharmaceutical companies control the FDA and the organizations that govern medical practice. Our government's current attempts to prohibit us from buying drugs in Canada or elsewhere at far lower prices than here and the new drug provision in Medicare are outrageous. Also the effort to label vitamins and dietary supplements as drugs is designed to further solidify this power group's control over our choices, so it seems pretty conclusive that the speculation is well founded.

I should also add that the DNA 'research' that she reported on at the Mexico conference has never been seen or reproduced by anyone anywhere and is generally considered to be bogus, and that she is considered to have been taking advantage of the new agers who were looking for such developments based on various channellings for her own self-agrandisement.

And I should point out that the channellings about increasing of DNA to 12 strands is only a metaphor for the ascension of the Soul and Its human body ~ which becomes perfectly united with the Light Body ~ and that the channellings about returning to the original 12 strand DNA are also metaphorical, meaning the return to the original Higher Light Body of Soul/Spirit ~ no physical evidence exists that there ever was any 12 strand DNA anywhere at anytime.

You may know that there is a recent book which explains that all of this new age focus on DNA is in fact just a metaphor for the Soul ~ and perhaps I should also add that channellings about the DNA evolving into a crystalline molecule are also only metaphorical in the above sense of ascension into the perfection of Light Body, etc. ~

From a purely biochemical standpoint it is ludicrous.

S: I'm not aware of this book, but are one person's interpretations really a sound basis for believing that physical changes due to light absorption are only metaphorical for spiritual enlightenment? It's hard to imagine what that author's agenda is.

As far back as January 1997, Matthew (then speaking within a group mind) has spoken about the physical changes that the additional light is effecting. You know that I rarely read other channel's material, but a number of the messages I have read (usually because they are forwarded with a request for M's take on a specific aspect of the information) also state that actual physical changes are taking place in light receptive people. I've seen several reports about the DNA differences in Indigo and Crystal children and even in some adults, but I've deleted them after reading. It makes sense that if we're designed physiologically to live in third density, our surviving physically in higher vibrations requires adjustments, doesn't it?

A New Democratic The New Democrats are the most likely to Partyestablish an independent and peacekeeping defence policy for Canada.

B+ Bloc Québécois The Bloc Québécois' defence policy will use a common-sense approach that builds upon the traditional pacifist sentiment in Quebec.

B Green Party The Green Party seeks a rapid response force of ìeco-warriors.î

C Liberal Party Liberals will build up the military to satisfy Americans, while promising Canadians that the battle tanks and smart bombs will only be used for “peacekeeping.”

D Conservative PartyConservatives will build up the Canadian Forces so they are better suited to help the U.S.-led War on Terrorism.

Many Canadians had hoped that this election would focus on Canada's role in the world, especially since Canada seems to be caught between our traditional role as diplomat and peacekeeper and the bellicose worldview espoused by the United States government.

Unfortunately the issue of defence spending largely overtook the more important discussion of defence and foreign policies. This election, voters were treated to an ìarms raceî of military spending promises and creative fictions from party leaders about support for the war on Iraq and the weaponization of space.

But through all of the chatter of sound bites and kilometres of newspaper columns and mounds of campaign brochures, some distinctly different visions of Canada's role in the world have begun to emerge for consideration by voters.

Will The Commissioners Cave?

Amid the feeding frenzy over last week’s staff report of the 9/11 commission, the press downplayed an important fact: the report was produced by the staff and not the commissioners themselves. This matters greatly as we approach the July 26 deadline for the commission’s final report. The Democratic commissioners are saying the staff report reflects the commission’s findings, while the Republican commissioners disagree. McGovern, a former CIA analyst, explains the partisan wrangling we can expect during the next month.

Ray McGovern, a CIA analyst for 27 years, is co-founder of Veteran Intelligence Professionals for Sanity.

Will the Sept. 11 Commission follow the example set by Congress and the Intelligence Community and let itself be intimidated by Vice President Dick Cheney?

Now that the commission’s staff report has pulled the rug out from under the notion so successfully fostered by the administration that Iraq played a role in the attacks of 9/11, no one should be surprised if the commissioners pull the rug out from under the staff. There are disquieting signs that this has already begun to happen.

The stakes could not be higher for the president and vice president. Arguably, the commission is in position to play in 2004 a role analogous to that played by the Supreme Court in 2000 in ensuring the election of George W. Bush and Cheney. This, I believe, accounts for the dyspeptic reaction of the two to the staff report and the press play accorded it last week.

New York Times pundit William Safire is also outraged. In his column today he lashes out at the commission chairman, Republican Tom Kean, and the vice chairman, Democrat Lee Hamilton, for letting themselves be “jerked around by a manipulative staff.” Safire drives home the point that the staff conclusion concerning Iraq and 9/11 was “not a judgment of the panel of commissioners,” but rather “an interim report of the commission’s runaway staff.”

Republican Commissioners Fall Into Line

Appearing Sunday on ABC’s This Week, Sept. 11 commission chairman Kean fell in line, saying repeatedly that the staff report is only an “interim report.” Not only did he note it is “not finished,” the commissioners themselves have not been involved in it so far and the final report will include whatever “new information” becomes available.

It is not hard to see what is coming. On Thursday Cheney told the press that he “probably” had more intelligence information than had been made available to the commission. Commissioner John Lehman, another Republican stalwart, told Meet the Press Sunday “the vice president was right when he said that he may have things that we don’t have. And we are now in the process of getting the latest intelligence.”

Flash back, if you dare, to other “intelligence” promoted by Cheney: the aluminum tubes that turned out not to be suitable for fashioning nuclear materials after all; the mobile “biological warfare labs” that produced nothing more lethal than hydrogen for weather balloons; the infamous report, based on forged documents, alleging that Iraq was seeking uranium in Africa.

Eddie, this applies to you, sir: Professional people over the age of 26 are likely to be put into the military for their professional skills. Why would anyone bother to start a new political party? It's no small task, to connect with people across a country, define common cause and then attempt to breach the well guarded access to public communications.

The motivation behind the Green Party's emergence is compelling. Since industrialization began, society has focused on building productive machinery, hooking it up to energy sources and cranking out ever expanding volumes of material goods. Until now, politicians of all stripes have made their careers by promising ever greater volumes of gross product for their electors.

The continuous expansion of the industrial process has brought about a fundamental change in our relationship with the Earth.

When industrialization began, people numbered a few hundred million. Today there are over six thousand million of us. Furthermore, each of us today, on average, consume a far greater volume of natural resources and produce a correspondingly greater amount of waste. In the last fifty years, our waste has increasingly contained dangerous manufactured chemicals. The change in human impact is huge.

At a time when human activity is disrupting everything from the diversity of life forms to the global climate, what sense is there in continuing to accelerate expansion?

Rather than disperse what remains of the natural world for political and economic gain, effective government should be reorganizing the system to encourage non-destructive practices. The need for change is doubly obvious when we see decisions being made on the blind assumption that expanding the flow of money (GDP) will increase well-being. This is what globalization is about. It inflates GDP, but that money has little to do with the well-being of most people. What use is the GDP measure when it sees no difference between money spent cleaning up disasters brought on by our waste and money spent educating the next generation. Indeed, education, along with health care are often sacrificed to feed the "needs" of capital growth.

Green governance would start with a Genuine Progress Index (GPI). In addition to the traditional measurements of economic performance: GDP and rates of employment, a GPI would measure job satisfaction and dependency of foreign investment. It would also measure the value of unpaid work in homes and communities, resource stocks, pollution levels, the durability of goods, the nutritional quality of food, levels of education, public participation in decision making, rates of crime, signs of equity and inequity and other factors which Canadians feel indicate improvements in, or deterioration of their well-being.

A Green government would follow by lowering taxes on employment and would replace the diminished revenue with taxes on resource drawdown and pollution. Phased in over a number of years, this would have the effect of making it less expensive to employ people and more expensive to waste resources and pollute. In the meantime, public resources would be allocated in ways to encourage renewable energy, conservation, pollution reduction, local employment, preventative health care, participatory democracy and education.

While consumption and waste have to be managed within limits, education and preventative health care offer unlimited opportunities for improving well-being. These public services are based primarily on good will, sharing of information and caring for each other. The obsolescence of the old political priorities is revealed when these activities are discounted because they do not make the economy grow.

What is life for? Are we born to shop until we drop? Or would we actually derive more satisfaction from clean air and water, quality food and time to spend with friends. Genuine progress is progress which leaves the world intact for the generations that follow.

If your vote counted, would you vote for the Party that offers to lead Canada toward a healthy relationship with the land and life? Take the leap of faith and the Green Party will take steps to establish proportional representation (PR). PR means that the seats in Parliament would be filled in proportions matching the votes cast. Majority power could no longer be exercised without a majority of votes. Your vote could be used to express how you feel the country should be run rather than as a weapon to deter unsavory parties and politicians. Parliament would become a place for debating issues from different perspectives, rather than a setting for opportunism and categorical opposition.

Consider the possibilities.
