A Way Out

Every foreign military invasion has a pre-defined end called withdrawal. The hideous Israeli incursion of internationally recognized Palestinian territories is no exception. Every military operation has a defined political goal, yet Sharon seems to be keeping this a secret from his cabinet, the Israeli people, indeed, the world.
Tomorrow, next week, next month, next year, Israel will need to decide to which border they will withdraw their troops. Israel can choose to move back to one of the hundreds of its self-defined 'security' borders, or they can, once and for all, choose to end the never-ending spiral of violence by finally implementing UN resolutions and withdrawing back to the June 4, 1967 borders, thus closing one chapter of its senseless military occupation.
The infamous Israeli Prime Minister, Ariel Sharon, knows this very well and he also knows that his time is limited in rampaging Palestinian cities, institutions and lives. The fact of the matter is that US-armed Israel can occupy, and re-occupy Palestinian lands over and over, and under any media slogan that fits the times, but will never rid itself of the legitimate Palestinian resistance to end the illegal Israeli occupation that has haunted it and the world for 37 years now.
Palestinians went to Madrid, Oslo, Camp David and Taba and extended the greatest concession ever voluntarily made by an indigenous people -- to relinquish 78% of their ancestral homeland so Jews around the world could fulfill their own dream of a homeland. In return, the world community expected the Israeli occupiers to dismantle its illegal occupation on the 22% of Palestinian lands that remained, the West Bank, Gaza Strip and East Jerusalem. What Palestinians received instead was a package of Israeli aggression like never before.
Israeli policy makers have become blinded by the suicide bombings to the point that they cannot comprehend that their own, home-made, military occupation of Palestinian lands is generating, not only suicide bombers, but a united community that is increasingly feeling that any future co-existence may be impossible given the deafening silence of the Israeli public-opinion toward the continuing occupation. Suicide bombings are totally immoral and serve no strategic goal, but have been totally successful in feeding into the political plans of maniac military professionals like Ariel Sharon and Shimon Peres.
Well-oiled public relation campaigns are emanating from Washington and Tel Aviv to portray the Palestinian victim as the rapist and the Israeli rapist as a poor soul with a dire need for a security fix. In spite of this, Palestinians are going out of their way to facilitate the entry of Israel into the Middle East as an equal, legitimate entity and a partner for the future. Now with the Arab League offer for normalization with Israel if UN resolutions are implemented, the Arab World too, as a whole, is giving Israel a respectable way out as well. Unfortunately, Sharon and Peres are missing this once in a lifetime opportunity and would rather turn every single Palestinian citizens life upside down hoping for mass submission, which will never come.
History will judge the Palestinian leadership on its political wisdom, but Israel cannot wait for history. Israel must choose today between peace on internationally recognized terms with the dispossessed indigenous people of their State or face another half-century of isolation with the backdrop of a rapidly encroaching demographics dilemma.
For our part, we as two citizens of this troubled region, offer President Bush and his Administration, a history book of Palestine and the Palestinians. For the Palestinian and Israeli leaderships, their part starts with an Israeli withdrawal to the 1967 borders and a Palestinian commitment to remain committed -- which Mr. Arafat amazingly still is even under gunfire -- to resolving the remaining issues of refugees, settlements, and security in a new and improved peace process.
Today, we write not as colleagues, but as a Palestinian living under Israeli attack, a few hundred meters from Arafat's compound, and an Israeli, living a few hundred meters from one of the latest suicide bombings.
There is a way out.

Two sets of human shields are in use in the West Bank. The first is less than willing. The Israeli army, like some of the terrorist groups it has fought, has been taking hostages. Its soldiers have been propelling Palestinian civilians through the doors of suspect buildings, so that the gunmen they might harbour have to kill them first if they want to fight back.
The second set of human shields has deliberately placed itself in the line of fire. Since the army's offensive in the West Bank began, hundreds of Israeli peace campaigners and foreign activists have been seeking to put themselves in its way. At great personal risk, members of the International Solidarity Movement have sought to protect civilians by making hostages of themselves. It is a display of extraordinary courage and self-sacrifice. It is also the latest incarnation of a movement which just months ago was left for dead.
The movement to which many of the peace activists risking their lives in Ramallah and Bethlehem belong has no name. Some people have called it an anti-globalisation or anti-corporate or anti-capitalist campaign. Others prefer to emphasise its positive agenda, calling it a democracy or internationalist movement. But, because they have always put practice first and theory second, its members have proved impossible to categorise. Whenever it appears to have assumed an identity outsiders believe they can grasp, it morphs into something else. It is driven by a new, responsive politics, informed not by ideology but by need.
After September 11, this nameless thing appeared to vanish as swiftly as it had emerged. The huge demonstrations planned for the end of September against the World Bank and IMF in Washington became a small and rather timorous march for peace. Most US activists, cowed by the new McCarthyism which has dominated American discourse since the attack on New York, kept their heads down. Commentators dismissed the movement as a passing fad which had rippled through the world's youth, as widespread and as insubstantial as Diet Coke or the Nike swoosh.
But those who dismissed it had failed to grasp either the seriousness of its intent or the breadth of its support. The television cameras always focused on a few hundred young men dressed in black and running riot, intercut occasionally with the wider carnival of protest. But they seldom permitted its participants to explain the sense of purpose which propelled them. So most outsiders failed to see that the commitment of many of the people involved in these protests is non-negotiable. The movement is no more likely to go away than the governments and corporations it confronts. Its survival is assured by its ability to become whatever it needs to be.
Last month 250,000 protesters travelled to Barcelona to contest the assault on employment laws and the public sector being led by Tony Blair, Silvio Berlusconi and Jose Maria Aznar. This month some of them moved to Palestine. Among those in the British contingent are people who have helped to run campaigns against corporate power, genetic engineering and climate change. They were joined this week by members of the Italian organisation Ya Basta, which helped to coordinate the protests in Genoa. For the movement which came of age in Seattle, the World Bank and the West Bank belong to the same political territory.
If the protesters simply shifted as a mob from one location to another, their efforts would be worse than useless. But one of the key lessons this rapidly maturing movement has learned is that protest is effective only if it builds on the efforts of specialists. Like most of the Earth's people, the foreigners on the West Bank became visible when they began to bleed (five British campaigners were injured last week by the Israeli army's illegal fragmentation bullets), but some outsiders have been working there for decades. New arrivals join long-established networks and do what they are told. Among the bullets and the bulldozers, the movement is discovering a courage long suspected but seldom tried.
Protesters have moved into the homes of people threatened with bombardment by the Israeli army, ensuring that the soldiers cannot attack Palestinians without attacking foreigners too. They have been sitting in the ambulances taking sick or injured people to hospital, in the hope of speeding their passage through Israeli checkpoints and preventing the soldiers from beating up the occupants. They have been trying to run convoys of food and medicine into neighbourhoods deprived of supplies; and seeking to encourage both sides to lay down their arms in favour of non-violent solutions. They are becoming, in other words, a sort of grassroots United Nations, trying with their puny resources to keep the promises their governments have broken.
Perhaps most importantly, the peace campaigners are the only foreign witnesses in some places to the atrocities being committed. Using alternative news networks such as Indymedia and Allsorts, they have been able to draw attention to events most journalists have missed.
They have seen how Palestinians, told by the Israeli army that the curfew had been lifted, have been either shot dead when they stepped outside or seized and used as human shields. They have witnessed the sacking of homes and the deliberate destruction of people's food supplies. They have seen ambulances and aid trucks being stopped and crushed. On March 28 one peace protester watched Israeli soldiers in jeeps hunting women and children who were fleeing across the fields on the outskirts of Ramallah, trying to shoot them down in cold blood. And, by becoming the story themselves, as they are beaten and shot, the foreigners have brought it home to people who were dismissive of the murder and maiming of indigenous civilians.
The movement's arrival on the West Bank is an organic development of its activities elsewhere. For years it has been contesting the destructive foreign policies of the world's most powerful governments, and the corresponding failures of the multilateral institutions to contain them. Rather than echo the thunderous but effete demand of commentators on both sides of the Atlantic that Yasser Arafat (a man currently unable to use a flushing toilet) should stamp out the terror in the Middle East, the campaigners are, as ever, addressing those who wield real power: Israel and the governments who supply the money and weaponry which permit it to occupy the West Bank. The movement has always been a pragmatic one, as ready to protest against Burma's treatment of its tribal people or China's dispossession of the Tibetans as the IMF's handling of Argentina. In Palestine, as elsewhere, it is seeking to place itself between power and those whom power afflicts.
Everyone else is demanding that somebody should do something about the conflict in the Middle East. The peace campaigners are doing it.

BILL MOYERS: Eileen Welsome learned just how hard it is to find out what government doesnt want us to know. She won a Pulitzer Prize for searching out secrets dating back fifty years, to the dawn of the atomic age.
EILEEN WELSOME (AUTHOR, THE PLUTONIUM FILES): I had come across a footnote in a scientific report describing 18 humans who had been injected with plutonium during the Manhattan Project.
MOYERS: The Manhattan Project created the first atomic bomb. To study the effects of radiation on human beings, scientists working on the bomb injected unsuspecting Americans with radioactive plutonium. It was all top secret.
WELSOME: The names of the scientists and the names of the patients were blacked out. And I was simply horrified. I wanted to find out who they were, why were they injected, did they develop cancer, did they have pain? What happened to them and why was it done?
MOYERS: She started her search in 1987. But the patients were identified only by number. Welsome wanted their names. So she turned to a law passed by Congress twenty years earlier to safeguard the publics right to know. Its called the Freedom of Information Act...also known as FOIA.
WELSOME: All of these individuals were found with the help of scraps of information that came from the FOIA request that I filed.

MOYERS: Once the tone was set, the policy followed. On November 1st of last year, President Bush quietly issued a sweeping Executive Order that - despite its title - effectively repealed the Presidential Records Act. Even some of his strongest supporters were taken aback.
CONGRESSMAN BURTON: We're talking about things that are not national security issues. Were talking about other issues that need to be explored and looked at very thoroughly.
MOYERS: Republican Dan Burton had fought to impeach Bill Clinton over White House secrets. Now, it is the President from his own party whose secrecy alarms him.
CONGRESMAN BURTON : The Executive Order very simply says that unless the previous President or the President want those documents from the archives released, they cannot be released unless whoever wants them goes to court to get them.
MOYERS: In other words, if a scholar, historian, teacher, or any citizen wants access to records of previous Presidents, a lawsuit is the only way to get it.
STANLEY KUTLER (PRESIDENTIAL HISTORIAN): And more than that - more than that - it's wonderful the kind of guarantees that are built in here. If, for example, some obscure history professor somewhere wishes to challenge a former Presidents refusal to release his materials and takes him to court, this Executive Order provides that the Department of Justice will defend the former President. You know, Richard Nixon spent a young fortune on lawyers for the better part of twenty years, much of which was spent resisting this kind of thing. Now, Richard Nixon had to pay for that himself, which explains why he wrote so many books to pay for these things. But its true. Its true. Now, here though, President Bush is giving legal cover to his predecessors.
BLANTON: Not only could the former President veto, the former President's kids, and representatives - and former Vice Presidents. This Executive Order is the first time that Vice Presidents have ever been given their own executive privilege, separate from the President. And I don't think it's exactly coincidence that the first Vice President who gets to use this new privilege is George W. Bush's father, from his tenure under Reagan.
President REAGAN (FROM TAPE): "To eliminate the widespread but mistaken perception that we have been exchanging arms for hostages, I have directed that no further sales of arms of any kind be sent to Iran."
REPORTER (FROM TAPE): Vice President Bush, did you know about the Contra aid, or not, sir?
MOYERS: Under the Presidential Records Act, tens of thousands of pages from the Reagan administration had been readied for release in January, 2001. That very month, George W. Bush, the son of Reagan's Vice President, was sworn in as President. Not only are his own father's papers now protected by the executive order, he will be able under the order to deny future scrutiny of his own administration.
KUTLER: I knew at the beginning of President Bush's term that the law was in some trouble because one of his aides said, well, twelve years may not be enough time. And I asked whether what do you need? Fifteen, twenty, twenty-five, a hundred? Or is any too many? And I think thats it. Any is too many.
KUTLER: And then September 11th happened. An Executive Order that Im sure had long been in the works came down. And it was justified in the name of national security, and in effect September 11th. And it has nothing to do with September 11th.
MOYERS: It wasn’t only the Presidential Records Act the current Bush administration set out to cripple. In a directive also drafted before September 11th, Attorney General John Aschroft encouraged federal agencies to resist Freedom of Information requests.
BLANTON: On October 12th, Attorney General Ashcroft sent around a memo to all the agencies. And the memo simply said, If you can find any good reason, legal reason the exact phrase was "sound legal basis" for withholding information, we'll back you up.

TOM BLANTON: The peoples right to know is on the run right now. We have an administration in Washington that - they see their job in Washington to recoup all the ground that the peoples right to know has gained over the last thirty years. We gained that ground for the peoples right to know in order to prevent another Vietnam or another Watergate or a kind of unaccountable Washington that we used to have.
CONGRESSMAN BURTON (R-IN): I'm a Republican and George W. Bush is one of my heroes. He's a Republican. I think he's doing a fine job in the war and the economy. But this flies in the face of openness in government. And while I understand every President wants to protect their turf and keep people from overseeing what they're doing, it's the responsibility of Congress to do just that. I believe a veil of secrecy has descended around the administration and I think that's unseemly.
MOYERS: America is at war and Washington is in a state of high alert. In the name of national security, the white house has denied Congress information it has sought, restricted reporters in their coverage, decreed secret military tribunals, and sealed off thousands of pages of public records.
KIRTLEY : Security and secrecy are not synonymous, but the Bush administration acts as if they are. What's happening here is that the Bush administration, I feel, is exploiting the publics legitimate concern about national security and turning that into carte blanche to say, anything we decide we dont want to share with the public we will withhold on grounds of secrecy.
The irony of all of this is that at the very time when I think the actions of government need to be scrutinized very closely, the roadblocks that have been set up by the Bush administration are going to make it very difficult for the public, for Congress, really for anybody who has an interest in the outcome, which is all of us, to find out whats going on. And the attitude of the Bush administration, frankly, seems to me to be that its none of our business.
MOYERS: But the accountability of power is the publics business. Just ask Eileen Welsome. Without the Freedom of Information act, what the government did to its own citizens - secretly injecting them with radioactive plutonium - might never have been known. And Elmer Allen might have remained...just a number in a filing cabinet.
WELSOME: I went back to Elmer's grave and his family had put up a beautiful new headstone. Elmer Allen, the tombstone said, "One of America's human nuclear guinea pigs." He had been a human being up until he was injected with plutonium and from that date in 1947 until the day he died, he was a number.
WELSOME: What are reporters gonna be finding out fifty years from now about what is going on right now in the post-September 11th period. I mean are we gonna find out horrendous things in fifty years about whats been happening in the last four months? And is it going to take fifty years to find out this information?

A Better World is Possible

Editor's Note: On March 22, the United States delegates to the International Conference on Financing for Development in Monterrey, Mexico, following instructions from the Bush White House, left their seats at the beginning of this speech by Fidel Castro. Had they stayed, this is what
they would have heard.
"Not everyone here will share my thoughts. Still, I will respectfully say what I think. The existing world economic order constitutes a system of plundering and exploitation like no other in history. Thus, the peoples believe less and less in statements and promises. The prestige of the international financial institutions rates less than zero. The world economy is today a huge casino. Recent analyses indicate that for every dollar that goes into trade, over one hundred end up in speculative operations completely disconnected from the real economy. As a result of this economic order, over 75 percent of the world population lives in underdevelopment, and extreme poverty has already reached 1.2 billion people in the Third World. So, far from narrowing the gap is widening. The revenue of the richest nations that in 1960 was 37 times larger than that of the poorest is now 74 times larger. The situation has reached such extremes that the assets of the three wealthiest persons in the world amount to the GDP of the 48 poorest countries combined. The number of people actually starving was 826 million in the year 2001. There are at the moment 854 million illiterate adults while 325 million children do not attend school. There are 2 billion people who have no access to low cost medications and 2.4 billion lack the basic sanitation conditions. No less than 11 million children under the age of 5 perish!
Every year from preventable causes while half a million go blind for lack of vitamin A. The life span of the population in the developed world is 30 years higher than that of people living in Sub-Saharan Africa. A true genocide! The poor countries should not be blamed for this tragedy. They neither conquered nor plundered entire continents for centuries; they did not establish colonialism, or re-established slavery; and, modern imperialism is not of their making. Actually, they have been its victims. Therefore, the main responsibility for financing their development lies with those states that, for obvious historical reasons, enjoy today the benefits of those atrocities. The rich world should condone their foreign debt and grant them fresh soft credits to finance their development. The traditional offers of assistance, always scant and often ridiculous, are either inadequate or unfulfilled. For a true and sustainable economic and social development to take place much more is required than is usually admitted. Measures as those suggested by the late James Tobin to curtail the irrepressible flow of currency speculation --albeit it was not his idea to foster development-- would perhaps be the only ones capable of generating enough funds, which in the hands of the UN agencies and not of awful institutions like the IMF, could supply direct development assistance with a democratic participation of all countries and without the need to sacrifice the independence and sovereignty of the peoples. The Consensus draft, which the masters of the world are imposing on this conference, intends that we accept humiliating, conditioned and interfering alms.
Everything created since Bretton Woods until today should be reconsidered. A farsighted vision was then missing, thus, the privileges and interests of the most powerful prevailed. In the face of the deep present crisis, a still worse future is offered where the economic, social and ecological tragedy of an increasingly ungovernable world would never be resolved and where the number of the poor and the starving would grow higher, as if a large part of humanity were doomed. It is high time for statesmen and politicians to calmly reflect on this. The belief that a social and economic order that has proven to be unsustainable can be forcibly imposed is really senseless. As I have said before, the ever more sophisticated weapons piling up in the arsenals of the wealthiest and the mightiest can kill the illiterate, the ill, the poor and the hungry but they cannot kill ignorance, illnesses, poverty or hunger. !
It should definitely be said: "Farewell to arms." Something must be done to save Humanity! A better world is possible! Thank you."

Since 9/11, much has been said and written about US National Security and world peace, and the various threats to both.
Missing from this analysis is a frank discussion about illegal, so - called 'black' projects that escape constitutionally required oversight of the Congress and the President.
As the senior counsel for the Senate Appropriations Committee told me in 1994, the varsity team of illegal black projects - projects that he could not penetrate with a subpoena or a top-secret clearance-deal with the UFO subject.
The reasons such operations are a threat to the national security are not obvious at first glance. Indeed, the entire subject is generally brushed aside as irrelevant, silly and fringe. Or so those controlling such projects would like our policy-makers to believe. The reality is quite different: Tens of billions of dollars are siphoned off illegally into black projects and corporate special programs that impoverish conventional military and intelligence operations. Operational readiness, as it is called, has been eroded for years by the extravagant and wasteful spending in unsupervised and illegal black projects dealing with UFOs, Extraterrestrial - connected projects and advanced energy and propulsion research related thereto.
Back in 1994, this senior official with the Senate Appropriations Committee admitted that, conservatively, such black, illegal projects were in the $40 billion to $80 billion range annually! God only knows what they are today - maybe double that.
This means that conventional reconnaissance, interception, security screening, intelligence analysis, border security, etc, have been robbed for years by such large sums being illegally shunted into these illegal operations. As we discovered on 9/11, the cost has been unacceptably high.
But all of this is the least of the problem. The real threat of such projects arises from the unseen consequences of illegal secrecy: The ruthless suppression of energy, propulsion and other technologies that could have replaced fossil fuels, oil, coal, public utilities and the like many decades ago. The result is the world we have: environmentally ravaged, increasing poverty that destabilizes societies and breeds resentment and an avoidable, tragic growing hatred of the West.
